Public Safety Minutes 2001 06-26-01 PEMM UNITED CITY OF YORKVILLE PUBLIC SAFETY COMMITTEE MEETING MINUTES JUNE 26, 2001 Attendees Harold Martin Mike Anderson Rose Spears Larry Kot GLEN PALMER DAM - Update Safety Zone Area Lieutenant Martin stated that there was no update yet, and stated he would call the DNR tomorrow for an update. GRANT UPDATES EARLY WARNING WEATHER SIREN INSTALLATION UPDATE Lieutenant Martin stated that all 4 have been checked and are working, except the F.E. Wheaton site which is waiting and will be completed depending on getting other installations elsewhere. Along our border areas we have heard from residents who have heard the warning. Tests will be done on July 3rd to check again. They have received calls asking about the lightning detectors. They are set for 5:00 AM - 11:00 PM and any change would require re-programing. Lieutenant Martin stated he had already had them re-programed. COPS IN SCHOOL Chief Graff sent the grant in on June 6th, but we won't hear back until next month. Chairman Anderson stated this should be back on the agenda for Public Safety in July. MAY POLICE REPORT Chairman Anderson asked if there was anything out of the ordinary. Alderman Kot asked about all these thefts on the report. Lieutenant Martin stated they were having a lot of drive-offs at the Service stations due to the high process. Alderwoman Spears stated that there are a lot of traffic violations too. Lieutenant Martin stated that they had one extra patrol,plus the "Click-it, or Ticket Program", and there have been more DUI's. Chairman Anderson stated this should go to COW. 1 UNITED CITY OF YORKVILLE PUBLIC SAFETY COMMITTEE MEETING MINUTES JUNE 26.2001 PERSONNEL REPORT Lieutenant Martin advised the new officer that the applicant process was canceled due tot he Fire & Police Commission. They had six applicants and advised them to watch for re-application. Chairman Anderson asked if the Fire & Police Commission would be involved in the selection of the new Chief of Police. Lieutenant Martin stated this would be posted following the appointment of the Administrator and Acting Chief. The acting Chief will receive a$300. stipend until the new Chief is sworn-in. This vvill be posted internally first. Chairman Anderson asked what the policy is on this since there was some confusion with the last two open positions, the Administrator& Director of Public Works. Alderman Kot stated the Public Works posting was confused because of the overlap in posting and advertising to the outside. He also stated that he felt other communities wanted to have input, and asked if this should be opened up. Chairman Anderson stated he wasn't uncomfortable with the hire, but was concerned about not opening this up to all aldermen. Not allowing Alderman Sticka to vote was perhaps wrong. We should ask Attorney Kramer about this before we go through the process again. The mayor had indicated he wanted the appointments to be effective July 1 st. We will interview for Chief of Police Wednesday, July 18th for internal applicants. We hope to post 6/29/01 RESIDENTIAL STREET SPEED STUDY Lieutenant Martin stated there is nothing new on this and will bring it back in July again. POLICE COMMISSION UPDATE Lieutenant Martin stated that the mayor has some applicants for the Fire & Police Commission and Attorney Kramer will have the ordinance ready for June 28/01. The time line is 30 days. The problem is if 5/29 was the official notification date for the census. Chairman Anderson stated that is why they had stopped the hiring process to avoid lawsuits, or related problems. Lieutenant Martin stated that the Police Chief job description will change slightly due to the Fire & Police Commission, and the retirement program will change to a better program. Alder,voman Spears asked if there is a down side. Alderman Kot stated we are here to protect the businesses, and keep the business here. If we change the hours, the buyer will buy out of town. Chairman Anderson stated this should come back next month with language for an amendment to the ordinance to get this done. WEBSITE UPDATE Lieutenant Martin stated that there is one line for the whole community. Tony will meet with Chris Rollins to get this worked out. Alderwoman Spears asked if the website was up and running and what is the address. Lieutenant Martin stated he wasn't sure of the address, but would call for insertion into the minutes. Website Address Insertion: ADDITIONAL BUSINESS Alderman Kot asked if a radio station is broadcasting from Dunkin Donut or somewhere, do they let us know? It is a growing problem, and perhaps these tent merchants should be stopped. We need to amend the ordinance since we can't do a background check any longer by ourselves. Our ordinance is directed more at door to door vendors, not a tent situation. The guy today said he was selling tee shirts. Chairman Anderson stated they would go up to Jerico Road and Route #47, they are setting up there and probably paying the service station. Once they come you get more and more. Lieutenant Martin stated they are only here to make money and then leave. The tax money goes somewhere else, wherever they are based, if they are paying it.
