City Council Minutes 1969 09-11-69 FORM 601-490 U.S.A. September 11, 1969 MINUTES OF THE REGULAR MONTHLY MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL ON SEPTEMBER 11, 1969 AT 8:00 P.M. Mayor Coleman called the meeting to order and directed the clerk to call the roll. Upon roll being taken the following aldermen were present: 1st ward - Thomas, Follmer 2nd ward - Florence, Thanepohn 3rd ward - McHugh, Mitchell The clerk then read the minutes of the regular mont1ly meeting held on August 14, 1969. Said minutes were approved as read. The clerk then read the bills as follows: Yorkville National Bank, City W. H. Tax, August 541.80 State of Illinois, Dept of Revenue, State Income tax 40.19 Zentmeyer Ford, service, police car 41.16 Yorkville National Bank, payment #6, police car 120.50 Kendall County Record, printing and publishing 295.40 ,,Prickett TV, service police radio 5.00 Southtown Oil Co., gas police car 18685 Hilltop Sinclair, gas police car 18.85 Villgge..,of Oswego, shoulder flags, police department 60.00 Kendall Outdoor Equipment Co., repairs, lawnmower 20.20 Illinois Bell Telephone, phone service 7.57 Fox Valley Disposal Co., garbage removal 781.65 Archie Bieritz, nowing of park 80.00 Jim's Printing, lic. applications 12.86 John Schneider, paint thinner and roller cover 2.08 Rices Service, gas tractor 16.76 Hilltop Sinclair, gas trucks 33.52 Aurora Blacktop Co., cold mix 432.00 Central Limestone Co., roadstone 31." Yorkville Implement Co., tractor repairs 275.57 Commonwealth Edison Co., street lighting 306.85 The Travelers Insurance Co., group insurance 243.96 Hilltop Sinclair, gas trucks 33.51 Illinois Bell Telephone, phone service 17.00 Arthur Riemenschneider, repairs to reservior 80.00 Illinois Meters, meters 1151.55 Badger Meter Co. , meters 563.40 Layne Western Co., test drill and samples, water tower 497.00 Commonwealth Edison Co. , pumping 192.41 Producers Chemcial Co., choline 32.00 The bills were refered to the finance committiee to be paid if found correct. Chief Prickett then gave the report on the activites of the police department for the month of August, which was filed . FORM 601-49® U.S.A. James Price then gave the monthly report on the Water Department and Streets and Alleys. A general discussion followed. The report was then approved and filed. Mayor Coleman then read a letter from Mr. Carl Schobert in regards to a sewer extension on Morgan Street. A discussion following. Mayor Coleman then referred this to the Sewer Committee for study. Mayor Coleman then appointed Robert Mahoney to the Planning Commission. Alder- man Mitchell seconded by Alderman Follmer to accept said appointment with all aldermen voting aye. Attorney Ohse then read a letter from the State of Illinois, Department of Water Ways, stating the responsibility for sanitary facilities was a city matter and suggested the city and county work together. A discussion followed this letter and action being tabled. Attorney Ohse then reported on the water bonds. He stated that the Morrissey Company was unable to exchange the 4.6% G. 0. water bonds for 5% refunding bonds. They were unable to contact the man, living in Hawaii, who held $10,000.00 of 4.6%. Mr. Morrissey would purchase the $185,000.00 bond issue if the interest were increased from 6% to ?%. A discussion followed. Alderman Follmer seconded by Alderman Thanepohn to ammend the water bond ordinance to increase the interest from 6% to 7%. Upon roll being taken the following Aldermen voted aye: Thomas, Follmer, Florence, Thanepohn, McHugh and Mitchell. i Mr. Ellsworth Windett then reviewed the city insurance. A discussion following. Alderman Mitchell seconded by Alderman Thanepohn to increase the liability from 100300 to 2s0500. Upon roll being taken the following aldermen voted aye: Thomas, Follmer, Florence, Thanepohn, McHugh and Mitchell. A discussion was had on the condition of the sidewalk on the south side of Hydraulic Avenue between Bridge Street and Main Street. The street and alley committee was instructed to meet with Mr. Durstin Ohse and the phone company to share cost of said repairs. A discussion was had on parking at the new Post Officer. This was referred back to the Street & Alley Committee for study. Mayor Coleman then read a letter from Mr. Leo Anderson, that Mr. Lawrence, a city planner, be retained to aid in city planning. This would be a joint venture with the Village of Oswego and Kendall County. The cost to the city would be $8000.00. A Federal grant could be obtained cutting the city cost to $3000.00. A discussion following. Alderman Thomas seconded by Alderman Mitchell to accept if the City could make three payments of $1000.00 each in a three year period. Upon roll being taken the following alderman voted aye: Thomas, Follmer, Florence, Thanepohn, McHugh and Mitchell. Alderman Thomas then reported that five new mercury vapor street lights had be'err=installed. There being no other business the meeting was adjourned. 14 "(1
