Public Safety Minutes 2005 06-09-05 Y Page 1 of 3 APPROVED 7/14/05 PUBLIC SAFETY COMMITTEE Thursday,June 9,2005 6:30 pm City Conference Room Present: Police Chief Harold Martin Alderwoman Rose Spears Alderwoman Wanda Ohare City Attorney John Wyeth Alderman Jason Leslie Officer Jon Helland Alderman Dean Wolfer Nicole Nicolas, Kendall County Record The meeting was called to order at 6:30 pm by Wanda Ohare 1. Approval/Correction of Minutes: April 14,2005 and May 12,2005-The only correction was Harold Martin is to be called Chief Martin from now on. The minutes were approved. Some items were moved forward to accommodate people's schedules. 4. Liquor Ordinance Amendments—There was information in the packets regarding the 4 new liquor classifications as well as enhancements of the"violation"provision. There will be a new classification of a Bar and Grill. It shall be treated during the day as a restaurant, and at 9 pm until closing it will be treated as a Tavern. There will be a new classification of a Golf Course. It will include a Clubhouse on the Golf Course where there will be a kitchen and dining area to serve the Golf Course guests. There will be a new classification for Catering. It will authorize the Caterer to serve alcoholic liquor in connection with the operation of the catering business. The food and beverage sales will be made at the office of the Caterer and be subject to applicable municipal taxes. There will be a new classification of a Temporary license. It will be for no more than 4 days at a time,with no more than 3 permits per year. A Temporary permit will be allowed for a Sports Stadium at all the regularly scheduled games or tournaments with the provision that sale and consumption will not be allowed outside the Stadium and sales will cease at 10:30 pm. The additional violations will include any violations of any law of the state, ordinance of the county or city,which affects the public's health, welfare, and safety at the place of business or adjacent to the place of business. If the licensee is more than 45 days late in payment of debts to the city, and if there is any known or unknown violations by the employees of the licensee. This will move on to COW. 6. Parking—On Street/Overnight/Around Parks—There has been an amendment to Title 6, Chapter 2 of the Parking Regulations. It is a new section 6-2-6 which will in Page 2 of 3 paragraph A,prohibit parking on the streets of Yorkville between the hours of 1:00 am and 6:00 am., and paragraph B will limit the parking of commercial vehicles with classifications other that`B"to 1 hour unless making a delivery or rendering a service at the premises in front of where it is parked. The Aldermen expressed that they would like to create a demonstrated needs Temporary Permit at the discretion of the chief of Police or designee for things such as repaving a driveway or visitors at a home that will be staying the night for a limited number of days. There would have to be an effective date to these regulations, and a Town Meeting will be held to inform the Public of the new regulations. There could also be a period of time where there would be warnings given out before they were issued tickets. This will move on to COW. There will also be No Parking Ordinances added for both sides of Sycamore Street from John Street to Rt.34. There will be No Parking on the South side of John Street from 1 block East of Sycamore Street to 1 block West of Cottonwood Trail. There was discussion about where to end the No Parking Ordinance. It should possible go past the Park; possibly to Diehl Farm Road. The Aldermen will look at the street and get back to Attorney Wyeth about which Street to have it end at. Also,the Parking Fines should be made equal throughout the city. It should be$25. This will move on to COW. 2. Cadet Program—The money for this is already in the budget. The Cadet will be attending classes at Waubonsee Community College. Officer Helland is looking to hire someone by August 1St so they would have time to enroll in classes at Waubonsee. Officer Helland will be training this person. The Cadet would have handcuffs for safety purposes, and also they would be available for the officer the Cadet is with to use. The Cadet will not be able to write any tickets,but they could write ordinance violations. The Cadet will be able to take the service type calls, leaving officers free to handle other situations. Yorkville Police Department will be training the Cadets,but since Yorkville is not home rule is not mandatory that Yorkville hire them or that they take the tests for the position offered to them. It is a logical transition though, to hire the Cadet that was trained in Yorkville,but they will have to pass the same tests anyone else would have to pass. 3. Police Reports for May 2005—M3 and M5 are still being driven as administration vehicles. 2 Cars will be taken offline when the 2 new cars are purchased. Community Relations hours are up. The speed trailers are being used as often as possible. The Truck enforcement is a specialty. Chief Martin is trying to have one more officer trained to be able to handle this. 2 Officers were given certificates of appreciation from AAIM. There was quite a bit of training in May. Sergeant Hart and Lieutenant Schwartzkopf are involved in a specialty class team. Also they are involved in the ILEAS and Homeland Security programs. K9 training was performed outside the Tinley Park Mental Hospital. Training is performed twice a month for the dogs. They check the Yorkville schools about once a year for drugs, and they assist other communities to check for drugs. Gas theft was up. Chief Martin said that when the gas prices go up, it seems, so does Page 3 of 3 the gas theft. 5. New Program to Assist with Missing Kids—Chief Martin has contact with former Alderman, Larry Kot regularly and Larry Kot brought forward this program. It is an organization that can place 1,000 phone calls in 60 seconds. Chief Martin thinks this is a good idea, and it does not cost any money. This will move on to COW. Attorney Wyeth could be asked to write up a resolution. 7. Request to Purchase Two Replacement Squads—This is already in the budget, and it has been approved. One is a Chevrolet Impala, and the other is a Ford Crown Victoria. No further action is necessary. 8. Request to Purchase Data Recorder for Total Station—This would aid in accident reconstruction. The money to pay for it would come out of the Drug Fund. This will move on to COW. 9. Additional Business—An item that was passed at the May Public Safety Meeting is the laser radar gun for the Bike Patrol. This will be coming to COW. It will cost $3,200. The money will be coming out of the Drug Fund. Attorney Wyeth will be contacted to find out if the Data Recorder and the Laser radar gun can be approved at the Public Safety Meeting, if so; they are approved on Consent Agenda. Alderman Leslie would like to see a traffic study done on the corner of Country Hills Drive and Fawn Ridge. Chief Martin will talk to Steve and Eric to see if there are any signs to put in or if there needs to be a traffic study done. Alderwoman Ohare went through all the old minutes to find the issues that have not yet been resolved. She will be reintroducing them at future meetings. Next month she will bring up the issue of the lighting and signs in Countryside. The meeting was adjourned at 7:55 pm. Minutes submitted by Laura Leppert.
