Public Safety Minutes 2001 01-23-01 UNITED CITY OF YORKVILLE PUBLIC SAFETY COMMITTEE-MEETING TUESDAY,JANUARY 23, 2001 6:30 P.M. In Attendance: Art Prochaska Paul James Mike Anderson Larry Kot Rose Spears Tony Graff Guests: Matt Seng Stephanie Raavel Lynne Johnson Jean Alanig Peggy Tutor COLONIAL PARKNN`AY ROAD PROJECT Chairman Kot opened by stating that it has been reconunended to have the parking on the south side. The City engineer drew up a proposal on this matter. Chief Graff stated that it is not really detailed, and that the plan is still no parking on the south side, or in front of the mailboxes. There are four units where the mailbox needs to be moved, and there are clearance issues also that need to be addressed. The other areas have been recommended by IDOT, -which are optional. There are 46 parking stalls on the street, and these will be marked. We will minimize the signage use. The pedestrian traffic on Rte. 126 proposals shows the side-walks moving to the left. We are in discussion with the schools about the installation of the sidewalk on NEU Street. We will be getting a proposal back from them on this issue. Chainnan Kot asked once the parking spots are striped and marked, if for instance a truck with a trailer takes up two spots, -would this be in violation. Chief Graff stated that he was not sure, that it was most likely allowable,_ unless it is not within the striping. No more than two spots should be taken up. The residents from Colonial Parkway homes weed, and stated that the concern is in the blockage of the mailboxes. They also stated that-when the plowing is done, they would rather deal with the snow then the vehicles parked. Chief Graff stated that this is a `snow route', and we have adopted an ordinance regarding this. The residents stated that they had concerns about hitting the parked cars. Chief Graff stated that these places would be looked into. Mayor Prochaska stated that this would be an enforcement issue. 1 Chief Graff stated that we want a strong association out in that area. The residents agreed. Mayor Prochaska stated that this could be done in different ways. We will look into this. We do not want to take away the parking, but we want to do it right. Chief Graff stated that construction is going to bid this spring. Mayor Prochaska stated that it would be this fiscal year. We will be taking out the bad curbs, and putting in the new ones. Alderman Junes stated he had concerns about holidays, etc. Mayor Prochaska stated that very rarely do we have problems with this. Chief Graff stated that when we looked, we have had 38-39 people parking on the streets (both sides). This is also in the winter season. We enforce it by knocking on doors, and asking vehicles to be moved. He asked the residents to keep the police informed with special events there, and then the police will try to work around this, One resident had a question about parking of a bomber truck on the street. Alderman James stated that he had spoken with this person, and he had no problem with this. Chief Graff stated that he would have the truck enforcement officer look into these matters. There would also be signs posted for the weight of trucks. The residents agreed. Chairman Kot asked about the placing of the sidewalk. He asked if there was already existing sidewalk on the other side. Chief Graff stated that the State is proposing to move it to a location across the street. We will have a sidewalk up to Rte. 47. Matt Seng, a resident, asked how close can one park to a stop sign. Chief Graff stated that he believed it was 12' to 18' depending on the roadway. Mayor Prochaska then looked at a map of Colonial Parkway, stating that it is showing `no parking' after the last driveway. The residents asked about the relocation of mailboxes, wondering if this was part of the construction process. Mayor Prochaska stated that he would verify this with Nlr. Wywrot. The residents then asked about a `special one-tune permit' for special occasions and things of that nature. Mayor Prochaska stated that the issue here is emergency vehicles. Chief Graff stated that he would look into this, and we will also speak with the Fire Dept. This could be a liability for the City. Alderman James stated that the width of the road does not allow for sufficient parking on both sides. The visitois raised concerns about parking on the curves. Chief Graff stated that if this becomes a problem, then we could reduce this. We need to check into this also. NOISE ORDINANCE—CONTINUE DISCUSSION AND REAZEW OF DRAFT ORDINANCE Chief Graff opened by stating that the decibel regulator costs approximately $375. This allows for a five-second reading. The IPEA recommends this. The complaint procedure and enforcement mirrors our others, and the first offense is a warning, the second is a $100 fine, and the third being a $500 fine and.,"Or court. The decibel level(s) ordinance states 60-65. Chairman Kot asked why the level did not drop off significantly at night. Alderman James stated that we should get the meter, and then run various tests in the spring. Chairman Kot stated that our residents need something on the books in regards to this issue. We need this in writing. He then stated that he would be curious as to what other ordinances say on this particular matter. Mayor Prochaska agreed. Chief Graff stated that 60-65 is a normal household activity level. It is measured at the properh,line or 25 feet away. Alderman Anderson stated that these figures come from Plano and Oswego. Chief Graff agreed, stating that the construction levels seem to be our biggest problem. Mr. Dettmer is looking into the standards for these. 3 Alderman Anderson stated that there should be some tests performed on things like this. mayor Prochaska agreed. Chairman Kot stated that if we could clarify this with Mr. Dettmer, then we will move it to COW. Chief Graff again stated that he would look into the standards for these, and that this draft would be put into ordinance form. GLEN PALMER DAM UPDATE Chairman Kot stated that Chief Graff had talks with the DNR. The Beacon News has made this into an issue again, and it has been two years since we had discussed this. I'd like to see a resolution before the Council with the safety zone issue. This is still a hazard. Mayor Prochaska stated that there are two issues here; one recognizing that the DNR is looking into other options. (This is more expensive then the 4-step plan, in which there would be a `rapids' system, which is ecologically friendly.) The second issue is that if we do anything with the safety zones, then we need to recognize the bridge in this. The damn is an obvious danger, and the bridge is not so obvious. Chainnnan Kot agreed, stating that this is part of the discussion. Chief Graff stated that the diver is going to come out and do a survey after the ice is gone. We have received a call from them, and they will follow through. The signage is all legal. Chairman Kot stated that a 100 feet safety zone is listed on the agenda, which seems extreme. 30-40 feet is safe. Mayor Prochaska suggested that there be a pipe to show the zone at the headwalls. Chairman Kot stated that we do not want to offend the fisherman by posting the 100 feet safety zone. Chief Graff agreed. Chairman Kot asked if we could move this to COW for a resolution. It--layur Prochaska agreed. Chairman Kot stated that we will work with this, but we need to send a message out on this again. 4 Chief Graff stated that there was an original letter sent on April 27th in regards to the safety zone. We had asked them to review and grade it for a safe distance. Alderman Anderson asked how the enforcement issue would be cited. Chief Chaff stated that it will have to be posted, and it would be a conservation law. They'll put out people to assist with this issue. ROUTE 34 AND G.-" E FAR-NL I ROAD INTERSECTION Mayor Prochaska opened by stating that there was a letter sent to IDOT about this intersection. We had asked them to look at the speed control. The limit is 45 eastbound up to Game Farm Rd. This is dangerous, and we need to take a proactive approach to this. Alderman James added that there is heavy traffic there. Mayor Prochaska stated that there is also increased traffic on Rt. 34. Chairman Kot asked if this committee could be helpful to this. Mayor Prochaska stated that he is looking for support, and we have a major traffic issue here. We have tried other options, but we need to look at this again. It is very congested, and we definitely need to go further on this. Chairinnan Kot agreed, and stated that in regards to safety, there is no choice in the matter. Mayor Prochaska stated that we need to move one step at a time with this. We want them to look at the road to the west of Rt. 47. Chairman Kot agreed, and then asked in regards to the lights working at Cannonball Trail and Rt. 47. Mayor Prochaska stated that he would check on this. BUDGET REVIENN—FY00101 Chief Graff stated that for the overtime report, from the last time it was 84 hours recorded. This is related to days off in December, and we had investigated hours in this as well. Mayor Prochaska asked if there had been any complaints of checks being taken out of the mail. Chief Graff stated no. He then stated that there was 1810 hours, which is still below the hour limit. There is $31,000 in the budget for December, and we will be on the mark. Chairman Kot asked if anyone had any questions on these issues. No questions were asked. VEHICLE REPLACEMENT PROPOSAL, FOR FY00/01 AND F1701/02 Chief Graff opened by stating that we have had problems, and passed out a memo. The K-9 car is having problems, and three vehicles are scheduled for the replacement plan next year. We are looking into financing 3 cars, with the first payment not being due until December 1't. The interest rate is 6°'0, which is dropping. We would like to bring this to COW. The K-9 unit has a bad alternator, and no speedometer reading. It will cost approximately $500-700 to repair. M2 doesn't have major work, but it is old. X y concern is that this is not recaptured money, and we might be dumping more money into these. Chainman Kot asked which of the vehicles is having trouble with the transmission. Chief Graff stated that M5 is having the trouble, and we have saved some money on this. Ford is still having problems on heavily used cruisers. Mr. Nanninga produced a draft on the budget, and if there's an issue, it will be with purchasing now as opposed to November. We need to look into this. We should leave a draft budget by the next COW on this. Chief Graff then stated that M4. is holding up well, and M6 is ninning well also. The rebuilt, M7, is only at 30,000 miles. This will be a relief vehicle. The thunderbird has only had minor problems. December was a hard month on the vehicles. Chairman Kot stated that we should replace M8, if we are having it in the budget anyway. He then asked how soon it would be to take the delivery. Chief Graff stated that it would be upon Council approval. It would take 2 days to get it K-9 ready. Mayor Prochaska stated that we need to be careful within the budget for next year. We have to look into the priorities, and we have to make decisions as to these. Chairman Kot stated that we are forced to prioritize the necessities. We need to look for money to accomplish these. Mayor Prochaska stated that this is a planning_year, and we want to work with the expansion of the staff, also. This will be a larger chunk of the budget. Mr. Nanninga is h being conservative on these issues, and the department heads need to prioritize these things. Chief Graff stated that he agreed, and added that we get a minimum of 5}-ears on these cars. He then stated that there would be more information for the next meeting. Mayor Prochaska stated that the issue is about the major development on the East Side. There may be room to negotiate with this. Chief Graff stated that he was still confident about the budget. Chairman Kot stated that the lockerroom issue is still of major importance. Mayor Prochaska agreed, and stated that the Public `Forks Dept. also needs this. Chaiiinan Kot stated that this puts us in a position that if the money comes through, we could pay it off early. GRANT tTDATES Mayor Prochaska stated that we are putting together a letter for the Illinois First Grant, in which we have received information on from Sue. Chief Graff stated that he would look into some things for this. Mayor Prochaska asked in regards to the handicapped access to the pack parking lot downtown. Chief Graff stated that we have $7000 left. Mayor Prochaska added that we could also use it for the sidewalks at Mill Street. We should look into other areas as well. Chairman Kot stated that Fox Street has been a hazard issue. Mayor Prochaska also added in regards to the Skate Park on Rte. 47. Chief Graff stated that in regards to the weather siren project, the overlaps are still there. We are covering the Hide-Away-Lakes, forest preserve, Y,RICA, all parks, etc. Chairman Kot stated that we would like to put one up over by the railroad tracks, by White Oaks. Chief Graff stated that there would be one just west of there, which Mr. A'%,—rot will see to. We would like these placed in permanent sites, on City property, where we have control of it. There is good coverage in the center of town, and the only void is Menards. If we move the em. sting one from the tower to the EMS, then it will be covered. This depends on the development towards the east. Mayor Prochaska stated that it would be discussed with Menards. Chief Graff stated that these are estimated coverages, and we'd like to see how these would work. Chairman Kot stated that he had concerns with there not being any coverage in the Countryside area. Chief Graff agreed. Mayor Prochaska asked what the cost of installation of a tower was. Chief Graff stated that it would be $14,500 installed. We will not have to buy another encoder. Mayor Prochaska agreed, and asked where a good spot for the placement would be. Chief Graff stated behind Club 47 and another 600 feet to the east. Alderwoman Spears asked if Blackberry Creek subdivision would be covered. Chief Graff stated yes. Chairman Kot asked when these would be installed and running. Chief Graff stated that Com Ed needs between 2-3 weeks, and then everything else is done. We will be looking at the test date in March. If we need to move more quickly on this,then I will get something in order for COW. Mayor Prochaska agreed. Chief Graff stated that everything is ready for the Paris trip. There will be a presentation at the Council meeting, and everything looks good. MONTHLY POLICE REPORT-12/00 Chief Graff stated that the annual report is being worked on, and it will be presented in March at the Public Safety Meeting. We are working on a 13-month report to reflect upon. There will be summaiy categories, as well as detailed ones. 4 There were 52 DUI's for the end of the_year. That is a 100%increase, and the video equipment and more aggressive patrol are the reason for this. Truck enforcement tickets are being written also. Chairman Kot then asked if this should go to COW. Chief Graff stated yes. PERSONNEL REPORT Chief Graff stated that we have one letter from Dan, and it is from a Tiger Cub Troop. Thee-have all earned their badges. PROPOSED FY01/02 BUDGET—UPDATE Chief Graff stated that we are prioritizing, with goals and objectives. We are optimistic about doing good things with this. POLICY AND PROCEDURES Chief Graff stated that Dan Kramer and the Liquor Control Commission recommended this. It puts it into writing, and we have also met with the new owners in the Bowling Alley. The stings are done in a fair way, and eveil,thing will go well. Chairman Kot asked when this would need to get passed. Chief Graff stated that it would be passed at COW. We are looking at another sting by March. Chairman Kot asked if this would be an internal procedure. Chief Graff stated that Barry would be talking about this, but I am not sure. Mayor Prochaska stated that the procedure is an in-house policy. This isn't an ordinance, and we need to make this legally correct. I have no problem once this is passed. This needs to be legal. Chief Graff agreed, and stated that the officers who are doing this are following certain types of rules. Mayor Prochaska stated that we want to make sure that the Attorney sees this. 9 Chainnan Kot stated that it should then go to COW, unless Mr. Kramer needs to change the language. Alderman James noted the language that would need to be changed on the document. Mayor Prochaska stated that all Aldermen should receive copies of this. Chief Graff agreed. In regards to the domestic violence procedures, if we deal with the high risk, then it needs to be brought to the committee. We are mandated for protocols by the State Statutes. This comes out of the group meetings through the Domestic Violence Grant. Can the Supplementary report, there will be a program in Kendall County, along with Mutual Ground. There is a lack of consistency with the victim services. Supplemental Reports are simple questions to ask the victim for insight when the arrest is made. This carne out of the conference that Stacy attended. Everyone is on board with this, and the Sheriff wanted copies of this. It is standard language, and we would like to have it in use by February. The effective date would be after the first City Council meeting. Chainnan Kot asked if we are already-following these guidelines. Chief Graff stated basically, yes. There are some new laws and procedures on this, though. Chairman Kot then stated that this would go to COW, ADDITIONAL BUSINESS Mayor Prochaska opened by stating that the street names will be put on the highways. This has been an issue on Rte. 34. It will start very soon. Chief Graff stated that Mr. AN'ywrot followed up on keeping the Route names. Mayor Prochaska agreed. Chief Graff passed out a Neighborhood Watch Newsletter. He discussed the Wards, and then stated that the information line is coming along. We hax,Te Bolingbrook and Napen-ille's information on this. We will have the line ready in around 10 days.
