NOISE ORDINANCE REQUEST BY`NTHTE OAK RESIDENTS
Jeff Poska, Lisa Scherer, Patti Bradsteet, and Frank Sterioti represented the VGhite Oak
Subdivision, in which there have been several reports of loud noise from the P.N.A camp.
These residents followed these complaints up with the County Board, and they have
provided ordinances from Oswego, Dupage County, and the States' Ordinance on Noise
Control.
Chairman Kot asked if there has been any action taken on this by the County yet.
Chief Graff stated no; there has not been any as of yet.
Tir. Poska stated that there are many residents concerned with this. There were informal
discussions on this in which we should establish a noise ordinance for the City of
Yorkville, and then have an agreement from both the City and the County. This is our
suggestion, and would be a good starting point. He then stated that an intergovernmental
agreement would be the key issue here.
Chairman Kot stated that the noise was also a distraction in other areas of town.
Mrs. Bradstreet stated that there had been a meeting with the P.N.A., and they stated that
their main goal is to raise money in the forth of concerts, soccer games, etc. She added
that this poses a problem.
Mr. Poska added that the P.N.A. stated they would try and work on this, but ultimately
there needs to be a set of guidelines for this situation.
Mrs. Bradstreet stated that the Sheriff's Department has been called on this, in which they
stated that there is nothing they can do.

Ms. Scherer stated that because they have a `special use permit', they can do whatever
they want to. This is to their financial advantage, but it is a difficult situation for
residents of White Oaks.
Mayor Prochaska stated that this is the main problem, and asked if it could be termed
`disturbing the peace'.
Chief Graff stated that Dan Kramer would be notified about these issues, and added that
we need to find out how the Courts have ruled on this type of situation. The County
seems to agree, and we should get something passed on this by February. He then
discussed the issue of a draft ordinance, and added that we could obtain an instrument to
measure decibel levels to see who is violating the ordinance. This also raises a question
of jurisdiction, and the authority outside of the boundaries. This is a multifaceted
approach.
Alderman Anderson asked how this becomes enforced.
Chief Graff stated that the issue is the legality of the County and the City.
Ms. Scherer stated that this is a new project for the P.N.A., and several more events are to
be scheduled.
Chief Graff stated that there should be a discussion on a traffic plan for when these events
are held. We receive substantial traffic, and re-routing it would cause an economic
disadvantage from Yorkville businesses.
Chairman Kot stated that in order for this communication to take place between the
P.N.A., there needs to be an ordinance in effect. He then stated that a draft should be put
together, and brought back to the next Public Safety meeting.
Mrs. Bradstreet asked what could we do now as the homeowners.
Mayor Prochaska stated that a point person should be elected to contact the Chief about
this issue as it arises. The only other option is if we have enough complaints, next year
their permit might not be renewed.
Mrs. Bradstreet stated that there has been mixed reviews from the County Board on this.
We have been to four meetings, and this is still not a major issue with them.
Chairman Kot stated that this needs to be done right the first time, and that this is our
major concern.
Mayor Prochaska and Chief Graff agreed.
Alderwoman Spears suggested that if we do get this done, we need to have four or five of
us to go to the County Board meeting with this issue.

COLONLAI. PARKWAY PROJECT PAVING AND SIDEWALKS
Chairman Kot stated that this issue was discussed at the last Public Works meeting, and
we are looking at recommending limiting parking to one side of the street in this area.
Chief Graff stated that this has been reviewed, and it should be on the north side of the
street, or the park side. The park is accessible by walking.
Chairman Kot stated that the visibility should be kept open by the park area.
Chief Graff stated that there is also not a strong neighborhood watch area there, and we
need to get this information out to the residents. This should go to COW next week.
Chairman Kot agreed.
Chief Graff stated that the residents would be notified tomorrow about this.
Chairman Kot, Alderwoman Spears, and Alderman Anderson agreed.
BUDGET REVIEW FY 99/00—OVERTINIE REPORT
Chief Graff stated that there were 179 hours as of the last payroll. We are running 100
hours under from last year. He then stated that in regards to the budget, we had a
transmission go out on the Chevy(X12), and one prior with the Ford.
Chairman Kot stated that we need to call Ford and complain regarding this.
Chief Graff stated that they stand behind their product. These findings are consistent
throughout the nation.
Officer Ron Diedrich stated that we are looking at around 78,000 miles.
Alderwoman Spears asked if this was pertaining to all Fords.
Officer Diedrich stated_yes, in regards to all of the squad cars.

Officer Diedrich stated that there have been three meetings with the building inspector,
and two meetings with Joe Wywrot regarding this issue. We have taken the plans from
this building, and put it into a form that has even.,-thing we need.
Chief Graff stated that this was our initial first bid. We're talking about the employee
safety, and everything is legal in regards to OCEA.
Chairman Kot asked if these plans are acceptable.
Chief Graff stated yes.
Officer Diedrich stated that there is a separate shower for blood-borne pathogens.
Chief Graff stated that we should go to the local contractors for the bids. The top end of
the bids would be around $30,000. To do this ourselves, we have to get authority to
spend a fixed amount, and we also have to get authority from Dan Kramer. We
recommend a committee for this. We would save 20%doing this ourselves, and we
should receive some free assistance on this.
Chairman Kot asked what was left from the building fund.
Chief Graff stated that $38,492 was left.
Officer Diedrich added that all the plumbing was stubbed in for this, also.
Chief Graff stated that we should find out the cost for the Public Works on this, also, and
stated that he would follow up on this with J.T.
Chairman Kot stated that we should go forward on this if we have the money.
Chief Graff stated that he would check with Mr. Kramer on this.
Alderwoman Spears stated that we should make sure that contracting this out ourselves is
legal.
Chief Graff stated that a general notice would be put out asking the trades to contact us
regarding bids.
Chairman Kot asked if the locker room would be large enough for any growth.
Chief Graff and Officer Diedrich stated that there are 24 lockers, and it would be
acceptable for the growth.
Mderwoman Spears asked about a jail being built here.
Chief Graff stated that we had thought about this.

Chairman Kot stated that this issue would be brought back.
LIQUOR ORDMANCE REVISIONS—UPDATE AND REVIEW PROPOSED
CHANGES
Mayor Prochaska stated that we are looking at the non-refundable application fee. The
wording has to be different on this.
Chief Graff stated that Sandy Marker brought this issue up. The licenses are timely, and
some are being assigned by phone. Many, were 15 days, and Dan Kramer states that we
should have an affidavit stating that nothing new has changed with the business. They
must notify us of any changes made. We then could address this. The affidavit is part of
the renewal application.
Mayor Prochaska stated that this is the last point in the process, and it needs to be spelled
out. We are trying to make it more responsible for the owners. The `restaurant class' on
page 6 of the ordinance has been dropped to 40%. There are different classifications in
regards to this, and we want to make sure on this.
Chief Graff stated that the National Restaurant Association has been contacted regarding
these issues, but they have not replied back yet. He also stated that we need to find out
about the `theme' restaurants.
Chairman Kot agreed.
Mayor Prochaska stated that we also need to find out the general norms for sales.
Chief Graff agreed, and stated that if we change the percentage to 30%, then we'll need
something different on this.
14-Mayor Prochaksa stated that we are talking about two different types of classifications,
and our ordinance should reflect this.
Chief Graff stated that some areas need work, and we should work with Lynn Dubicheck
on this.
Chairman Kot stated to leave the restaurant language as is, and asked if we should bring
this to COW.
Chief Graff stated yes.
Chief Graff stated that in regards to page four of the ordinance, there is a question raised
about special dates. He asked if we should deal with this or leave it up to the Liquor
Commission.
Chairman Kot stated that we should leave it up to the Commission.
Alderman Anderson agreed.
Chief Graff then added that the only other change is the language of the 21 age. The
language is in there regarding the issue of being in a bar between the hours of 10 p.m. and
& a.m. We have added this, which gives the local authorities the ability to charge on a
state charge. We want the option to help out the youth, and then the local authorities can
deal with this issue. The business owners feel more comfortable with this, also. This
will help with the license holder.
Chairman Kot then asked if it should be brought to COW.
Chief Chaff agreed.
UNIVERSITY OF ILLINOIS CHICAGO—ASSES1VI ENT REPORT UPDATE
Chief Graff stated that team meetings have been developed, and these are getting vocal,
which is good. The timeline for this should be met in January of 2001.
GRANT UPDATES
Chief Graff stated that the hotline is 99%complete, and Tracy was working with the
youth on this. The marketing should start in November. In regards to the Grant, there
were 44 funded sites out of 2400. We are not in the first round for this for updating the
officers.
Chairman Kot stated that this should be addressed in the future.
Chief Graff stated that in regards to the Tobacco Enforcement Education Grant, Officer
Groesch is receiving his training. The first `sting' operation will be in November. This is
called a compliance check. Memos will be passed out on this. In regards to the Early
Warning Weather System Project, we got a grant document signed yesterday. It will be
4-6 weeks to have this check, and the equipment is on order. The plan is by the last
meeting in November for the easements.
Chairman Kot asked what the timeframe was on this.
Chief Graff stated that we would like to be finished by December. We want to be read),
for spring. We have also contacted J.T. about cleaning the system every month.
Chairman Kot asked if the system was functional now.

Chief Graff stated yes, and that everything should be done.
Chairman Kot asked if it had alarmed in a storm.
Mayor Prochaska stated yes it had.
Chief Graff stated that the system is time-sensitive, and the hours of operation are from 6
a.m. until 10 p.m.
GLEN PALMER DANJ NO LTPDATE
Chief Graff stated that the funding for this is here, but there is no update as of yet. The
River Rehab Funds include the dam work.
Alderwoman Spears stated that the Department of Natural Resources was to be in
Batavia.
Chief Graff stated yes.
MONTHLY POLICE REPORT—SEPTEMBER.2000
Chief Graff stated that Molly printed out last year's report for comparisons. There is a
12%increase on report incidences. In the highlights, you will see the comparisons.
Chairman Kot asked about the recent burglaries.
Chief Graff stated that these have been car burglaries, and that equipment has been
confiscated, but we cannot prove that it is stolen.
Chairman Kot asked about the vehicle reports.
Chief Graff stated that the man-hours are consistently 3500-3600 hours per month, and
there are 11,659 miles for the vehicle reports, in which M5 was heavily used for awhile.
PERSONNELL REPORTS—NEA' OFFICER FIELD TR10ING PROGRAl�i
Chief Graff stated that Officer Sam Stroup will spend time in both schools with Barry
and Rich, and he will also spend time in C-PAT. He will have time with the Senior
Services, also, and this incorporates our field training.
RED RIBBON WEEK ACTIVITIES LTPDATE
Chief Graff stated that it is Red Ribbon Week, and Thursday night we will be planting
tulips around the tree lines. This is a Human Resources Committee project. This is going
well. We will be working on a `Red Tag Day' for next year.

Chief Graff stated that with the Ameritech issue, it wouldn't be on the agenda until the
parking lot is finished.
Officer Diedrich stated that lie had talked with them individually, and it is a `wait and
see' approach.
REVIEW PART TIME OFFICER SALARY SCHEDULE AND
RECOMMENDATIONS
Chairman Kot asked Chief Graff to give a history on how this has increased, and stated
that this was still below average. He then asked when this had been done last.
Chief Graff stated that it had been done in September of 1998.
Chairman Kot stated that this is necessary. When we move this ahead, it will impact our
next budget. We need to have decent pay.
Chief Graff stated that it would be appreciated.
Chairman Kot stated that the part time officers are very good.
Chief Graff weed.
Chairman Kot asked if it should then go to COW.
Chief Graff agreed.
NEW BUSINESS—FY41I42 BUDGET PROCESS
Chairman Kot stated that we have funds available for the new budget. He stated that
crime prevention should be first, and I'd like to have this in place. We need to take the
initiative with the local businesses.
Officer Diedrich agreed, and stated that with the new businesses going up, this would be
a key issue. We need to talk with them, and natural surveillance is a big issue for the
business owners.

Chairman Kot agreed, and stated that there are two issues; the existing businesses and the
new businesses.
Officer Diedrich agreed, and stated that you can compliment or take away from a
perpetrator.
Chairman Kot asked what we would need to make this work.
Chief Graft'stated that we need time for this. Training will be done in late February, and
this should be a primary focus. The whole budget will be looked at, and a revised budget
will be done. Adjustments will be made, and we need to fmd the norm on this.
Chairman Kot stated that we need to think about what is important, and plan ahead. We
also need to think about another k-9 unit. This is a smart investment. By having a
second handler, you can divide the responsibility up. I want to get a feel for this.
Mayor Prochaska stated that this is where the priorities need to be set.
Alderwoman Spears asked if Chief Graff would have time to do this.
Chief Graff stated that Moll has helped out with the payroll, and we might need a crime
analyst to help. Officer Martin is taking on some of this.
ADDITIONAL BUSINESS
Alderman Anderson asked about the signs at Park Street.
Chief Graff stated that he had talked with Mr. A`ywrot on this. Smith Engineering was
proposed.
Alderman Anderson stated that the traffic flow is different now.
Chief Graff asked if we should require a traffic study for the new Church.
Mayor Prochaska stated probably not, that it has been zoned for a church for a number of
years.
Officer Diedrich stated that it would open in 2001, but it is already a fully functioning
church.
Chief Graff added that with the Heartland Development, the traffic would change also.
We will bring it up at another meeting.
Alderwoman Spears added that Center Parkway also gets congested.

Chief Graff stated that this was a good point.
Chairman Kot stated that we will look into this.
Chief Graff stated that Western Illinois University had a career day, in which we sent an
officer to. A recruitment program has been started, and there were 28 people interested
in the community. We also have a packet out on this.
Chairman Kot stated that Dave Schmelze had called regarding parked cars.
Chief Graff stated that Mr. Dettmeyer will follow up on this, and everything is forwarded
to him.
Chairman Kot then added about changing the December meeting time to another date,
being that it falls the day after Christmas.
Alderman Anderson asked if the speed limit signs had been posted on Colonial Parkway.
Chief Graff stated that he would contact John Sleezer about this.
