PUBLIC SAFETY MEETING MINUTES
MAY 22, 2001

Alderman Kot stated they had not heard anything from the Department of Natural Resources and
has asked Mayor Prochaska to draft a letter seeking state support.
YEAR END BUDGET REVIEW
Alderman Anderson stated that there was nothing out of the ordinary on this.
Lieutenant Martin stated that even with personnel reviews and overtime they are under budget
for salaries, even with the influx due to bomb scare, although this has hit a little harder than
expected.
GRANT UPDATE
Alderman Kot asked for an update on grants.
Lieutenant Martin stated that there has been some confusion with Building and Zoning,but
ComEd started hooking up detectors today and all should be done soon except Wheaton Drive.
They will do a test and send letters to Blackberry North residents regarding their detector coming
soon.
Alderman Kot stated that the Countryside detector will provide some overlap.
Lieutenant Martin stated that they are hoping to get that one locked in, and in the future we will
do these as development comes in.
Alderman Kot stated they need to look at the Subdivision Ordinance.
Alderman Anderson asked what the cost to the developer would be.
Lieutenant Martin stated it would cost$15,000 to cover a two mile radius,but that would give
some overlap to other areas.

JUVENILE ACCOUNTABILITY
Lieutenant Martin stated that this is a$40,0000. grant and they have 10%of it which is just over
$3,000. and they will set up a line item for tracking funds from this grant.
COPS IN SCHOOL
Lieutenant Martin stated that Chief Graff got a positive response and the officers are for it, and it
will now go to committee. There has been a perception that Officer Groesch has not been at the
Middle School, but he has in fact spent lots of hours there.
Alderman Anderson stated this is due to the mention that his office was not there, but still there
is a lot of time spent there.
Alderman Kot asked about the April Police Report.
Lieutenant Martin stated that it would be on the June Agenda.
Alderman Kot asked if this included burglaries.
Lieutenant Martin stated it did not. They had 187 hours of vacation which makes a big cut.
Alderman Anderson stated that citations were down and accidents were up.
Alderman Kot stated perhaps they need more guys on the street, more patrol, more stops.
Lieutenant Martin stated that there was a significant rise for May, with only 34 in January and
104 in February, but none in March.
Alderman Kot asked about the vehicle report.
Lieutenant Martin stated the two new squads are on the street and cameras and radar installed
within two weeks. They had two cars stolen in Yorkville and businesses are apprehensive, and
that Martin Plumbing has security too, with an alarm that didn't go off.
Alderman Kot asked about new applicants.
Lieutenant Martin stated that Chief Graff had put it in the paper,but it will be August before we
can get anyone started.
Alderman Anderson asked if this was an addition.
Lieutenant Martin stated yes, plus we have a grant for one in the school. It is getting tougher to
find applicants.
Alderman Kot asked what the time line was for hiring when we get a Police Commission.

DEVELOPMENT TEAM PROGRESS
Lieutenant Martin stated that UIC and Harold would handle this with assistance from Joliet for
performance evaluation. It is a very air process, but will be a work in progress for the first few
months.
Alderman Kot asked about feed back from the officers.
Lieutenant Martin stated they just want to know what is expected of them, what they need to do,
etc.
ROUTE#34 & GAME FARM ROAD
Lieutenant Martin stated that Chief Graff had indicated that IDOT has already done a recent
study. They will have traffic count by June for Public Safety, and we want to be sure it warrants
an officer.
Alderman Anderson asked if we use the same data we will get the same results, and this isn't the
desired result.
Lieutenant Martin stated we could do a traffic count.
Alderman Kot asked if the state had done an engineering analysis.
Alderman Anderson stated they had said re-work the entire roadway to 3 lanes.
Alderman Kot stated that by having Smith do some part of the study we would get different
results.
Lieutenant Martin stated this is a hot issue with some people and maybe an independent study we
could do would have desirable results.
Alderman Kot will talk to Chief Graff regarding a study done at certain times of the day when
school traffic is present.
Alderman Kot stated this item should be on the agenda for June.
STREET SPEED STUDY
Lieutenant Martin stated that by using a basic formula we can get the residential speed zone
reduced by 10%.
Alderman Kot stated that having to post streets would be an expense.
Lieutenant Martin stated that residential speed limit is 30 MPH. Public Works can order a
couple hundred signs with the focus on new subdivisions.
Alderman Kot asked to see numbers on this item.

Lieutenant Martin stated this could also be done reducing the speed limit to 25 MPH.
INTERGOVERNMENTAL AGREEMENT WITH SCHOOLS
Chief Graff met with them and go this all set. 4.5%equals an $800.00 increase. On May 29th
the School Board will vote and it will start July 1, 2001.
Alderman Kot asked if this needs to go to City Council for a vote.
Alderman Anderson stated we should check.
Alderman Kot stated it should go to COW for discussion.
TECHNICAL ASSIST ON WEBSITE
Lieutenant Martin stated the website is down due to a situation at the school as they lost their
provider for a server. It should be up again this week or next.
Alderman Kot stated this could be put on the June Public Safety agenda.
LOCKER ROOM AND FRONT OFFICE CONSTRUCTION
Lieutenant Martin stated there is an area that needs to be reconfigured with a wall and door with
a small pass through. Molly and 2 part-timers reconfigured it to fit all three.
Alderman Kot asked who would do the work.
Lieutenant Martin stated that Jay McCoy would do it at a cost of$2732.00. Officer Diederich
had gotten with him to get the estimate.
Alderman Anderson asked if the money was in the budget since this item has not been discussed
it needs to be determined where the funds will come from and a time line.
Lieutenant Martin stated this could be done one week after approval.
Alderman Kot stated they needed to clarify where money will come from and bring it back to the
June Public Safety meeting.
Lieutenant Martin stated they had hoped to push it through since three people are working in one
space, and felt it was budgeted.
Alderman Kot stated he should do a memo to the Committee and if the money is there they will
take it to COW.
LOCKER ROOM
Lieutenant Martin stated that Chief Graff had indicated that the cost would no exceed$33,000,
and they are looking for approval in June to go ahead in July with construction. They will bid

out some of the work. Officer Diederich has blue prints. This can go to COW for June 21, and
City Council on June 28th.
POLICE COMMISSION
Mayor Prochaska stated they should get the ordinance prepared and ready. They should get
samples from Attorney Kramer.
Lieutenant Martin stated he would get the process started.
Mayor Prochaska stated the draft of paper work should be in some kind of order. The Census
will be final in September, and then we have only 30 days to have this in place. The City
Council can pass this to be effective on a specific date.
Lieutenant Martin stated the File Server's memory is full and we are on borrowed time with this
system as it is. We need the new File Server tape back-up for the working system.
Mayor Prochaska asked if this plugs onto the Server.
Lieutenant Martin stated yes.
Mayor Prochaska stated this should come back to Public Safety with a draft and then the second
part will be the application.
Alderman Kot asked about how many prices we have gotten, and the option of looking for
additional quotes. He had spoken to Chief Graff about not wanting to loose anything, but is not
convinced about coordinating this City-wide.
Mayor Prochaska stated that somewhere down the road the City will need to look at having and
I.S. person on a retainer type thing. Its different for word processing. We could take this to
Administration, perhaps start a technology study.
Alderman Kot stated we need to move ahead with the Police Department update for the server.
Lieutenant Martin stated about a month ago they had to do a report by hand.
Mayor Prochaska stated that for this kind of money you can plug in more hard drive.
Alderman Anderson asked if they could mirror the hard drive for safety.
Alderman Kot stated they should put this off for one month to get some answers.
Lieutenant Martin stated we need to move on this,he would get with Chief Graff and Molly.
Alderman Kot stated this can go to COW and get some answers for this along with quotes, and
find out if the system is expandable.

Mayor Prochaska stated we don't want to have to replace this next year.
COMMERCIAL VEHICLE ENFORCEMENT
Lieutenant Martin stated if we post streets to enforce weight limits for trucks, then instead of a
$75.00 ticket it is more serious and fines are $500. to $600.
Alderman Kot stated this should go to Attorney Kramer for a draft.
Lieutenant Martin stated he would get it ready, and bring this back to Public Safety.
ADDITIONAL
MILL STREET PARKING
Mayor Prochaska stated he is getting complaint calls regarding "No Parking on Mill Street". He
received a call from a resident regarding his parking on Mill Street on the hill approaching Van
Emmon where he has gravel off the roadway along his parkway.
Lieutenant Martin stated that this cannot be enforced because there is no divide between the
north and south lanes. It needs to be posted.
Alderman Kot stated we should move ahead with this.
Mayor Prochaska stated this should go to COW.
REPAIR FOR SQUAD CAR
Lieutenant Martin stated they needed to get prices for specific items, so that we will know the
approximate cost for general maintenance. We will be able to plan ahead for upkeep and perhaps
it will cost less in the long run.
Mayor Prochaska stated he should revise the list for the 3000 mile check up, plus other basic
items.
Lieutenant Martin stated that made sense, and he would get with Officer Diederich to revise.
Alderman Anderson stated he thought it was interesting that Officer Diederich received a letter
of apology from a man he had arrested.
WHITE OAK TRAIN CROSSING
Alderman Kot stated he spoke with Chief Graff regarding a letter to the ICC and wondered if the
lights and bells are on going.
Lieutenant Martin stated that they had called and were told they would do everything possible to
get this fixed. He told them that was an unacceptable answer and then the General Manager told

him he would come and disconnect them until the guy from Iowa can get here to repair it. He
hasn't heard back today, and the last time he talked him to solve this problem was last Friday.
Mayor Prochaska stated that several years ago we were going to put sensors on to synchronize
the traffic lights for emergency vehicles. The Kane County Council has grant money available
for Yorkville.
Lieutenant Martin stated that there is enough money for all the lights we have now plus two
additional ones. Chief Graff has a file on this. Its approximately $70,000.
Mayor Prochaska said we should check into this and get it done. We are looking at several more
lights on route#34, and we could do the Game Farm Road project.
Alderman Anderson stated that getting that done would be tremendous.
