Public Safety Minutes 2001 09-25-01 s UNITED CITY OF YORKVILLE PUBLIC SAFETY COMMITTEE MEETING TUESDAY, SEPTEMBER 25TH, 2001 6:30 P.M. In Attendance: Larry Kot Paul James Art Prochaska Ron Diederich Mike Anderson Rose Spears Guests: Steve Boresman GLEN P.UXIER DART UPDATE Sergeant Diederich opened stating that he had spoken with Mr. Kramer, and there needs to be an agreementt with the DNR. They,are sending the signs, but no agreement as of yet. Mr. Kramer is working on this. Chairman Anderson stated that Nye will bring this back to the committee meeting next month. OVERTIME REVIEW FOR AUGUST 2001 Aldei woman Spears stated that the last period for this has increased, under the detailed section. She asked if this was full and part time as well. Sergeant Diederich stated that he was not sure, and would check into this. Chairman Anderson stated that it would go to CO VV then next week. Mayor Prochaska and Sergeant Diederich agreed. MONTHLY POLICE REPORT—AUGUST 2001 After reviewing the report, Alderwoman Spears stated that the speeding violations have increased, which is good. The property crimes and thefts have increased also, and most of the others are the same. Chairman Anderson asked stated that it would go to CO w'on 10/4. Mayor Prochaska agreed. Alderwoman Spears asked in regards to the truck enforcement issue. 1 Alderman Kot asked how far Dan is with the training. Sergeant Diederich stated that he was not sure. Alderwoman Spears asked who determines how much of the funds are received for these. Sergeant Diederich stated that these were determined in the state statutes. Alderwoman Spears asked if the fees were calculated that we get from these. Chairman Anderson stated that it is very difficult to calculate. Sergeant. Diederich stated that Chief Martin knows all of this information. Aldenvoman Spears stated that it takes much training. Chairman Anderson agreed. WEB SITS--UPDATE Sergeant. Diederich explained that there was no update as of yet. SOLICITATION ORDIANCE—UPDATE Sergeant Diederich opened stated that Chief Martin would like it to be a $200 fee, a 10 working day period for background checks, written permission from the property owner, tax license, and a sticker from the Health Department for solicitation. Alderman Kot stated that the food vendor's fee is $250. He suggested keeping this consistent. Chairman Anderson suggested that Mr. Kramer put it into draft form with the changed language, and then bring it back to this committee. Alderwoman Spears stated that it should be brought back with a copy of the food ordinance also. Sergeant Diederich agreed. Alderwoman Spears stated that she had an amendment to the original ordinance dated 4/2000. She asked Chairman Anderson if he would like a copy of this. Chairman Anderson stated yes, that it would be good to compare. Mayor Prochaska agreed. 2 LOCKER ROOM AND FRONT OFFICE UPDATE Sergeant Diederich stated that the drywall is up, and the doorframes are in. There will be painting and staining neat week, and then the ceramic tile. We are under the budget, and we are keeping close tabs on it. Alderman Kot asked what the timeframe was for finishing. Sergeant Diederich stated that he is not sure, but by the end of the year it should be finished. FIRE AND POLICE COABUSSION—UPDATE Sergeant Diederich stated that the hiring promotions and discipline promotions are finished. The rules should be sent to the attorney by next week, and then the advertising can begin. It should be by the first of November. POLICE PENSION—UPDATE Sergeant Diederich stated that Chief Martin has sent for the information on this, and we are waiting to receive is as of yet. Chairman Anderson agreed. 'NTIRCLE ND INTNANCE BIDS Chairman Anderson asked if we need a monetary value for this bid, or is it just based on the hourly. Alderman Kot stated that he thought that there was language on this. Sergeant Diederich stated that he had it, and that it was the actual bid. Chairman Anderson asked if this had been enacted yet. Sergeant Diederich stated_yes, and we are satisfied with the work done. Alderman James asked if everything was going through Tholesale Tire. Sergeant Diederich stated yes, and added that the heatiy work will go to Stafford's. 3 Chairman Anderson agreed. NOISE CONTROL ORDINANCE—UPDATE Sergeant Diederich stated that Mr. Framer is looking over information on how to enforce without a complaint. Alderman James stated that the issue was with a resident not wanting to leave their address. Sergeant Diederich stated that the property owners must make the complaint. Aldennan Kot wondered why the officer couldn't make the decision without the complaint. Sergeant Diederich stated that there isn't any language on that. Chairman Anderson stated that we want our officers to make enforcements. He asked if we could check into this, and bring it back to the committee. Sergeant Diederich agreed, and stated that he would check into this. Alderman Kot added that he would like to know when the concerts were./are scheduled. Chairman Anderson suggested getting the information from the Sheriff's Office. Sergeant Diederich stated that he would check into this. LIQUOR CONTROL ORDINANCE Chairman Anderson stated that the information was 10:00 a.m. for package liquors. Alderman James suggested the consistency with the surrounding areas, which open at 10:00 a.m. Chairman Anderson stated that Mrs. Plock had a copy of a passed ordinance that stated 10:00. Alderman James stated that it was a language issue;that a local bar wanted to start earlier that noon on football days. Chairman Anderson stated that no one had come forward until the Council meeting. If the mayor has the ability to grant them a variance, then we need to go through that. 4 Sergeant Diederich stated that the Chief Martin would agree with this. Alderman James stated that there would be no need to amend anything then. Sergeant Diederich agreed. Mayor Prochaska stated that he couldn't grant a variance if it is within the City policy. There is some leeway, but this is a policy issue. There would have to be advanced notice on this also. Chairman Anderson agreed, and stated that he would prefer that. Mayor Prochaska stated yes. W,e will look into the wording on the ordinance. This should be by a special request, or a specific event. Chairman Anderson stated that he would rather have them look towards the liquor commissioner. Mayor Prochaska agreed. There can be a policy put out on this. We need to look at this for all areas. We can put this out in a letter with the reminders for the liquor licenses. Everyone needs to be given the same opportunity. Chairman Anderson agreed, stating that this is a case-by-case basis. Sergeant Diederich agreed. Mayor Prochaska stated that the process would be making a request, and the approval. Chairman Anderson agreed. Mayor Prochaska stated that there will have to be a written request to the commissioner, and then they will receive a written response. Chairman Anderson and Alderman James agreed. LIGHTENING SIREN Sergeant Diederich stated that this issue is being discussed with Mr. Kramer. Alderman Kot stated that he thought that Sue notified the schools about this situation. Chairman Anderson stated that it was the issue of it going off during a specific school game. The game must be over if the sirens go off. 5 Mayor Prochaska stated that we need to get in touch with the IHSA, and we need to discuss this. This is most definitely a safety issue. Chairman Anderson asked if we had the backing from the referees. He asked if it was a question of enforcement. Alderwoman Spears stated that she knew that Sue had spoken with the Baseball teams. Chairman Anderson added that he knew she had spoken to the football teams, also. Mayor Prochaska reminded everyone that there is an `all clear' siren also. Alderman Kot stated that Sue should be contacted regarding the agreements, and we should receive copies. Chairman Anderson stated that we also need to get with Officer Hart on this issue, and added that we need to speak with Mr. Babich and Mr. Wilhams on this for the protocol. Mayor Prochaska and Sergeant Diederich agreed. Alderman Kot added that this is a statewide regulation. Mayor Prochaska stated that the issue is who is requiring the field or the parks to be cleared. This is a matter of education. If it is law, then it becomes a question of`school property!- Alderman Kot asked if we had passed the language stating this. A.lderwoman Spears stated that she would check on this. Alderman James stated that this pertains to the field and the stands. Chairman Anderson and Alderwoman Spears agreed. Alderman Kot stated that this is for everyone's safety. Mayor Prochaska stated that he would check into this matter. ADDITIONAL BUSINESS Mr. Steve Boresman, a chaplain for one of the local churches in Yorkville, discussed the accident at Kennedy Road stated that this is a big issue. He added that he would like to assist a process to find the means of a resolution. The curve is very dangerous, and to not change anything is unacceptable. 6 Alderman Kot stated that he is in agreement, and asked what the jurisdiction is there. Mayor Prochaska stated that the curve is not in the City li nits; the township would be involved. Chairman Anderson stated that there are many signs there, and asked what could be done. He added that the area might benefit from a flashing yellow light. Alderman James asked in regards to rumble strips placed there. Alderwoman Spears added that a guardrail might help. Sergeant Diederich added that this situation is on our minds. Mr. Boresman stated that he was here to help with the situation in any way that he could. Alderman Kot asked in regards to the lighting there. Alderman James added that looking into the lighting might be good. Mayor Prochaska stated the embankment design could be looked at for any improvements. Chairman Anderson stated that Mr. INlywrot would have to look at this. Mayor Prochaska stated that this is a township road, and Mr. Heinz has always looked at the safety issues. Chairman Anderson agreed, and stated that we could put s*We there that states `dangerous curve'. Alderwoman Spears agreed. Alderman James added that there could be a study done for the rumble strips. Mr. Boresman asked in regards to a flashing light there as well. Alderman Kot stated that the permanent flashing yellow light would definitely be helpful. Mayor Prochaska stated that this was a long-term concern, and would definitely have to be looked into. He added that we could meet with the Township to see what is possible here. Chairman Anderson agreed, and stated that it would be good to get the ideas together for this. 7 Mr. Boresman asked if Menard's could be contacted regarding this. Mayor Prochaska stated that it would be only at the point where Kennedy Road meets the frontage road. Chairman Anderson asked in regards to the update on Fox Road. Sergeant Diederich stated that there could not be a stop sign put there. The recommendation is to widen the asphalt. Chairman Anderson asked if there could be a reduction of speed. Sergeant Dietrich stated that it is already 30 mph, which doesn't leave us any leeway. If we could add the center reflectors with the fog line, this could create a visual funnel. Sergeant Diederich then showed a short video of a street similar to this in DeKalb. Alderman James asked if this then could be applied to Fox Rd. Sergeant Diederich stated that he was not sure, but would check into this. Chairman Anderson asked if this had improved the situation in DeKalb. Sergeant Diederich stated yes, that there was a 7 mph drop in the speed limit, and the accents were significantly decreased. It was very impressive. Alderman Kot asked what authority we would need to install this. Chairman Anderson stated that he was not sure. Alderman Kot asked in regards to putting the speed bumps in also. Sergeant Diederich stated that the speed bumps would not be a problem with the plows. Mayor Prochaska agreed, and stated that the road is still maintained by the county. Sergeant Diederich added information about the speed tables, and stated that these would work well in areas like ttialsh Drive. Chairman Anderson and Alderwornan Spears agreed to pursue this. Sergeant Diederich stated that we would also look at a fog line at Fox Street also. lAlderwoman Spears asked if we could get a cost on the Fog line for the County, as well as the speed table. 8 Chairman Anderson agreed, and stead that we would also contact Joe about the flashing lights. Everyone agreed. Mayor Prochaska discussed the area of Game Farm Road and Route 34. He stated dig there would be more problems as the City grows. We need to establish our priorities for these, and come up with a policy for the developer to have these things built in. We can look at what are the better things to do. We need to look at these issues, and then work them into a budget. .Alderman James agreed, but added that these might be difficult to word. Mayor Prochaska stated that there could be definitions of'different' street types. Alderman Kot stated that if it were in a policy, then it would be better. Chairman Kot asked in regards to the office supervisor. Sergeant Diederich stated that he is waiting to here back from the Labor Attorney. Alderman Kot asked in regards about the signs on Route 126 by Circle Center School. He stated that the speed limit says 55 mph, and he would like this sign to be placed further down. Xfayor Prochaska stated that this is a state issue. This needs to be addressed with IDOT. Sergeant Diederich agreed. Alderman Kot stated that we need to put out reminders about burning, and get a press release out about this. He added that this also needs to be addressed in the local papers. Sergeant Diederich stated that he would call Sandy about this. Mayor Prochaska asked in regards to the trick-or-treat hours. Halloween is on Wednesday, and this is the church and youth meeting night. Mr. Graff recommended turning the houselights off when residents are done handing out candy. Alderman Kot suggested the hours be somewhere between 4-7 p.m. Everyone agreed.
