MONTHLY POLICE REPORTS FOR JULY 2003
Chief Harold Martin reported that the officers have been very busy. Alderwoman Wanda
O'Hare asked if the 12 hour shifts have been successful. Officer Stacey Friddle
commented that she liked working the 12 hour shifts and has had the same response from
other officers.
Chief Martin said there is only one change and that is the month needed to be changed to
July instead of June.
Officer Friddle stated that the seatbelt check went very well. She said that among the
Yorkville officers they were averaging around 10 tickets for violators. She said there
were no arrests made and there were no tickets given out for child restraints. She said that
the stops were made to everyone that they saw that were not wearing seat belts.
Chief Martin said that state wide they are about 70%that do wear seatbelts and 25%do
not. Officer Friddle said she felt as though more people are wearing seatbelts than
before.
Alderman Sticka asked what the penalty was for the violation. Chief Martin said it was
$55.
Chief Martin stated that there were some burglaries at the strip mall on Rt. 34. There was
only one store that listed missing anything. He said that he spoke with the owners and
they only have a regular lock and key. He suggested that they change the lock or get dead
bolts put on. He said that he spoke with Sergeant Diederich to ask the builders of these
strip malls to put deadbolts on them to make them more secure. Alderman Sticka

suggested that they put that in the builder's requirements. Alderman Kot asked for the
Chief Martin to get a recommendation from Sergeant Diederich so they can start the
process.

REFLECTION POOLS/FISH PONDS
Alderman Kot stated that we have not laws or requirements for reflection pools or fish
ponds. After checking up on this with other towns they were not able to find any laws or
requirements. He said he received a call from a citizen about their neighbor's reflection
pool. She felt there needed to be some protective fencing around it to prevent it from
possibly enticing her young children. She called other communities and she said that
some are looking into this. She had a meeting with Bill Dettmer and spoke of the
situation. Mr. Dettmer will give a report at the next Public Safety Committee meeting.
Alderman Kot felt it is something to be checked into for safety reasons.
Alderman Sticks mentioned that he has a garden pond in his back yard. He said that his
home was on the Garden Walk this year and that his pond was the high light of the yard.
He passed around pictures to the committee of his pond and of other ponds that are in
Yorkville. He said that typically the ponds are a couple of feet deep. They need to be at
least 2 feet deep if fish are being kept in it over winter. In a shallower pond the fish
would die. He said that most do not have sharp drop offs but are designed with a gradual
drop down. He felt that a pond is not exactly an inviting thing to walk into like a
swimming pool would be. He mentioned that they had voted to keep the dam even though
it is dangerous. Alderman Kot commented that they voted to keep the dam, but in an
amended state. Alderman Sticka felt that if they are going to be generating attention to
these back yard ponds, then the same could be said for Blackberry Creek and back yard
creeks. Alderman Kot felt that it was worth researching it and waiting for Mr. Dettmer's
report. Alderman Sticka said that his feeling is that if the City made a requirement for
fencing off ponds then he would just drain it because he would not want to fence in his
back yard.
This item will come back to the next Public Safety Meeting on September 25, 2003.
HALLOWEEN TRICK OR TREAT HOURS
The committee agreed that the trick or treating hours will be from 4:00 p.m. until 7:00
p.m.

NEW SERGEANT'S POSITION REQUEST
Chief Martin stated that currently they have a vacancy in Squad A which previously had
belonged to Sergeant Ron Diederich. He is now needed inside to deal with the goings on
inside the building. He said that Sergeant Diederich handles everything inside the
building including maintenance. He also does maintenance of the squad cars and that
includes fixing radios and changing batteries. He is also responsible for locating the
speed trailer. Among moving it to different locations he also cleans it gives a report about

it. Sergeant Diederich is also in charge of Neighborhood Patrol and Crime Prevention. He
is also uniform quarter master and distributes uniforms to officers.
The committee gave their support for the request of filling the new sergeant's position.

EVIDENCE TECHNICIAN VAN DEMONSTRATION
Officer Friddle brought the committee outside and gave a demonstration of the new van.
ADDITIONAL BUSINESS
Background Check of Carnival
Workers
Alderman Kot asked if there were any background checks of carnival workers with
criminal histories. Chief Martin said they did not because of the new law that says they
can't with out a probable cause. They will check with other towns where the carnival has
been to see if there have been any problems.
Multi Juvenile and Adult
Arrests
Chief Martin reported that they did make multi juvenile and adult arrests on Corral Berry
Rd.
He made mention that there was one incident where one of the officer put the handcuffs
on too tight with one of the juveniles. Chief Martin said that he spoke with the juvenile
and he said that there may be some damage done to a nerve in his wrist. Chief Martin told
the juvenile to get a note from his doctor and they will send it in to the insurance
company. He said that the incident wasn't done maliciously;these types of situations do
happen from time to time. He said there were 15 arrests at that time.
Club Drug
Presentation
Alderman Kot asked Chief Martin if there is going to be a presentation on the club drug.
Chief Martin said that he will call the presentator as soon as he gets his number and set
something up with that.
