Public Safety Minutes 2015 01-08-15Page 1 of 3 APPROVED 3/5/15 UNITED CITY OF YORKVILLE PUBLIC SAFETY MEETING Thursday, January 8, 2015 6:30pm City Hall Conference Room In Attendance: Chairman Carlo Colosimo Alderman Chris Funkhouser Alderman Larry Kot Alderman Rose Spears (by phone) Other City Officials in Attendance: City Administrator Bart Olson Police Chief Rich Hart Deputy Chief Larry Hilt Others in Attendance: Tony Scott, Kendall County Record Matthew Prochaska, Kendall County Board The meeting was called to order at 6:32pm by Chairman Colosimo and a quorum was established. He also welcomed the guests. Citizen Comments: None Minutes for Correction/Approval: November 25, 2014 The minutes were approved as read. New Business: 1. PS 2015-01 Police Reports for September – December 2014 Chief Hart said year-end reports should be coming soon. It was noted that “All Other Criminal Offenses 5000” cover a variety of offenses not covered under other statutes. No further action 2. PS 2015-02 Adjudication Reports for November – December 2014 Alderman Kot asked what “plead liable” means. It indicates the ticket was paid or defendant plead guilty. If paid in advance, the records will simply indicate “paid”. Costs of $25 were paid on some cases and not on others and was questioned by Alderman Colosimo. These discrepancies were addressed with the Hearing Officers. It was pointed out that ultimately the Hearing Officers are accountable to the Mayor. Page 2 of 3 3. PS 2015-03 Liquor Code Amendment - Micro-Distillery License Class Mr. Olson said a business is interested in Yorkville sites for a micro-distillery and would want to serve samples, which requires a license. Under the ordinance, there would be no limit on the number of tours given per day, however, an individual is limited to three samples per day. It was agreed to move this item to the Council consent agenda. Old Business 1. PS 2014-26 BASSET Training Requirements This item was discussed at the previous meeting and was brought back for additional review. Chairman Colosimo said he did not feel the training should be required, but should be on a voluntary basis for employees due to high turnover and that managers should be trained. He felt the burden should not be placed on the Police Department and that if training is required it should be done on-line. The Police Department will do the training if requested. Alderman Kot said he supports the training for all employees and the minimal expense should be paid by the establishment. He said employees can never have too much of this type of training. Alderman Funkhouser said he would like to see some on-site employees receive the training, though it does not always prevent problems. He said the training should not have to be mandatory for employees and the City should not have to be responsible for the training. He said businesses must be accountable. Alderman Spears favors having all employees being trained, but agreed with Mr. Colosimo regarding the high turnover. Overall she supports the current system. No further action will be taken or changes made at this time. 2. PS 2014-27 Pawnshop/Resale Dealer – Proposed Code Amendment Staff had been requested to make some changes to the current code and this was presented at the meeting. Alderman Kot asked about an apparent new state law regarding this subject and said he wanted to be certain the City is consistent with the State. Chief Hart will research and the Attorney will be asked to review as well and it will be placed on the agenda for January 27th. All Aldermen supported the changes contingent on the new State law. Additional Business Alderman Funkhouser asked the Chief if there was any feedback regarding the new road salting method during the wintery weather. Chief Hart said he did not have feedback and thought the roads were in good shape considering the weather. Chairman Colosimo said the brine method seemed to be working well and in a radio interview, Mr. Dhuse noted that 40% of the costs could be reduced. It was also noted that the new method was more environmentally friendly. Page 3 of 3 In another matter, Alderman Kot asked about the speed limit on Rt. 47 and if it's still considered a construction zone. He asked if IDOT could post more signs and said no one is adhering to the 30 mph. Alderman Colosimo added that it's difficult to make a left hand turn onto Rt. 47. Mr. Kot also said there is a new photo lineup law/procedure. Chief Hart said training had already been given regarding this new law. There was no further business and the meeting adjourned at 6:54.
