MINUTES OF THE REGULAR MONTHLY MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL ON SEPTEMBER
12, 1968 AT 8:00 P.1M.
Mayor Coleman called the meeting to order an: directed the clerk to call the roll.
Upon roll being taken the following aldermen were present:

The clerk then read the minutes of the regular monthly meeting of the Mayor
and Aldermen held on August 8, 1968. Said minutes were approved as read.

The bills were refered to the finance committiee to be paid if found correct.

Chief Prickett then gave the monthly report on the police department, said report
being approved as read.
James E. Price then gave the report on the water department and streets and
alleys with said report being approved as read.
Robert Mayes, spokesman for property owners of the Fred Atlee sub-division +2
asked why the had to contend with the dust on Morgan Street in said sub-divison
and also poor storm drainage and no curbs. Mr. .James Price then explained that
the Fred Atlee sub-division was required to install water, sewer, and a 16 foot
street with an 8 inch base.
Mr. Mayes then asked the cost of curbs and wanted the city to advertise for bids
to bring this portion of Morgan street up to an A-3. He also wanted the clerk
to check the minutes of April 13, 1961 to establish sub-dividers responsibility.
Mr. Mayes then asked why they were required to pay $300.00 for sewer and
water hook-up. Mr. Price then explained that two years after the water and
sewer mains were installed they became city porperty.
Alderman Mtichell seconded by alderman Thomas that the street and alley
committiee meet with Mr. Morrel and Mr. Olson to determin responsibilty to
bring said street up to A-3. Upon roll being taken all aldermen voted aye.
Alderman Hayden seconded by alderman Follmer that no building permits be
issued in said subdivision until all conitions are meet with. Upon roll being
taken all aldermen voted aye.
Mr. Mayes then stated that water after every rain w uld stand on the coroner of
Washington and Morgan street and up onto the Gail Mitchell property. He requested
that the street be graded to stop this.
Mr. Mayes then asked why the water wasn't looped beteween Adrian and _Morgan�St-
reets on 'rashington and who's responsibility it was to complete this line.
The were told that it was the sub-dividers responsibility.
Mr. Mayes that asked the the sign at theMorgan street and Fox Road coroner
be re-painted. The city attorney As instructed to send Mr. Morrow a notice
this sign was in violation on the city ordinance.
Mr. Arnie Millin then requested permission to run water down the south side of
route 126 to the store and appartment he is building. The water committiee was
instructed to meet with mr. Mil -en.
The application for re-zoneing of the Ralph Gardner property on River Street
from residential to apartment and the recomemdations of the zoning board of
appeals was presented. The zoning board of appleas approved of said change,
but suggested that the building inspector keep close check on contractor.
Hlderman Mitchell seconded by Alderman ,dalker to approve said recomendations.
Upon roll being taken the following aldermen voted aye: Follmer, Thomas,
Florence, Walker, Hayden and Mitchell.

Alderman Florence then reported on a meeting with the school board. the school
to furnish guardsand funnel the students to Somonauk and Bridge and Washington
and Bridge Atreets where the city will furnish guards. A gereraj discussion
followed. Mrs Howard Johnson represented the school board.
Alderman Florence then nominated Joesph Riemenschneider and Frank Sharp as
01 crossing guards at the salary of $2.00 per hour and to work 45 minutes inthe
morning and an additional 45 minutes in the afternoon. Alderman Thomas
seconded this motion. Upon roll being called the following aldermen voted
aye: Vollmer, Thomas, Florence, Walker, Hayden and Mitchell.
A general discussion was had on establishing a service bar license. This
was requested by Fred 3e'^meider and Rudy Horton. Alderman Mitchell seconded
by Alderman Walker that the liquor ordinance be amended to establish a service
bar ant the cost of said license to be $350.80 per year. The city attorney to
present said ordinance at next regular meeting. Upon roll being taken the
following aldermen voted aye: Follmer, Thomas, Flornece, Walker, and Mitchell.
not noting, Hayden.
Attorney Ohse then presented the sub-division ordinance and a general discussion
followed. This was tabled until the next regular meeting.
The Congregational Church then requested that something be done about the colleg
students parking around the church.
