Public Safety Minutes 2001 08-28-01 UNITED CITY OF YORKN'ILLE PUBLIC. SAFETY COMMITTEE MEETING TUESDAY, AUGUST 28, 2001 6:30 P.M. In Attendance: Art Prochaska llrriike Anderson Rose Spears Larry Kot Paul James Harold Martin GLEN PAL11-11ER DAM-UPDATE/SAFETY ZONE AREA Chief Martin opened by stating that Gary Burd is in charge of this, and he has faxed us a copy of the signage up the river. Ours is the only dam that is posted separately. Freeman's have stated that fi h,feet is more than adequate. MOT is responsible for the bridge pile-ons. Alderman Kot stated that there is debris and garbage in the deeper holes there. We could post signage there also. Chief Martin stated that the DNR will purchase the signs, but we have to install them. Chairman Anderson suggested that we should get the signs. Alderman Kot asked if the posted signs could be checked on a regular basis. Chief Martin stated that once a week would be sufficient. Alderman Kot stated that this has been a long process. He asked if there was an intergovernmental agreement that we would need to enter into with the DNR. Chairman Anderson stated that they would just give us the signs. Alderman Kot suggested a concrete pillar at points in the river with language on it. This shouldn't be difficult. Chief Martin stated that this could be a liability issue for the DNR. Chairman Anderson stated that the liability issue is for the dam itself. Alderman Kot stated that we should be posting something. Chairman Anderson agreed. He added that these must be posted on the shore. Chief Martin stated that Dan Kramer should be contacted in regards to the language of the signs. He added that we have jurisdiction over everything up to the water. 1 Alderman Kot asked if they would sign the agreement. Chief Martin stated no. Alderman James stated that we should find out about the enforcement issue, and added that the posted signage creates awareness. Chairman Anderson stated that if it were ignored, then it would be jeopardizing that person. We have taken that step to gix,,e the warning. Alderman Kot stated that there is no perfect solution for this. Chairman Anderson stated that he would check on this with Mr. Kramer, and added that the signage should be ordered. Chief Martin agreed. OVERTIME REVIEV6' FOR JULY 2401 Chief Martin stated that with the overtime, there was a total of 91 approximate hours for the last two pay periods combined. We have been watching this, and we have lost Jerry for six weeks. We will pick this up with Bill, who is part-time. We have kept watch on getting the shifts covered. We will also have the extra car for the school hours. MONTHLY POLICE REPORT—JULY 2001 Chief Martin opened stating that the total burglaries are correct. Chairman Anderson stated that the minor traffic violations have increased. Chief Martin agreed, stated that we have begun to post the officer traffic stats for a month. After this, the officers have increased with their work, and everyone is doing well now. He added that in regards to the vacation time, there is nothing out of the ordinary. Chairman Anderson asked in regards to the vehicle reports. Chief klartin stated that Newark wants M-4. Chairman Anderson asked if we could sell it to them. Chief Martin stated that if it is o.k. with the committee, then we can do it. We should also check with Mr. Kramer on this. 2 Chairman Anderson asked if this needs to go through the bidding process. He suggested also checking this with Mr. Kramer. This should go to the neat COW. Chairman Anderson added that he had questions in regards to the Chief s car. Chief Martin stated that this would not be reconditioned, and it is running decent right now. Alderman Kot asked if the car looks presentable. Chief Martin stated yes. Chairman Anderson stated that in the next fiscal year, we would look into another car. Alderman Kot asked how the Expedition was doing. Chief Martin stated that it was working well, and Ron is driving it right now. The vehicle will work well for truck enforcement. Investigations is in M-8, and M-2 is Rich's car. Chairman Anderson stated that we would look at some of the dates for the vehicles. PROVIDE TECHNICAL ASSISTANCE (WEB SITES-- TDATUREVIEW Chief Martin stated that there was a meeting at the Library, and we are working on the application for the hook-up. The Library is now done with this, and it will take a few months to get the others going. The cost is good, at 5204;month. Chairman Anderson stated that it should be brought back to the committee next month. Chief Martin agreed. LIQUOR CONTROL ORDINANCE Chairman Anderson stated that the information has changed on this, in regards to the Sunday hours. Chief Martin stated that there was a letter sent to all license holders two weeks ago regarding this. Alderman James stated that they had mentioned opening up earlier then. Chief Martin stated that Sandy sent a copy of the ordinance. Chairman Anderson stated that we need to go forward on this. We do not want to delay. 3 Mayor Prochaska stated that this mirrors what the County has, and the 10:00 a.m. package rule is created throughout the County. Chairman Anderson stated that if this becomes an issue with the Bar owners, then they can discuss this with us. This should P-o to COW. Everyone agreed. SOLICITATION ORDINANCE Chief Martin stated that there was a question of the amount of money for the fees. '%Te wondered also about how it would affect the hot dog vendor. Alderman Kot stated that he falls under the existing vendors ordinance, and the fee is approximateb, $200-250. Chief Martin stated that Dean said lie falls under the park ordinance, which is the City ordinance. Alderman Kot stated that this pertains strictly to the selling of food items. Sue should have a copy of this. Chief Martin stated that if the fee were too high, then there would be recourse. $200 per year would be appropriate. Alderman James asked how it would affect the Farmer's Market. Chief Martin stated that they would be through the park. Chairman Anderson stated that that is a city function/event. Alderman Kot stated that we need to get the whole ordinance looked at. Chief Martin added that for the background check, we charge $12. For building and zoning, this should be checked into also. Alderman Kot stated that there should be a consistency with the food ordinance. Chairman Anderson agreed. LOCKER ROOM tTDATE Chief Martin stated that the locker room is 95%complete. 4 PERSONNEL ISSUE Chief Martin stated that there had been a discussion regarding a full time clerk. It was brought up after the budget was passed. We have not hired the two police officers yet He added that Ron is handling the cops unit and the basement. The statute states one deputy chief position. Because of the paperwork and police pension, it is going to be within the next month. A e want to move forward on this. Alderman James asked how many hours Shamim is working. Chief Martin,stated that it was 20 hours/week. We will have two full time, and one part time. Chairman Anderson and Alderman Kot agreed. Chief Martin added that Shamim s a good employee, and works hard. Chairman Anderson agreed, and stated that this should go to COW on 9,-6. Alderwoman Spears asked what the proper title was. Chief Martin stated that it was the Police Records Clerk. FIRE AND POLICE COMMISSION UPDATE Chief Martin stated that Bob Johnson has been elected chairman, and Mr. Jensen as the secretary. They have been informed on the legalities. I gave them a set of rules also. The next meeting to discuss the rules is 9/4, and another meeting will be held on the 10''. Rules are established at this meeting also. After the rules are finalized, we can hire the two officers then. Chairman Anderson agreed. POLICE PENSION UPDATE Chief Martin stated that there was a letter from the state insurance office, and we need to get a board together on this. It will consist of S persons; two police, two appointed by the Mayor, and one at large. The information was also in a letter from Pandolfi. The money fiom IN RF goes to this board, and they decide how it is invested. Alderman Kot asked what the selection process was for the fifth person. 5 Chief Martin stated that he was not sure, and that he had spoken with Tisha Anderson from IlviRF. She would explain this. Chairman Anderson agreed. ADDITIONAL BUSINESS Chairman Anderson asked if the proposal for the city vehicle repair and maintenance was passed. Chief Martin stated that he believed so. Chairman Anderson stated that he would check the June minutes on this. Alderman Kot asked if there had been any complaints on the PNA noise levels. Chief Martin stated that there had been one, in which a resident phoned at approximately 7 p.m. There was one in White Oak Way also, and one off of River Road. I advised KenCom of the agreement with the County board regarding the special use permit. I spoke with the officer on duty, and he stated that the decibel level was 75 on site. Alderman Kot stated that this must be in-violation for the White Oak residents. Chief Martin stated that he had received a call about this at approximateh,9 p.m. There were no calls on Monday afterwards. We have to take the decibel reading from the lot line. There must be a complaint to do the reading. He added that he would check into this with Mr. Kramer. Aldetwoman Spears agreed. Alderman Kot asked if a schedule of events is provided. Chairman Anderson stated that the sheriff's office should be able to notify us of this. Alderwoman Spears stated that she believed that it was printed in the paper also. Chief Martin stated that it is always pending on the ticket sales. Alderman Kot stated that he would like more neighborhood enforcement with the speeding, etc. Alderman Besco stated that Countryside is a prime area for speeding. Chief Martin stated that if we can expend our overtime, then we could do this. Mderman Kot stated that if you sit a squad car there, it would help. 6 Chairman Anderson agreed, and added that enforcement is the way to do it. Alderman Kot asked in regards to the motorcycle patrol. Chief Martin stated that it was costly and was not worth it. Alderman Kot agreed, and stated that this should be checked into from time-to-time. Chief Martin.agreed. Alderwoman Spears asked what the results were regarding enforcing the speed limits in Country side. Chief Martin stated that he had checked the patrol sheets, and there were written warnings. It is a concern, and the police have been working harder. Traffic is my main area, and I wrill make sure to check into this. Alderwoman Spears stated that when the new officers are lured, this would help. Chief Martin agreed, and stated that there would be lots of traffic stops. Chairman Anderson stated that in regards to the truck fines, they could get very expensive. Alderwoman Spears asked how many officers would qualify,for the truck enforcement. Chief Martin stated that Dave and Dan qualify, and they are very good. This works well. Residents from the area of Fox street voiced their opinions regarding the recent accident there. Chief Martin stated that there has been a total of 5-6 times where vehicles have left the roadway there. Chairman Anderson asked if there have been any other fatalities there. Resident Tom Lindbloom stated no, but there has been serious accidents. Alderman Kot stated that people tend to speed there, and the curb can be dangerous. The residents wondered about putting ridges on the road to slow the motorists down. Chief Martin stated that the road is used a lot for a cut-off road. He added that the concerns were justified. Alderman James added that enforcement could start immediately. The residents suggested putting a `slow children' sign up also. Mayor Prochaska stated that the residents should report the repeat speeders in the area. We need the residents to be our eyes. The residents agreed. Regarding high school students violating traffic laws, Chief Martin stated that Rich Hart could take away driving privileges also. Alderaoman Spears stated that it would be best to document all violations.. Chairman Anderson stated that if manpower allows, there would be an officer strictly for the traffic. He then asked if there could be a digital speed-reader put there. Chief Martin stated that we could borrow one from Oswego. The residents agreed, and added that there have also been problems with dogs in the area. Chief Martin stated that there can be a warning issued, and for a second time, a ticket.
