May 11, 1961 MINUTES OF THE REGULAR YONTHLEY MEETING OF THE MAYOR AND ALDERMEN OF THE UYITED CITY OF THE VIL AGE OF YORKVILLE, YORKVILI,E, ILLINOIS HELD AT THE VILLAGE HALL ON THUR^DAY, MAY LL31961 AT 8:00 P.M. Mayor Windett called the meeting to order and directed the clerk to call the roll. Upon roll being taken the following aldermen were present. lst ward - Russel Hughes, Elden Madden 2nd ward - Delbert .Trummel 3rd ward - Duane Hayden, Richard Mitchell The Mayor then instructed the clerk to read the minutes of the regular monthly meeting held on April 13, 1961 and said minutes were ordered approved. Mayor Windett nominated Arthur Riemensdhneider as Buidling Inspector to serve at the pleasure of the council and to be paid a maxium of $15.00 per building application with the authorty to hire deputies when necesaary. The deputies shall receive maxium compensation of $5.00 per inspection. The building in Spector shall subimt monthly reports and shall bill monthly. Upon motion of alderman Trummel seconded by alderman iitchell the appointnent was confirmed. The Mayor and aldermen voted jointley and unamimousley aye. Mayor 71indett nominated Everette Goins for Night Patrol and auxilary partolman at the salary of $200.00 per month and if and when serving as auxillary partolman at the sal ry of 41.75 per hour, also car expenses of °}2.00 per day. 'He shall be entitled to rpL-- weeks vacation with pay. Upon motion of alderman Hughes seconded by alderman Trummel the appointment was confirmed. Upon roll being taken the Mayor and council voted jointley and unamimously aye. Mayor windett nominated Jess Dunkle auxulary p,:rtol at the salary of $1.75 per hourplus reasonalbe expenses. Upon motion of alderman Mitchell seconded by alderman Hayden the appointment was confirmed. Upon roll being taken the Mayor and council voted jointley and unamimously aye. Mayor Tindett nominated Charles Barid to the office of City Collector at the salary of °;.15.00 per month. he shall have approved by the boakd a bond with corporate assurity to be approved by the council. Said bond to be in the ammount of $3000.00. Upon motion of Alderman Madden seconded by alderman Hughes the appointment was confirmed. Upon roll being taken the Mayor and Council voted jointley and unamimously aye,, Mayor Vdindett nominated Arlie P. Lough to work in the water department and in the streets and alleys. fls is to be paid a salary of $350.00 per month with 50% from the General Fuhd and 50% from the 'Aater fund. He sahll be entitled to one week paid vacation after one year also one day per month sack leave accumulative up to. and not exceeding 14 days. Upon motion of alderman Hughes seconded by alderman Hayden the appointment was confirmed. Upon roll being taken the Mayor and Aldermen voted jointely and unamimoully aye. Upon motion of alderman Mitchell seconded by alderman Hayden that all appointed officials whose bond has not heretofore been fixed shall fife and have approved a $100.00 Bond. Upon roll being no futhur bisiness the meeting was a'journed. The City attorney presented and read an Ordinance authorizing and providing the i, suance of $10.000OOwater bond issue. Alderman Hayden made a motion seconded by alderman Hughes to accept said ordinance. Upon roll be ng taken the following aldermen voted aye: Hughes, Madden, FADIRIZI; Trummel, Hayden and Mitchell: Nayes; none, carried:nd so ordered. A ganeral discussion was had on the Siblow lots in the Burrow of D tstol. Alderman Madden sedonded by by alderman Trummel that water service on lots 1 and 8 in block 19, lots 4 and 5 in block 20, Original Village of Bristol will be service same as on west Main st. and charged against a six inch main. Upon roll being taken the foll-)wing aldermen voted aye: Hughes, sadden, Trummel, Hayden, and Mitchell. Nayes: None, Absent Randles. Carried. FORM 601-49'®U.S.A. James Price gave the report on the water department and the streets and alleys for the month of April, 19,61. A general discussion was had on p,.rking on Hydraulic Street at the Postoffice building. Cars are blocking drive ways during the auction sales in the old Breese Farm Equipment Building. It was decided to paint yellow stripes on the sidewalk and to ,ost no parking signs. A general discussion was had on obtaing the easements from Mr. James Peterson for the sewer mains to be laid on his properity. the Deuchler Engineer's were instructed to meet with the Boncar Const Co. and sole if a by-pass of the Peterson property is feasable and also the possibality and cost of a lift station to by- pass said properity. A discussion was had on Van Emmon Street on the Block east of Bridge Street. The street a nd alley committiee was instructed to meet and work plans for in- sta4ing curbs and sidewalks in this block. Alderman Hayden seconded by alderman Mitchell to make the Yorkville National Bank depository for the first v110,000.00 of tax distribution monies designated for retirement of the Sewer Bond issue. Upon roll being taken the following aldermen voted aye: Hughes, Madden, Trummel, Hayden, and Mitchell. Absent: Randles. Carried. The clerks estimate was nresent d and alderman Hayden seconded by alderman Hughes to accept said estimate:. Upon roll being take the following aldermen voted aye: Hughes, Madden, Trummel, Hayden and Mitchell. Nayes: None. Carried. Mayor ti'indett nominated C. Robert Ohse as City Attorney to be paid a retainer of $20.00 per month plus the privilege of billing the City for extra legal sergices performed. On motion of Alderman Trummel seconded by alderman Hughes the appointment was confirmed. The Council and 'Mayor voted jointley and unan- imously aye. Mayor 'Jinddtt nominated James E. Price for Superintendent of Streets and Alleys and Supertintendent of the 0aterworks ans special patrolman to receive as com- pensation for the same a salary of 6'102.50 per week. Said salary to be paid 50% from the general fund and 50% from the water fund. In addition thereto said employee shall be credited with one day sick leave per month accumulative up to and not exceeding 14 days. In ar"4.tion said employee shall be entitled to a two weekvacation with -ay. Upon motion of alderman Madden seconded by alderman Mitchell said appointment was confirmed. The council and mayor voted jointley and unamimously aye. Mayor 'Xindett nominated Franklin Martyn Sr., for the Chief of Police at the salary of $360.00 per month plus X75.00 per month car expenses. tie shall be entitled to two weeks paid vacation per year and credited for 1 day sick leave per month accumulative up and not excelling 14 days. Upon motion of alderman Hayden seconded by alderman Hughes the appointment was confirmed. The council and Mayor voted jointley and unanimously aye. FORM 601-49®,U.S.A. Cle��� May 11, 1961 P O L I C E R E P O R T TO THE MAYOR AND MEMBERS OF THE CITY COUNCIL: Gentlemen: The following is a report of the activities of the Police Department for the month of April, 1961. During the month of April, the Department arrested 47 defendants charged with violations of State Laws or City Ordinances. The Judges have assessed fines of $419.00 in these cases and all fines have been paid over to the City Treasurer. There has been one case continued. During the month of April there were : 41 defendants arrested for speeding 3 defendants arrested for unlawful passing or land usage 1 defendant arrested for City Vehicle Tax violation 1 defendant arrested for Muffler violation 1 defendant arrested for State license violation During the month of April there were 9 stray dogs picked up by the Police Department and taken to the dog pound. There was only one motor vehicle accident inside the City limits. in April. During the month of April the Department received and investigated 21 complaints. Radar has been in operation on City streets when weather permitted. During the past month the Department has done traffic duty, school crossing duty, radar patrol, bank guard, night patrol and fire watch.
