PUBLIC SAFETY COMMITTEE MEETING MINUTES

RAPID DEPLOYMENT RESPONSE TRAINING
Chief Graff played a video tape of a news broadcast to give the committee an overview of recent
school shootings reflecting on the deployment and response for the purpose of Yorkville being
able to plan to be prepared.
Chief Graff stated they had met with the Kindergarten to grade 12 teachers regarding what the
P.D. expects from the teachers, and gave some tips and did an assessment. The P.D. policy for
emergency rescue and response begins with training. Sergeant Schwartzkopf is a certified trainer
and will do the training. About half of the department has completed training, some of this is
through a video tape about going into hot situations. The shootings are happening at
middle-class schools with a growth history similar to Yorkville. They will also do more school
training, and business training too. The High School has an anonymous reporting line, and
Yorkville has experienced several potential incidents.
Chairman Kot asked what if this happened here tomorrow.
Chief Graff stated that if it were daylight...pretty good. We are lacking some of the type of rifles
that we should have for this type of work. At Navistar they had only a two man team that was
trained. A four man team is recommended. You can expect casualties.
Mayor Prochaska stated it is important to take a pro-active approach.
Chairman Kot stated they should remain pro-active and make it known we are trained and ready.
Mayor Prochaska stated this is a countywide cooperative.
Chief Graff stated yes, they are training at Oswego for a staging scenario.
Chairman Kot asked if we have had calls since the incident in Plano.
Chief Graff stated we had only a few calls, we had quite a few after Columbine. There was more
concern.

Chief Graff stated the High School size is a factor and we should consider a second school rather
than making this one larger.
Mayor Prochaska stated that having three schools all on one street is a logistics situation for a
second access.
Chief Graff stated that organizationally they are in pretty good condition and have all the floor
plans for all schools, etc.
Alderwoman Spears asked what he had found in speaking with the teachers about what they do
with threats to others.
Chief Graff stated we do well. We have lots of what we call suspicious situations, and they work
through 3rd party reporting, and then talk to them with the school psychologists. There are a lot
of good teachers.
Chairman Kot asked if this is something that we can incorporate with Crime Prevention.
Chief Graff stated it was, and also include work place violence. They could hit the hot spots
where other kids work. That would be second tier training.
Mayor Prochaska asked if we could put packets together for Lynn for businesses.
Chief Graff stated yes, Sergeant Schwartzkopf is putting together a brochure. This will go to
officers for the Care Teen Groups and Anger Management. Officer Hart has candy which
attracts the kids to him and they are more open to him and talk.
Chairman Kot stated he was impressed with Officer Hart, he converts well.
Chief Graff stated good things are going on and the training they are going through includes
physical education.
Chairman Kot asked if we were OK with the proposal put together by Officer Hart and Sergeant
Schwartzkopf. What about helmets?
Chief Graff stated yes, and they found the helmets for$15.00 each, and already had a lot of the
equipment they need. Should a situation arise, the perpetrator would not be prepared for
sprinklers and things like that. We could be inside in 5 to 7 minutes and would be in good
condition. Our close proximity to the schools could serve as a deterrent.
Chairman Kot asked for a time frame for implementation.
Chief Graff stated they will be trained by the end of August, and most by June. They need 10
trained officers before implementation of the program. The expense will carry over into the new
budget year, and they can also use drug find money for this program.

Chairman Kot asked about the budget.
Chief Graff stated that once the budget is passed they can order and change out the rifles, etc.
Mayor Prochaska stated he would like to see education be a big part of this, and get it out to the
community through neighborhood watch and other means.
Chief Graff stated they will work with the Illinois Tactical, and can put together media packets,
and they have already hit the teachers.
Mayor Prochaska stated this Summer he would like to see a town meeting. He wants people to
feel safe and know we are pro-active, but not a para-military action.
Chairman Kot stated the key is the educational process, and using the best approach.
Mayor Prochaska stated that reaction vs. over-reaction,the point is to train people. Work that
into the program. Ultimately it will be good for the community.
Chairman Kot stated they would make updates a regular agenda item.
Chief Graff stated they would have a variety of other options available also.
Alderwoman Spears asked if they have a profile on these types.
Chief Graff stated they do, serial killer profile, and there are copy cat, but it is hard to know what
will trigger them. There are also some different reactions. One being suicidal.
Chairman Kot stated it is good to cover this and it is time well spent.
Chief Graff stated it is prevention.
Mayor Prochaska stated he wanted this to go to COW, not the next COW, but, skip one and put it
on the following COW agenda.
Chief Graff stated the Budget is on the agenda should anyone want to discuss it, as it will be at
the next COW for Public Hearing.
Mayor Prochaska stated they had it on all committee agendas because things do come up at the
last minute, and then you have an opportunity to go over them, Public Safety and the Police
Department are in pretty good shape. There are only a couple of changes, line item for
adjustments on merit increases. This is one reason we are looking for a Financial Director, as we
get larger there is more and more money moving in and out faster and faster, and in greater
numbers. We plan for this at mid-year in time for the upcoming Budget year. The Budget will
be up for public hearing on April 5th.

Chairman Kot asked for an update on the locker room. He wants to move ahead with this.
Chief Graff stated that local contractors suggest we bid this out in August to be completed by
January. Building Inspector Dettmer will help the Police Department General Contractor this
project. They will have a recommendation for the May Public Safety meeting.
Chairman Kot asked if there was anything else for the Budget.
Chief Graff stated all that was needed is to fine tune it.
GLEN PALMER DAM
Chairman Kot asked for comments. There were none. He asked that Chief Graff reach out to
them.
Chief Graff stated he would call them and do a memo to the City Council and Mayor.
OVERTIME REPORT
Chief Graff stated he would do a quick analysis. there were 2082 hours as of yesterday, 150
hours under last year. They have $1400. in grant money coming in which will be credited to the
line item. He feels comfortable with this.
GRANT UPDATE
EARLY WARNING
Chief Graff stated he will meet with ComEd. He has no answers for lines, that originally there
was to be no device in the east, but now with some minor costs there ($600.) from the grant
account that is not spoken for. He is comfortable with April 20th. They are pushing if weather
breaks.
Chairman Kot asked if we would have the detectors back up soon.
Chief Graff stated April 1 st. Scott and Brett are getting it done. The Franchise Agreement stated
for Public Safety, so there is no cost.
PARIS TRIP
Chief Graff stated that the hotel computers were down when the group left, so no update will be
done for individuals charges that will be taken care of.
ACCOUNTABILITY GRANT
Chief Grant stated this is a pilot program for 2nd year of funding with a cash match of 10%.
There are only 2 in the state that are taking the challenge for at risk kids.
TEEN REACH GRANT
Chief Graff stated they have hired someone. He name is Cary Gaffey, and she is coming to
Public Safety April 24th from the YMCA where she will tutor in life skills for age 7 to 16.

COPS IN SCHOOL
Chief Graff stated they are meeting with staff and have until May 11 to apply. They are looking
for a commitment for Kindergarten to Eighth Grade. The dollars will be shared with the school
district at the end of the year. They will do an intergovernmental agreement and can waive with
reasons. The will put in provisions to review.
MONTHLY REPORTS
Chief Graff stated they are trying to design something to do analysis for this. Property crime
figures are directly related to mailbox crimes. Domestic crimes are up from last year. Burglaries
(6) directly related to purse steeling in stores. We are seven crimes up from last year. The per
person, based on population actually goes down . Crime is down and the City is doing well.
Truck enforcement should be $30,000. this year. Fines are coming in consistently.
Chairman Kot asked about a broken car window incident.
Chief Graff stated there was a party at the house. They got a report of a speeding car. Our guys
knew the house. A kid under the influence. There were two felony counts, and $1800. in
damage They are looking for further responsibility.
Chairman Kot asked if they could charge with Contributing?
Chief Graff stated he thinks they can, we'll see what the judge says.
Alderman James asked if anyone knew anything about Kendall County buying motorcycles from
Harley.
Chairman Kot stated the officers have put together a proposal.
Chief Graff stated they need direction. This is a deal to lease a Harley for $1.00, but it has to be
done by June 1 st. They might be put to good use.
Chairman Kot stated this should be on the April P.S. Agenda.
DESCRIPTION FOR DETECTIVE JOB
Chief Graff stated this has to go to the Attorney for review.
COMMUNITY LIAISON
Chief Graff stated this is identified as a policing unit, and was researched so that everyone would
understand what everyone's job is. This should be classified as duties, with a May 1 st objective,
and include development team update.
DISPOSAL OF OLD POLICE CAR
Chief Graff stated this is on the schedule of disposing of old police cars and they need authority
to sell.

Chairman Kot asked if there is any other way to dispose of the cars.
Chief Graff stated there are trade magazines that advertise that they purchase old squad cars.
Mayor Prochaska stated this should go out for bid, and they can let those companies know it is
out for bid.
GOVERNORS HOMETOWN AWARD UPDATE
Chief Graff stated that there are 124 applicants, our teacher keys into the kids and did great. WE
will know in 30 days.
MASSAGE PARLOR ORDINANCE
Chile Graff stated Attorney Kramer is asking that the Parlor be changed in the title to
Establishment. The only licensing would be as an independent contractor and would be a
requirement only if they have no other license with the State or other governmental body.
ADDITIONAL BUSINESS
Mayor Prochaska that in regard to a second access for Game Farm Road to tie it to route#34 at a
second point could take another road to the north and west of here. Estimates are about 2 million
dollars. We would have to do the engineering and take the lead. He has asked Engineer Wywrot
and Administrator Nanninga for other options. We would need to look for grant money.
POLICE COMMISSION
Mayor Prochaska they need to start looking at a plan to implement this.
Chairman Kot asked when the census takes effect.
Chief Graff stated they expect official notification in May or June. They have a model ordinance
and have talked to Oswego, and could get their ordinance as well.
Chairman Kot asked for Fire Alarm Input
Chief Graff stated this is for service for the fire alarm system which is $1300. per year. Joe will
take to Public Works.
JAKE BRAKING
Chief Graff stated they have the verbiage for Jake Braking, they will use "Mechanical Exhaust
Device Prohibited" Morris is taking their signs down.
