MINUTES OF THE REGULAR MONTHLY MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL ON MAY 8,
1969 at 8:00 P.M.
Mayor Coleman: called the meeting to order and directed the clerk to can the
roll. Upon roll being taken the following aldermen were present:

The Mayor is Ex-official to all committies and wishes
the com'nittee meetings to be held on Tuesday, Thursday
or Saturday evening, and that he be present if possible.
The Clerk then read the bills as follows:

The bills were refered to the finance committies to be paid if found correct.
Chief Win Prickett the gave the police report for the month of April which
was approved as read.
James Price gave the report of the water department and streets and alleys
which was approved as read.
The clerk thew read the treasurers report of city finances. He then requdsted
permission to ask the County Treasurer for an advance of $2500.00. "ldermaa
Florence seconded by alderman Thomas that permission be granted. Upon voice
vote all aldermen voted aye.
Mayor Coleman then read a letter from Mr. Harry Crawford, Yorkville Postmaster
in regards to parking at the postoffiee.
Mayor Coleman then read a letter from Alderman Daune Hayden. This was his
resignation from the City council. Alderman Thomas seconded by alderman
Follmer to accept said resignation. Upon voice vote all aldermen voted aye.
Mayor Coleman then read a letter from the Yorkville school board in regards to
letting the City place a water tower on it's property. Said letter was filed.
Mayor coleman then reported that the water committiee has optioned land from
Mrs. Milo Himes for said tower.
Mayor Coleman then reported on a meeting he had with Dr. Schlapp, president of
Yorkville Unit district 115.

Mr. George Griffin of Walter E. Dsuchler and Assoc. , city engineers presented
the plans and specifications for the water tower along with the cost estimates.
A general discussion followed: Alderman Florence seconded by alderman Follmer
to accept said plans and specifications. Upon roll being taken the following
aldermen voted aye: Thomas, Follmer, Florence, Thaneophn, McHugh.
Attorney Ohse then read an ordinance authorizing and providing for the issue
' of $85,000.00 water refuidimg bonds. A general discussion followed. Alderman
Thomas seconded by alderman Follmer to accept said ordinance. Upon roll being
taken the following aldermen voted aye: Thomas, Follmer, Florence, Thaneophn
and McHugh. Nayes; None.
Attorney Ohse then read an ordinance authorizing and providing the issue of
$185,000.00 water revenue bonds of the United City of the village of Yorkville.
A general discussion followed. Alderman Thomas seconded by alderman Florence
to accept said ordinance. Upon roll being taken the following aldermen voted
aye:
The Clerk's estimate was presented and a general discussion followed. Alderman
Florence seconded by alderman Follmer to accept said estimate. Upron roll
being taken the following aldermen voted aye: Thomas, Follmer, Florence,
Thaneophn and McHugh.
Mr. Carl Riemenschneider that asked for an expination for the public benefit
funds and why it wasn't returned to pennon who had paid the special assessment
in full. Attorney Ohs* then explained the public benefit fund and the way it
must be used. Mr. Howard $hick and Mrs. Leorna 8orniels also spoke in regards
to this fund. Mr. Shick asked for sidewalks along route 47 Im the Durrough
of Bristol.
Alderman Thomas then requested that the budget for bhe Yorkville Public Library
be increased form $6000.00 to $7000.00. A discussion followed. Alderman Thomas
seconded by alderman Florence to accept said change. Upon roll being taken
all aldermen voted aye.
William and Joy Mosley that his property on Hydraulic be re-zoned from redidential
to business district uses. Alderman Thomas seconded by alderman Follmer that
this be refered to the zoning board of appeals. Upon roll being taken all
aldermen voted aye.
Robert and Irene Lykken requested that their property be rezoned from residential
l to business, B-1. Alderman Florence seconded by alderman Follmer that this
be refered to the zoning board of appleas for study. Upon roll being taken
' all alderman voted aye.
Mrs. Mabel Rowlands requested that her property on Bridge street be rezoned from
Agricultural uses to apprtment district uses. Alderman Thomas seconded by
alderman Follmer that this be refered bo the zoning bonard of appealse for
action. Upon roll being taken all aldermen voted aye.

Mayor Coleman then nominated Niekalous Moisa to the Zoning board of appeals for
a five year term. Alderman Florenet seconded #1.r alderman haneoph to accept
said appointment. upon roll being taken all aldermen voted aye:
Mayor Coleman then appointed C. Robert Ohs* city attorney at $50.00 per month
retainer with the right to bill the city for legal work in excess of the retained
summ.
Mayor Coleman then appointed Winfrdd W. Prickett chief of police at the salary of
$625.00 per month with two weeks vacation and one day per month sick leave up to
and not exceeding 14 days.
Mayor Coleman then appointed R. Clark Morrell as partolman at the salary of $550.00
per month with two weeks vacation and one day per month sick leave up to and not
exceeding 14 days.
Mayor Coleman the appointed Alvin Spera patrolman at the salary of $550.00 per
month with two weeks vacation and one day per month sick leave up to and not
exceeding 14 days.
Mayor Coleman then appointed Richard A. Randall patrolman at the salary of $550.00
per month with two weeks vacat*-on and one day per month sick leave up to and not
exceeding 14 days.
Mayor Coleman then appointed James E. Price supertindentent of streets and alleys
and supertindentent od the water works at the salary of $750.00 per month with
509 faom each the general and water funds. He shall receive two weeks vacation
plus one day for each year in access of ten years. Also he sldl receive one day
per month sick leave up to and not exceeding 14 days.
Mayor Coleman then appointed Arlie P. Lough an employee os the street department
and the water department at the salary of $$475.00 per month with 50% from each
the general and water funds. He shall receive tow weeks vacation plus one day for
each year in excess of ten years, also he shall receive bne day per nslth sick lean
up to and not exceeding 14 days.
Mayor Coleman then appointed Kenneth Prickett to the police department as patrolman
with the salary of $3.00 per houn. This is as relief parrolman.
Mayor coleman then appointed Bessie Lough as city collector with the salary of
$20.00 per month. She shall have approved bond of $3,000.00.
Mayor Coleman then appointed Ezra Collier as building inspector with the salary
of $5.00 per inspection. He shall have the privilage of hireing deputies at his
pleasure.
Le Roy Johnson was appointed an city employee at the salary $1:25 per hour.
A general discussion followed these nominations by Mayor Coleman. Alderman
Fallmer seconded by alderman Florence to confirm said appointments the alderman
woted as follows: Thomas Aye, Follmer, Aye; Florence, Aye; Thanaeoph, aye with
reservation, and McHugh Aye with reservation.

Mayor Coltman thew reported that he had contacted Harry Fuller, Mayor of Oswego
in an effort to obtain their schoil crossing light. Hoe will report at a later
date.
Mr. Leonard Olson then requebtddt att the stop order in his sub-division be recinde
A genral discussion followed. Alderman Follmer seconded by alderman Florence
that the stop order be removed. Upon roll being taken all aldermen voted aye.
Mayor Coleman therm appointed Richard 0. Mitchell to fill the unexpired term of
alderman Hayden. Alderman Thomas seconded by alderman Thanepohn, Upon roll
being taken all aldermen voted aye.
Alderman Florence then reported on the flag pole for the memorial in the park.
Prices were given and he stated that they would check futher.
The Yorkville J Cls requested to use the Park on August 17th, for thiir annual
summer festival. "'lderman Thaneoph seconded by alderman Florence to grant
permission. All aldermen voted aye.
There being no other business the meeting was adjourned.
