PUBLIC SAFETY COMMITTEE MEETING
TUESDAY, OCTOBER 30TH

GLEN PALMER DAM UPDATE
Chief Martin discussed the issue of the signage at the dam. He stated that he had spoken
with the superintendent of the project. We have not heard back about this, or received the
signage.
Alderman Kot stated that we might need to go to Cross/Petka for this.
Mayor Prochaska suggested drafting a signed letter to Petka/Ryan, stating the problem
that we `re having.
Alderman Kot agreed, and suggesting marketing and posting the information.
Mayor Prochaska agreed.
Chief Martin stated that he would get this together.
OVERTIME REVIER'/MONTHLY POLICE REPORT—SEPTEMBER
Chief Martin opened stating that the 217 hours were due to the Riverfront Days.
Alderman Kot asked about the year to date hours.
Chief Martin stated that we are running a little heavy, and we are maintaining the Dare
and school functions. We are at 10-20%higher, but we can offset this in the future.
Chairman Anderson asked how many short are we for hiring.
Chief Martin stated that we are two short. The offense report has been rather quiet. We
have had an increase in the car burglaries in Countryside area.
Mayor Prochaska asked in regards to the preventative patrol—the 881—and wondered
what this was due to.
Chief Martin stated that this is a changed format, and we have changed some codes.
Chairman Anderson questioned the number of hours in other areas.

Chief N'tartin stated that he would ask Molly about these areas.
Aldennan Kot stated that the new fonnat seems easier to read.
Chairman Anderson asked about the over weights.
Chief Martin stated that there has been two or three since the last meeting.
Mayor Prochaska added that the written warnings were increased also, which is good.
Chairman Anderson stated that these items would be on the agenda for the next COW.
SOLICITATION ORDINANCE—UPDATE
Chief Martin gave an update, stated that there would be the $200 fee for the applicant.
11th-. Kramer suggested that the parks and others should not be separate.
Mayor Prochaska stated that this has to be worked out together. We can look into the
parks so that they are coordinated.
Alderman Kot asked who administers these.
Chief Martin stated that we do.
Chairman Anderson discussed this, stated that we must be fair on this. He added that the
timeframe would be 10 working days for the background checks.
Mayor Prochaska stated that Mr. Kramer suggested doing this in two steps.
Chief N'lartin agreed. With the itinerant merchant, they must have a tax-exempt status or
a tax number.
Mayor Prochaska agreed. He suggested that Mr. Kramer look into all of this.
Chairman Anderson asked if this should go to the following COW.
Mayor Prochaska stated_yes.
LOCKER ROOM AND FRONT OFFICE—UPDATE
Chief Martin discussed a memo on this, stating that everything is getting completed. This
should be done by 11115. We are getting tiles to cover the file room also. The lockers
are ordered along with the benches. We can look at this more in detail then.

FIRE AND POLICE COXLL HSSION—UPDATE
Chief Martin stated that he had discussed the rules of this with the attorney. There is
confusion as to the suggestions he made. The only problem is the actual validity for the
visual requirements and the physical aptitude tests. These are on written, oral, physical,
medical, etc. The price was $5,000 to $10,000 for the sergeant's tests also. There is a
seminar this weekend, and all three are attending. They will ask questions also on this.
We are looking at completion next week, and then voting. This will include the hiring,
promotion, and discipline.
Mayor Prochaska stated that in the written text, there was reference to the City fire. We
do not have this. I questioned the attorney on this, and he thought that we could drop
this.
Chief Martin stated that he would check with Mr. Kramer on this.
NOISE CONTROL ORDINANCE—UPDATE
Chief Martin stated that he had received a letter from Kendall County on this. For the
PNA camp, we can do a reading and then call the County on this. Mr. Kramer states that
our ordinance covers this. We can take the enforcement on this issue.
Alderman Kot wondered about getting a schedule from the PNA camp on this. We
would like to have this for the traffic and crowd situation.
Chief Martin agreed, and stated that the officers have helped with this situation in the
past. They are receiving$250 for two hours each. We did not have any problems or
complaints. They are supposed to contact us about this.
LIGHTNING SIREN—ENFORCEMENT PONNTRS
Chief Martin stated that he had made contact with the school, and there will be a meeting
on November 8'f' at 8:00 p.m. They want to police themselves, and they would adhere to
the sirens.
Chairman Anderson agreed, and stated that this should come back to this committee then.
Chief Martin agreed.

FOX ROAD UPDATE
Chief Martin discussed the recommendation sheet that they had received for this.
Chairman Anderson asked in regards to the rumble strips, and wondered if they were
legal to do in this situation.
Chief Martin stated that Mr. Dhuse would be checking into this.
Alderman Kot agreed. He added that Mr. Dhuse expressed his concerns over the rumble
strips and the deterioration of the road. We could possibly put them on the shoulder of
the road. We would need to construct an appropriate shoulder for this, which would be a
building expense.
Chairman Anderson stated that we would like something done.
Alderman Kot agreed, and stated that we can put up everything except the rumble strips
for now.
Everyone agreed.
Alderman Kot wondered if there would be any, complaints about the flashing light there.
Chairman Anderson stated that we could put this westbound but not eastbound.
Chief Martin stated that almost all accidents have been eastbound.
Chairman Anderson agreed on the placement then.
Alderman Kot stated that we could send this to Public Worts then.
Chief Martin suggested speaking to the residents on this, and also going to the media for
awareness on this issue.
Alderwoman Spears agreed, and stated that we could give a memo copy to Dave Parros.
KENNEDY ROAD LTDATE
Chief Martin stated that he had a discussion with Mr. Heinz. There was a suggestion of
taking the tree down. We have researched this, and no one knows whom this belongs to.
There has been nothing listed for the locations. Mr. Heinz's determination is that it is
Township's road.
Chairman Anderson discussed the tree-vs-house at that location.

Chief Martin stated that what is up there is all legally required.
Alderman Kot stated that there have been two fatalities there, and something more must
be done. He asked in regards to increasing the lighting there at that specific corner.
Chief Martin agreed, but stated that we cannot imp roach on him.
Alderman Kot suggested writing a strong letter of concern to him.
Chief Martin stated that he could do this.
Chairman Anderson added that we should pursue the tree.
Chief Martin agreed.
Alderman Kot stated that at a minimum, we should take down the tree and put up a
flashing light there.
Chief Martin stated that he would speak to him about this, then.
Alderwoman Spears agreed. She stated that the more warning you could give a motorist
at that curve, the better.
Alderman Kot agreed. He added that the traffic would increase with Menards also.
Chief Martin agreed, and stated that it is especially dangerous at night. A flashing yellow
light would help.
Everyone agreed.
Chief Martin stated that he would send a letter to get further dialogue for the tree
removal.
Chairman Anderson agreed, and stated that it would come back to this meeting in
November.
ADDITIONAL BUSINESS
Mderwoman Spears stated that someone had spoken on the AHA at the IN TL conference
regarding a defibrillator. I wrote to get one donated for every police car. They wanted to
know if they could come out to us and speak about this.
Chief Martin agreed. He added that we would need four.
Alderwoman Spears stated that she would make copies for everyone.

Mayor Prochaska stated that we are looking at getting lights in the parking lot on the east
side of downtown.
Chief Martin stated that M-7 was struck, and approximately, $1,000 damage was done.
This has been repaired, and the other driver's insurance company will cover the costs.
With regards to the fire alarm key, this has been taken care o£ The officer on duty will
contact Ron, Joe W, or myself.
Alderman Kot asked if the Fire Department is o.k. with this.
Chief Martin stated that he would talk to them regarding this.
Chief Martin stated that he had received a fax from the COPS office regarding the school
grant. Our application needs to be changed and signed, and then it goes back. They have
other funding that we might get.
Alderman Kot asked if this is for the middle school.
Chief Martin stated yes, and it would be approximately $150,000. He also discussed the
video camera from MOT.
Chairman Anderson stated that there was a memo from Ron about the speed trailer. We
will check into the amount for possibly purchasing one. This could go into the budget.
Mayor Prochaska agreed, and stated that we need to look at discussing this with the
accountants. This might be better to purchase instead of the carryover.
Chief Martin asked in regards to the scales. They are approximately $14,000 to $15,000.
NVe have collected in excess of$25,000 in the fine money for the calendar year. This has
been going into the general fund.
Mayor Prochaska stated that we should just budget it into the budget.
Chief Martin stated that we have been using the one at Ground Effects. The only other
place for this would be at Dial in Montgomery.
Alderman Kot stated that he would like to see us get our own.
Chief Nlartin agreed.
Mayor Prochaska stated that this should definitely be looked into.
Chairman Anderson stated that with regard to the ICJ. , we should check into grant
money for this.

Chief Martin agreed.
Alderwoman Spears stated that she had received a call regarding the Dixon court light,
which is still out. NIr. Dhuse had phoned ComEd several times, and they are aware of
this problem.
Chairman Anderson stated that we should ask Alderman Tames about this situation.
Mayor Prochaska stated that there must be a problem back at the box with this.
Alderwoman Spears stated that this is a public safety issue now.
Mayor Prochaska stated that Holly could check into this.
Alderwoman Spears stated that Niulhern is out also.
Chief Martin agreed, and stated that there have been problems in the past with this.
