April 9, 1964 MINUTES OF THE REGULAR MONTHLY ME7TING OF THE MAYOR AN'' ALDERMEN OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL ON APRIL 9, 1964 AT 8:00 P.M. Mayor Madden called the meeting to order and directed the clerk to call the roll. Upon roll being taken the following aldermen were present: 1st ward - Roger Burroughs, Robert Coleman 2nd waf;d - Delbert Trummel, Lawrence Gardner 3rd ward - Duane Hayden, Richadd Mitchell The clerk then read the minutes of the regular monthly meeting held on March 122 1964. The police report for the ronth of March was read by Chief Marten. The report on the streets and alleys and the water department for the month of March was given b,-,r 'Oames Price. A report on the progress of the parking lotsbehind the Farmers State Bank was given. this was followed by a general dis(-ussion. A general dianussion was had on the conveyor between the Model Box Factory and the old Ohevrolet Garage. The Yorkville High School student council then asked permission to act as the Oity Officials for the day of May 14, 1964. Dermission was granted. Mr. Leonard Olson then rer-uested a change of zonning on his bubdivision from residential to apartments. Said request was refered to the Zonning board of appeals. The Public works resolution was then presented and read by the clerk. (See attached sheet. Alderman Mitchell seconded by alderman Burroughs to accept Upon roll being taKen the following aldermen voted Aye: ,,Burroughs, Coleman, Trummel, Gardner, Haydaa and Mitchell. Mayor Madden the appointed John Behrens to the office of City Collector at the salary of $515.00 per month. He shall have approved by the board a bond with corporate assurity of $3000.00. Said Appointment effective May 1, 1964. Upon Motion of alderman Hayden seconded by alderman Mitchell the appointment was confirmed. the counicl and mayor voting jointley and unamously aye. Mayor Madden the,: nominated C. Robert Ohse as City Attorney to be paida tetainer of $20.00 per month plus the privilage of billing the City for extra legal service performed. Om motion of alderman Gardner seconded by alderman Coleman the appointment was confirmed. The Mayor and council voting ,jointly and unamimously aye. Mayor Madden t hen nominated Jess C. Dunkle as auxulary patrolman at the salary of $100.00 per month with the privilege of billing for expenses. Upon.,motion of-Alderman Burroughs seconded by alderman Trummel the appointment was confirmed. The Mayor and Council voting jointly and unamimously aye. Mayor Madden them nominated Alvin Spera for Night Partol and Fire wateh and auxulary partolman at the salary of 8,200.00 per month, and if and when serving as auxulary prtolman the sway of $.T ?5 per hour. He shall be entitled to two weeks paid vacation and 1 day sick leave per month accumulative up to and not exceeding 14 days. Upon motion of alderman Hayden seconded by alderman Michel: the appointment was confirmed. The mayor and council voting aye. FORM 601-49® U.S.A. Mayor Madden them nominated Arlie P. Lough an employee of the btreets and alleys and the water department at the salary of $360.00 per month with 50% coming from each thw water and general funds. Ue shall have two weeks paid vacation and lday sick leave per month accumulatli�e up to and not exceeding 14 days. On motion of alderman Mitchell seconded by alderman Coleman the appointment was confirmed. The mayor and council voting aye. Mayor Madden then appointed Franklin Martyn Sr. chief of police at the salary of $375.00 per month. He shall receive two wei-Jcs paid vacation and 1 day sick le;�ve per month accumulative up to and not exceeding 14 days. Om motion of alderman Gardner seconded by alderman Trummel the appointment was confirmed. The mayor and council Toting aye. Mayor Madden then appointed James E. Price supertendent of streets and alleys and supertentednt of the water department at the salary of #6000.00 per year with 50% to be paid form each the general and water funds. He shall receive two weeks paid vacation and 1 day per month sick leave accumulative to 14 days. On motion of Ilderman KLt hell seconded by alderman Bourroughs the appointment was confirmed. The mayor and aldermen voting aye. Mayor Madden then appointed Arlie P. Lough as Building inspectd)r as the salary of $5.00 per inspection and the privilage of hiring deputies as needed. Alder- man Bourroughs seconded by alderman Haden confirming the apoointemtn. The mayor and aldermen voting ayel A general discussion was hzdin regards to the garbage contract with Archie Bieritz. Alderman Hayden to amend garbage contract so as Bieritz will receive $10.00 per month more. Alderman Gardner seconding this. Upon roll being taken the follwoing aldermen voted aye- Coleman, Trummel, Gardner, Hayden and Mit hell, Nayes Burroughs, The Cmmmittiee appointments are as Billows with the firs named to serve as chairman. R E S O L U T I O N WHEREAS, the CIS O! YOMI located in the County of Ir. ,all ; State of Illinois wishes to locate, construct, operate, and maintain water maing. sewer lines drivsways,, alloys, strset returns sidewalks, street lights and any - th.r faciliftes or work ,constructed either by the City of Yorkville ar u dar -- SJAR*rvision of d City in the year of 1964 on the CITY OF ILLIN which by law, comes under the jurisdiction and control of the Department of Public Works and Buildings of the State of Illinois, and WHEREAS, a permit from said Department is required before said work can be legally undertaken by said,City or supervised by City now THEREFORE, be it resolved by the CITY O! YORRILLg County of Randall , State of Illinois. FIRST: That we do hereby request from the Department of Public Works and % Buildings, State of Illinois, a permit authorizing the CITY a MIMiLLrL to proceed with the work herein described. SECOND: That we hereby pledge the good faith of the CITY OF YORLVUM and guarantee that all work shall be performed in accordance with the conditions of the permit to be granted by the Department of Public Works and Buildings of the State of Illinois and to hold the State of Illinois, Department of Public Works and Buildings, harmless on account of any damages that may occur to persons or property during the prosection of such work, and assume all Liability for damages to persons or property due to accidents or otherwise by reason of the work which is to be performed under the provisions of said permit: THIRD: That the CITY U9 Y0 UA will inform t the Division of Highways whether the work is to be performed by City forces or by a contractor employed by the City FOURTH: That the proper officers of the CITY Of YQMILLE are hereby instructed and authorized to sign said permit in behalf of the CITY Of YORKVILLE I hereby certify the above to be a true copy of the resolution passed by the County of Randall , State of Illinois Dated this day of , A.D. , 19 (Corporate Seal) M-202
