Public Safety Minutes 2002 03-28-02 v UNITED CITY OF YORKVILLE PUBLIC SAFETY COMMITTEE MEETING MARCH 28,2002 6:30 p.m. In Attendance: Mayor Art Prochaska Alderwoman Rose Spears Chief Harold Martin Alderman Paul James Alderman Mike Anderson Guest:Lt.Donald Schwartzkopf Approval of Minutes The committee approved the minutes from the January 24h meeting. Monthlv Police Report—February 2002 Chief Martin made a clarification on the Police Report.He reported that the kidnapping DIU is the R-Code they have to use for the sub category unlawful interference. Mayor Prochaska asked for specifications on the deceptive practice column.Chief Martin explained that would be incidents at gas stations,some bad checks written out and one Internet offense. Chief Martin mentioned a letter written by Steve Kline in reference to Attorney Dan Kramer.Mr.Kline indicated in the letter that he was very pleased with the help he had received from Attorney Kramer on a case involving 231b of cannabis and a loaded hand gun. The committee will send the report to COW. Fire and Police Commission Update on Applicants Chief Martin stated that a list of the eleven applicants was posted on March I e.He said that they have given a conditional offer to two of the female applicants.The individuals are Denise Janecek from the Sandwich Police Department and Kelly Garcia who has just graduated with her bachelor's degree.He said that after they finish the background checks they would start doing the testing.After the testing Denise will be able to begin the 10-week FTO(Field Training Program).Kelly would need to go through the 10-week PTI(Police Training)on April 15'h at the State Police Training Facility in Springfield When Kelly gets back from PTI then she will begin the 10-week FTO. Since she has had no previous police training her FTO period could be extended a week or two depending on whether or not she might need it. Alderman Kot asked the chief if he thought the new applicants were committed to staying. Chief Martin said that he had spoken with Denise Janecek and she indicated that she would like to continue there because she lives in town and wants to work in town.As far as Kelly Garcia it is uncertain yet on what her plans are.Chief Martin explained that Denise has returned her letter of conditional employment and they are still waiting for Kelly to return hers.The background check on Kelly's cannot be completed until she has turned in her letter.Alderman Larry Kot stated that sometimes in background checks,names could be run through the Police State Data Basis and Lexus Nexus,which they had done with the two new applicants. Request to replace Officer Jerry temirre Chief Martin reported that they are preparing to take to COW a request to replace Officer Jerry Ikemire.He said this would also include going down the list of applicants for a new hire for the replacement.He stated that they intend to look for an applicant that has already had PTI. The committee will send this request to COW. Update on Promotional Tests Chief Martin informed the committee that Sgt.Donald Schwartzkopf has now been promoted to the rank of Lieutenant. i Sergeants Oral Interviews Chief Martin reported that the Sergeant Oral Interviews will be held April 1s`andApril 6's.He said they are looking to promote either the first or second week of May. The process will go through the commission first and then be brought to the City Council.Through various processes they will come up with a final list of the officers and then they will choose the top three.He said the list is good for 3 years. Lightning Siren New Policy Chief Martin stated that the New Policy for the siren has been signed and approved He said the next step would be to set up a training date for all the schools and other participants.The training will explain the workings of the siren system. Health Club Membershiu Chief Martin stated that upon request of the committee,he asked to see who would sign up and use the membership.He said that all officers said they would including some part-timers.He said there are a number of officers that currently do not have a membership.He stated that Traci Pleckham did check with 15 other area departments to see what they offer their officers. Some shared facilities with the fire department,some use the YMCA,some cities pay for health club memberships,some give a stipend towards it,and tax money has been used for all or part to purchase weight lifting equipment and some had their own. In some cases the schools allowed the officers to use their facilities for free. Alderman Kot suggested looking at other departments,like Public Works,that might be interested in having the same benefit.He felt they should have the opportunity for them to get into shape and workout to perform well in their job. Alderwoman Spears added that if we were to look at Public Works,it would only bee to do that for all city employees. Alderman Anderson said he didn't think that the other city employees would get the same rate from the health club as the officers. Mayor Prochaska asked if there was any input from the FOP. Chief Marlin said that he had not heard anything from them on the matter.Mayor Prochaska felt that by doing this without being negotiated,it becomes an expected benefit.He thought that it would be best to speak with the Labor Attorney for some direction on how to deal with this. Alderman Larry Kot asked if anyone had spoken with Risk Management.Chief Martin said he would ask the Labor Attorney about that when he speaks with him. Alderwoman Rose Spears added that there were issues with health insurance and benefits and that perhaps these can both be negotiated at one time. She said that it might save on legal fees. Chief Martin asked if we do go through with the contract would they go with the YMCA The committee agrees that they would since the YMCA membership is less expensive.Alderman Anderson suggested bring this subject back next month so that it they might have more information on the matter. Sauad Car Chief Martin stated that they have ordered the 2002 Chevy Impala and that it would be arriving June 1"t 2002.He asked if they would be ready for a commitment to order the other vehicles because of the cut off dates being within the beginning of April.Alderman Larry Kot asked when the first payment would be for the vehicles.Chief Martin said that he would have to look into that.Mayor Prochaska said that it is better to order them now because they will receive them directly from the manufacturer where as if you wait the cars would be distributed throughout the state and it might be hard to find one then.Chief Martin informed the committee that by going through the state bid that they save around$2,000 per car.Mayor Prochaska said that if they didn't meet the cut off date that the other option is to go to the dealerships and put their name out for the particular cars they need. Chief Martin said that the closest one would be about an hour and half drive.He said that they save about$200 by picking them up themselves.Mayor Prochaska asked what obligation would they have if they did put their names in. Chief Martin said that unless there are papers signed saying we are going to purchase a car then there are no real obligations.The dealership would just sell the car to someone else. Alderman Anderson wanted some clarification of the cars that will be taken out of service. Chief Martin reported that they were getting rid of the M-6 and they will be taking out of the fleet M-3 and M-5. The M- 3 and M-5 both have extremely high mileage.They also must decide what they will do with M-2 and M-8. Alderman James suggested that since the vehicles have already been put into the budget,that we should put the name in for two of the cars. Mayor Prochaska mentioned that the expenses would come out of the Capital Expenditures.Chief Martin stated that that's what it's for.Alderman Larry Kot asked the chief if he were still using his own car for work He stated that he was until something else comes available. Alderwoman Spears asked Chief Martin if he was being compensated for it.Chief Martin said no. Alderman Kot said that he shouldn't have to use his own car.Chief Martin said that he would have to wait until the Impala arrived on June 1'.Mayor Prochaska stated that he thought it was in the policy that he could t i�wn the mileage of his own vehicle.Alderman Larry Kot felt that it would be best if Chief Mart X0 another car to drive while on duty for safety reasons. The committee decided that the Chief should put the city's name in for the two Ford vehicles.The committee will decide on the other vehicles after the budget is in. Proposal for a Crossing Guard at West Somonauk St.&Kin$St. Chief Martin stated that the proposal for a crossing guard has now been put in the budget for next year.He also said that they will meet with the school district to see if4he can help with the costs. -kvey Weather Warning Siren Update Chief Martin informed that Eric Dhuse had sent a letter to the committee stating that there was no real motion taken to have the old siren moved Alderman Kot felt that they needed to speak with someone regarding whether or not the old siren actually belonged to the city.He also felt like the siren if moved should be placed in the downtown river area.Mayor Prochaska agreed and suggested that it should probably be discussed with the Weather Warning people.Chief Martin said that he would ask Mike if the old siren belonged to the city. Chief Martin stated that he had Fulton go in and put up a line to the new construction to where the box is, and they called ComEd to come and hook it up. He called Rick Bill(ComEd contact person)to see if he could ensure that ComEd hooks the lines up.Mr.Bill said that he would see that the project gets followed through on it to make sure it is hooked up by the end of the month.Mayor Prochaska told Chief Martin that if they haven't hooked it up by the end of the month then call him to let him know. Speed Trailer The Speed Monitoring Trailer has been put into the Capital Budget for next year.This item will be sent to COW. Palmer Damn Signs Update Chief Martin reported that they had called DNR about the damn signs.DNR said that they had forgotten about them but would have them send them to the printers to finish them and then ship them to us. He said that DNR couldn't guarantee a date on when they would arrive. 2002-2003 Budget for discussion Chief Martin said that this was in regards to adding a few items for discussion.This would be in relation to buying new portable radios and to replace batteries that are down around 40%. He said he was looking to put it into the new budget.He told the committee that and Traci Pleckham thought it would be best to buy them now instead of waiting for the new budget to go into effect.This is the reason he brought the subject to the committee tonight,so they would be able to purchase the items soon.Mayor Prochaska explained it is best to spend the money rather than carry it over into the new budget year. Chief Martin asked the Mayor if he needs to send in his request to COW for the radio's and batteries.He told the Mayor that the radio's costs were$5,500 and the batteries$3,000 for a total of$8,500.Mayor Prochaska said anything over$5,000 needs to go through full council.Traci Pleckham will be doing a budget list and once that has been established,then bring his requests to COW to be voted on. Additional Business Cops in the School Chief Martin suggested hiring a person(cop)for the middle school.Alderman Anderson asked where the grant money would come from. Chief Martin said he needed to talk with AAm—swvtGraff about it.He also said that as soon as the grant has been awarded to them and then after they hire someone,that is when they will be able to draw down on the money.He spoke with Hastert's office and they said that it would be here within a week. Alderman Kot asked the length of the grant.Chief Martin said that it was a 3-year grant,and $125,000.Alderman Kot inquired that they would need to think about budgeting that in the 4d year to pick up the expenses after the grant is exhausted Mayor Prochaska stated that the 3-year grant allows us to have the officer and time for new growth,which will support that salary. The Mayor asked if the request could be held off for a time since school will be let out soon Chief Martin said that the person would be hired at the beginning of June,so that could allow the person replacing him the 10-week street training that is required He informed the committee that the officer going into the school would be Barry Groesch, whom the school officials had requested He feels that the teachers and staff and also the parents will be happy to have Officer Groesch there and it would definitely be a positive move. Defibrillator Grant Chief Martin stated that the training for the defibrillators would begin in April.They currently have 3 but will be looking for more to purchase to put into squad cars. Speeding on Spring Street Alderman Paul James informed the committed that he had received a phone call from a resident complaining that there are a lot of speeding vehicles on Spring St Chief Martin said that he would be sure to send officers over there to take radar and hopefully take care of the problem. Discussion of Drug Program Mayor Prochaska asked if the drug-free program with Tn-County would still go on. Chief Martin said that he had spoken with Doug Tremble and gave him a letter of support from the city for the Safe School Grant. He suggested for the committee to contact Tom Cross and Senator Pella to try and get the funding for the Grant.This would be a good idea to try since they have cut so many of these programs out of the State Budget.
