MONTHLY POLICE REPORT-NOVEMBER 2001
Chief Martin reported that more tickets and warnings were issued due to the roadside safety
checks. That is also the reason for the increase in the overtime. Other than that overtime has
been held to a minimum. Criminal damage increased due to Christmas decorations being
damaged or stolen.
Chief Martin drew attention to the monthly mileage report. The mileage on M3 is 92,000 miles
and on M5 is 88,000 miles. Both vehicles are 1998 Crown Victoria's. The unmarked car mileage
is around 120,000 miles. Chief Martin has included cars in the upcoming budget.
Alderman Kot asked about the hiring of the new officers and how many cars would be needed.
Chief Martin stated that hopefully one new marked squad would be added to the fleet and two
older squads would be replaced for a total of three new vehicles. The purchase of an
administrative car is also in the budget. Approximately$100,500.00 is needed to for the cars.
The car to be added to the fleet is approximately$40,000.00. The replacement cars are a change
over of equipment so they are not as costly.
Chief Martin also reported that there was one overweight truck in November.
The report was sent to Committee of the Whole.
FIRE&POLICE COMMISSION
Contract for Validation of Vision Tests
Chief Martin reported on the contract for validation of vision tests. The contract is with National
Vision Consultants Ltd.And has been to the YPD attorney. The initial fee is$2,500.00 with a
yearly renewal of$1,250.00. The YPD is not looking at renewing the contract. The attorney
recommended this because once the initial testing has been done, the standards have been set in
place. if the standards are contested,the consultants can be brought in at an hourly rate of
$250.00.
Chairman Anderson asked about the date stated on page 1 under the"Scope of Work", which is
February 1, 2001. The next section"Term"indicates a date of December 15,2001. Chief Martin
stated that the first date is when the department first goes into it and the term is the period when
the consultants would be used and have the standard prepared. The consultants were initially
contacted in November 2001. Mayor Prochaska questioned why the date on"Exhibit All did not
reflect this.
Chairman Anderson asked why the City of Yorkville enters into this agreement and not the Fire
&Police Commission(FPC). Chief Martin explained that any time a contract is entered into,it

has to go to Committee and the Council because it has to do with money. This contract has to be
approved by the City Council. Mayor Prochaska explained that the FPC is not a corporate
authority but the Council is. The FPC is a City commission so any contractual agreement is with
the City.
Mayor Prochaska asked about the renewal of the contract. Chief Martin stated that the City could
terminate or renew the contact. Mayor Prochaska asked that the file be flagged before November
15,2002 so that the renewal or termination can be determined. Chairman Anderson asked if the
term of the contract should be December 2001 to December 2002 or January 2002 to January
2003 because it won't be signed until January 2002. Mayor Prochaska stated that it would come
before the City Council for approval on January 8,2002. Chief Martin stated that he would make
sure the dates are corrected to reflect this.
This item was sent to the Council of the Whole.
Budget for Fire&Police Commissioners
Chief Martin presented a budget for the FPC for the next fiscal year. He included the vision
validation but will remove it because the Committee approved it. There were no further questions
so Mayor Prochaska stated that it would be put in the process for the budget.
Applicant Update
Chief Martin reported that there were 26 applications taken out and 9 returned. The application
period is open until December 28, 2001. This is the most applications ever taken out for the
department. Officers from other departments(Sandwich, Plano and the County)took out a few
applications. He stated that orientation and the physical agility test would be held January 19,
2002 and the written test would be January 26,2002.
TRUCK SCALES-UPDATE
Chief Martin reported that the truck scales have been ordered and will arrive in a week to a week
and a half.
LIGHTENING SIRENS
This item was tabled Chief Martin stated that the policy would be finished by the next
Committee meeting.
WEATHER WARNING SIRENS
Chief Martin reported that the Fulton Contracting Co. sent the police department a new contract
proposal for the maintenance of the warning system,The new contract reflects the City's fiscal
year of May to May. It is for$1,689.20 per year and explains what maintenance is included.
Chief Martin stated that the fifth siren on Wheaten Drive is still not working due to the lack of
power. The Director of Public Works,Eric Dhuse,hopes to have power to it within the next
month.
Alderman Kot stated that at the last Kencom meeting it was discussed that the City may need to
move the siren by the old fire station. Kencom is considering moving the tower out towards
Newark. If the tower does get moved,the siren will come down. He stated that he would like to
see the siren kept in that area so he suggested giving a new location, such as the County Building,
some thought.
Chairman Anderson asked if the City was aware of the contract for maintenance. Alderman Kot
said there is a liability to keep the sirens maintained but he wasn't sure if this was in the budget.

Chief Martin stated that the cost of this contract would come out of the next fiscal year's budget
and that when the sirens were installed they knew that there would be annual maintenance but
were not sure of the cast. This is the first indication of it.
Chairman Anderson noted that the contract proposal states that payment is due after each service
period and asked how many periods there were. Chief Martin stated that Fulton has been
checking the sirens once a month for the last couple of months but he felt that this was because
the sirens are new. He stated that he would speak with diem as to how often they will check
them.
Mayor Prochaska stated that this contract is just to come out and look at the sirens. It does not
include doing any repairs;repairs are cost plus 10%along with an additional labor charge. Chief
Martin stated that the contract includes labor,equipment and material for general maintenance.
The additional cost is for any other defects or damage. He also stated that Fulton has maintained
the other sirens the City has for years and has been excellent to work with. The City still owes
them for the fifth siren even though it is the City's fault it is not connected. They changed the
contract dates to reflect the City's fiscal year without any problem. The mayor asked if the
eleven items stated are normal maintenance items and Chief Martin stated that this was his
understanding.
Alderman Kot asked if spotters check to see if the sirens are working when they are tested once a
month. Chief Martin stated that Fulton has been checking them because they are new. There is
also a way for them to tell at the Sheriff's Department if they are working.
This item was sent to the Committee of the Whole on January 15,2002.
Mayor Prochaska asked if the City should to sit down with Fulton to see where additional sirens
will be needed to the north. Chief Martin stated that the City could do this themselves because
they have diagrams of the area and the diameter of the siren coverage. Mayor Prochaska asked
that this be looked into. Alderman Kot said if this information was known it could be presented
to a developer so that the developer could foot the cost for additional sirens.
DEFIBRILLATORS
Chief Martin reported that Sergeant Ron Diedench is getting it set up for eight officers to become
certified on the defibrillators. The training sessions,through Edwards Hospital,are 4 hours and
cost$45 per person. The officers also have to be trained in CPR so training for both will all take
place at once. While the officers are being trained,the department will be given to the
department. The defibrillator that will be kept at the Beecher Center needs to have a special table
or rack and someone trained at that location. Sergeant Diederich has been speaking with Park
Director Sue Swithin in regards to the placement and training. Chief Martin put in a request for
two more units but hasn't heard anything yet.
SOLICITATION ORDINANCE
Chief Martin discussed the changes in the Solicitation Ordinance. The application fee was
changed from$15.00 to$40.00 for hawkers and solicitors. The itinerant merchant fee would be
$200.00 in addition to$40.00 to cover the expenses of periodic structure inspections. Chief
Martin spoke with Attorney Kramer regarding the park situation. Attorney Kramer said that as
long as it is handled through the ordinance it could be set up as a policy and directed through Sue
Swithin as to who is able to be in the park. The PD will do the criminal history checks on the
people. The verbiage also has been changed in regards to solicitors and hawkers. In some items
these were grouped incorrectly with the itinerant merchants in regards to fees.

Mayor Prochaska wondered if the park ordinance needed to be amended. Chief Martin asked the
Mayor to question Attorney Kramer about this. Attorney Kramer told Chief Martin that there
should only be one ordinance and it should be the Police Department's Ordinance because they
will be enforcing it;anything else would be a park policy. Mayor Prochaska stated that there are
two ordinances. One ordinance was passed by the City Council. He suggested giving Mr.
Kramer a copy of that ordinance with the Solicitation Ordinance and ask him what is needed to
make the two mesh. Alderman Kot and Chief Martin stated that Mr.Kramer had the other
ordinance.Mayor Prochaska stated the other ordinance might need to be amended to refer to this
one. He also stated that the Park Board needs to be informed of the change and that they need to
set a policy for this.
Chairman Anderson suggested that this item be brought back to the next Public Safety Committee
meeting. He also stated that he would like to see a copy of the original Solicitors Ordinance.
ADDITIONAL BUSINESS
School Traffic
Alderman Kot expressed a concern regarding school traffic. He received a call from a resident on
King Street regarding the crosswalk on Somonauk and parking on King Street. The resident
noticed that very few motorists stopped for children needing to use the crosswalk. Alderman Kot
thought that maybe a sign could be put out on the street in the crosswalk indicating a school zone
or possibly a flashing light could be installed. He asked Chief Martin if there was anything the
City could do to make this a safer situation. Chief Martin stated that periodically officers sit at
the site to watch the traffic. He felt that the markings for the crossing should be repainted. He
stated there are signs posted but maybe a flashing yellow light would call attention to the
crosswalk. Mayor Prochaska stated that the City doesn't want to do something that could lead a
child into a false sense of security that they could get across the street. He suggested a crossing
guard. Alderman Kot felt that maybe one of the officers could take a professional look at this
because it is an area of concern because of the amount of traffic in the area.
The resident also brought up the issue of parking on King Street. People parking on street have a
tendency to use a vacant lot to turn around in and go in the opposite direction to avoid traffic on
Somonauk. The people on King Street feel this is a nuisance. Chief Martin stated that parking
was banned on Somonauk because of the problems it caused. King Street is a safer place for
people to pick up their children. There are no parking signs on one side of King Street.
Alderman Kot stated that one was on the Parkview side of the street near Somonauk.
Chief Martin clarified that cars are supposed to stop before the crosswalk if someone is ready to
cross the street. He stated that he would get with Mr. Dhuse about getting the crosswalk
repainted. Alderman James asked if the CPA could get a flyer together and hand them to people
to educate them about the situation. Chief Martin stated that the department has problems with
using officers let alone the CPA because people don't want to hear what is being said;they want
to pick up their kids and leave.
Hillcrest Traffic
Mayor Prochaska stated that a resident brought up concerns about traffic on Hillcrest Street. One
problem is that people are not stopping at the stop sign at the end of Center Parkway. Another is
that a vehicle or vehicles keep driving over the grass,into Tom Grant's parking lot and then out
to Sunset instead of going around the curve.This seems to happen in the morning and then in the
evening. He asked if the police department could take a look at this.

Solicitors Ordinance
Alderwoman Spears stated that she made copies of the original ordinance in September and gave
them to everyone.
