Public Safety Minutes 2000 07-25-00 UNITED CITY OF YORKVILLE PUBLIC SAFETY MEETING TUESDAY,JULY 25,2400 6:30 P.M. Members Present: Larry Kot Mike Anderson Committee: Rose Spears Staff: Tony Graff UNIVERSITY OF ILLINOIS CHICAGO This item has been tabled, next meeting will be in 2 weeks. BUDGET REVIEW/OVERTIME REPORT Chief Graff stated that there were 39 hours in June and 84 hours in July. Some of these reflect the roadside safety checks, and three officers have overlapped vacations; therefore, the relief was down. He then stated that it was better off this year, by 64 or more hours. He also stated that the burglaries had made more time, and that the Hallmark burglaries weren't resolved yet. GRANT UPDATES Chief Graff stated that the skate park fence had been put up on Monday, the brick pavers would be put in this week, and the pad was going to be poured on Friday. The equipment should be delivered as of 8/3, and the ramps will also be installed. The plan is to open as of 8/6, before school starts. There have been a variety of donations to this project, including Kendall County Concrete, Reese Concrete, KRG excavating, First Fence, F.E. Wheaton, Ground Effects, Central Limestone, and the team of WilliamsiFerkw'Miller. Chairman Kot asked if these were solicited. Chief Graff stated that it was either by the FAST group, or by the kids. He stated that everyone has been working together on this. Alderwoman Spears stated that it would be a good feature article in the Tribune. Chief Graff stated that the web site had been contacted, and the names of the donators had been forwarded. He also stated that there would be a press release, and that photos would be taken for a scrapbook. He added that the kids are doing a skatepark web site. Chairman Kot stated that this would be very popular. 1 Chief Graff stated that it is the perfect beginner park, and it would advocate safety issues. He also stated that he talked with Brent about the track around the property. He then added that the Crimestopper Line would be ready and activated during school. GLENN PALMER Dahl UPDATE Chief Graff stated that the engineer got back with us regarding the hazard zone at the dam itself. He then asked what the perimeters were for this. Chairman Kot stated that the engineer decides this. Chief Graff stated that it looks like a 100' zone. He stated that it was too far, and that 50' would be enough. Chairman Kot stated that if we put it at 100', then they would go in closer, which is a caution. Chief Graff stated that he was hoping for the approval, and to put it on a"notice of rules". Chairman Kot asked where are the signs in regard to the walkways, and if they are easily seen. Chief Graff stated yes, and to post something now that it's done. He spoke with IT. in regards to the safety signs, and there is a small sign at the walkway. Chairman Kot stated that there should be one anywhere there is access. Chief Graff agreed. He stated that the next step is the placement. Chairman Kot then asked what about Mayor Prochaska's hazard zones, in regards to the underwater structures. Chief Graff stated that the divers have not come out yet, and then discussed the spillway. There should be something done on the design by fall, and there was nothing more about the removal. He then stated that more residents had been calling about hazardous fishing, which we are investigating. Chairman Kot stated that it was occurring mostly on the weekends. Chief Graff'stated that the high water this year has been good for the safety, but the next few weeks would be different until we have more rain. MONTHLY POLICE REPORT—MAYULNE 2000 2 Chief Graff passed out the COPS report for June. He stated that there were 50 participants, and that it had gone well. He also stated that there was a Neighborhood Watch meeting in Ward 3, in which 800/6 had signed up. Chairman Kot stated that he noticed that the music coming from cars was loud lately. Chief Graff stated that the Supreme Court has ruled against this within 75 feet. Chairman Kot asked if there was a nuisance law for this. Chief Graff stated that he was getting legislature to work on this. He then stated that the peak hours for this are between 7-9 p.m., on average. Alderwoman Spears asked if Aurora had done something in regards to this. Chief Graff stated yes, that there had been a"home rule". Chief Graff then discussed the vehicle reports, in which he stated for the months of May and June, 2000, the mileage had been 28,000 miles. Chairman Kot asked if the new vehicle would be turned in. Chief Graff stated that this was an oversight. Chairman Kot then asked if the rebuilds are holding up. Chief Graff stated yes, that this column had been added. Chairman Kot stated that he was curious about the offense report. He noted the increase in burglaries, thefts, etc. in 11.1ay of 2000. Chief Graff stated that thefts had been up due to the increased gas prices, and yard item thefts had also been up due to the season. He stated that a 12 and 13 year old had been apprehended regarding garage sales, and that the property was recovered at the resale shop. Chairman Kot asked if the bicycle thefts were in connection with the same youths. Chief Graff stated yes, and that there is no problem now. He then stated that these youths were also connected with 13 cars being damaged at the Yorkville National Bank Alderman Anderson asked do you keep truck enforcement. Chief Graff stated yes, that quarterly reports are taken, and there was one sent in April. Chairman Kot then asked if there were also reports on the K-9 unit. 3 Chief Graff stated yes, every 6 months. Chairman Kot stated that these are numbers we need to show everyone. He then stated that the K-9 unit was a big success, and asked about a second dog. He also stated that we need documentation on this. Alderman Anderson stated that we are using a second K-9 unit in regards to C-PAT. Chief Graff stated that he had brought it up at the last C-PAT meeting. Cost, hours, etc., would need to be discussed. Alderman Anderson asked if it would up the seize percentage. Chief Graff stated yes, that we gave LaSalle dogs money out of all finds, and that we should prepare something. Chairman Kot stated that it was a side benefit for the public. "People don't want to come into town if we have the dog". He then asked if other officers were interested in regards to the K-9 unit. Chief Graff stated yes. If Jumbo retires, with the department growth, someone else would be the dog handler. Chairman Kot stated that he has shown compassion and commitment for it. Chief Graff agreed. Chairman Kot then asked if it should go to COW. Chief Graff agreed. PERSONNEL REPORT Chief Graff passed out a letter in regards to the update. He discussed the full time position, and the extra hours. He then stated that Sharnim had found another job. The notice had been put out internally. He then discussed the possibility of Sharnim working until the summer of 2001. Molly had stated that when you interview, to state that it could possibly be a full time position next year. Chairman Kot asked if Shamim was comfortable with this. Chief Graff stated yes, and it would be 50 hours for part time, 40 hours for full time. He also stated that Molly was taking over from the web site, and that she was taking classes from Waubonsee. He then stated that the new building attracts more people, and that we are thinking of expanding the hours later in the evening. 4 Alderwoman Spears asked if there were benefits for part time people. Chief Graff stated nothing, other than comp time at time and a half. We are flexible with that. He stated that we used to get holiday pay and 6 sick days per year, and also a one- week vacation. He said that if this were a permanent split, then I'd look at more benefits. It works well. Chairman Kot asked when Molly gets the web site going, how much time does she spend. Chief Graff stated 2-3 hours,/week, troubleshooting, mainly. Most of it is from answering E-mail. Chairman Kot then asked what is our policy on the use of the Internet. Chief Graff stated that it had never been finished. Chief Graff then stated that in regards to the part time position, we'd bring it to COW once we find a candidate. Alderwoman Spears asked what about Trudy. Chief Graff stated that she works for Lisle, and that they made her a better offer. He then stated that on the training update that Ron is going to a Crime Prevention seminar, and will be in Wisconsin for two weeks. He then stated that John Helen came back from the conference in Chicago. Chairman Kot asked if that is Ron's training for business. Chief Graff stated yes, and then discussed the low interest loan for crime prevention. He stated that the FDIC rules are being checked, and that everyone would benefit from this. He stated that a 6°o loan would be great. Chairman Kot asked are the businesses that are employing teens prepared. Chief Graff stated that there are concerns here, and that Dan thinks we could put this as a "safety standard". Chairman Kot then asked when Ron would be gone. Chief Graff stated beginning August 9`t'. Alderwoman Spears stated that she had talked to John Purcell, and that Radio Shack would order alarms. Chief Graff stated that Radio Shack was teamed up with the National Crime Association. 5 Chairman Kot stated that we could be more proactive, though. Chief Graff stated that we are trying to find something like a 50/50 share in regards to a grant. He stated that we would see the activity when Ron gets back, and possibly hold a breakfast in regards to this. EARLY WARNING WEATHER SIREN AND LIGHTNING PROTECTION PROJECT UPDATE Chief Graff stated that everything was ordered on this. The delivery date is scheduled for late August. The main office stated the first week in September. We talked with Brian DeBolt about someone looking at the sites: up on the middle school, Circle Center, and Fox Hill. Chairman Kot asked how many sites were there. Chief Graff stated that there were three remotes, and one main. Chairman Kot asked if we could install them and get them ready. Chief Graff stated yes. Alderwoman Spears added about putting one in Country=side, where people would be shopping. Chief Graff stated that the engineer was looking at the sites. He thinks we need other locations, possibly higher up for some. Chairman Kot asked if they would be up and running for next year. Chief Graff stated that the installations would be done between November and December. Alderman Anderson stated that if one were triggered, then they would all go. Chief Graff then stated that Fox Hill needs one. Chairman Kot agreed. Chief Graff stated that we contacted Com Ed, and we are going to ask them to donate the poles. Chairman Kot then asked what is our policy on the Park Board. Chief Graff stated that Sue mentioned nothing about it, and then stated that Dan suggested putting it in ordinance form. We will check with the Park Board. 6 PROPOSED ORDINANCE—RE: TATTOO SHOPS Chairman Kot asked if the ordinance was Oswego's. Chief Graff stated yes, and that Dan has to review it. Chairman Kot stated o.k., then it will come back to this committee. Alderwoman Spears stated yes. Chairman Kot stated that right now we have no ordinance. Alderman Anderson asked what the fees would be, and could we go higher with them. Chief Graff stated that these are one-time fees, and then asked who would do the inspections on these. Alderman Anderson asked if the state says "with parent's permission" in regards to the age requirements. Chief Graff stated that Oswego did it, and that's where the challenge is. Chairman Kot asked if it should be mirrored to the state law. Alderman Anderson stated he was not sure. Chairman Kot stated that it could go either way. Alderman Anderson stated that we should look at the language of the state law. Chief Graff stated that Dan would lean towards the state law. Chairman Kot asked if there was any place in town yet. Chief Graff stated no, not yet. Alderman Anderson stated that the obvious place would be downtown by the bars. Everyone agreed. Chairman Kot stated to bring it back to the next meeting. PROPOSED POLICY AND PROCEDLTRES 7 Chief Graff stated that in regards to Work Harassment, the labor firm was putting together a review. He stated that lots of places were doing this, Chairman Kot asked what we have on this. Chief Graff stated that there is an ordinance stating a "workplace harassment policy" for the City. We're putting a procedure to the policy that should sell it out. Everything else is standardized. It will be issued to the officials on August 13 . Chairman Kot asked do we need to bring this to COW Alderman Anderson stated that it gives the employees options. Chairman Kot stated be prepared to act on these. Chief Graff then discussed the firms in regard to the basic language and civil litigation. He stated that there is training year round on this, and that the officers will do this. Alderman Anderson stated that this is a good, proactive approach. Chief Graff then stated that there was one complaint with the video camera. We showed it to the Attorney, and he said it was fine. Chairman Kot then asked should we put this on COW Chief Graff stated yes. ROADSIDE SAFETY PROJECT—REPORT Chief Graff stated that the grants were done, and we will get the final document. We met the two-page request. The money should be in at 60 days, after the voucher file. LIQUOR ORDINANCE REVIEW Chief Graff stated that there are four areas of discussion on this. Chairman Kot stated that he had talked to the Mayor about this. Chief Graff stated that the Illinois Liquor Notice says we could regulate. Dan will highlight this, and we will put it in what they're recommending. We have nothing on the Dram Shop for requirements. We don't have Dram Shop insurance, and the Mayor wants Dan to draft it up. Chairman Kot asked if most of the license holders have this. 8 Chief Graff stated yes, that is a recommendation. We need to keep it at one million. He then stated that we need this for victims of DUI drivers. He then discussed the classification about the sports bar at Harry's Place. He stated that liquor has to be less than 51°%, and food sales more than 51°,-0. This is more of an entertainment place, and the Mayor wants to know if we could change this. Chairman Kot asked who is checking this out. Chief Graff stated that we have the right to check. Chairman Kot then asked if food carryouts were a part of the percentage. Chief Graff stated yes. Chairman Kot then asked if we could change it to "food sales". Chief Graff stated yes, food sales and not entertainment. Should we create a "sports bar" classification? No one has this. Chairman Kot stated that he was concerned about this. Chief Graff then stated that we don't see people at Music Under the Stars with alcohol. It is family oriented. He then asked should we change the wording on the licensing. Chairman Kot stated just so that we don't negatively affect people in the wrong way. Alderman Anderson asked is the license for the sports bar different than O.J.'s. Chief Graff stated yes, there is a difference. Alderwoman Spears asked if there was a different fee. Chief Graff stated yes, and that Dan `s opinion on this is to meet with the Mayor. If there are requirements, then we should ask for the books. The Mayor has met with them to see about the percentages of their sales. Little Joe's has a self-imposed sign stating you must be 14 years of age to be in there. The Mayor states that this should be an ordinance. O.J.'s self monitors this, and the Mayor wants an ordinance on this; also after 8:00 p.m., 21 years of age and older. Chairman Kot stated that 8:00 is good. Alderman Anderson stated the Moose is family orientated. Chief Graff stated that they are under a fraternal classification. This ordinance will only pertain to the bars. 9 Chairman Kot stated we will bring this back to the committee. PROPOSED EMPLOYEE LOCKER ROOM PROJECT—DISCUSSION ONLY Chief Graff stated the Mayor wanted to look at the locker room. We will discuss in November with the budget. We could do it. In November, we'll go to COW. Chairman ILot stated I'd like to see it if we have the money. Alderman Anderson stated that it's not accessible to the public. Chief Graff stated yes. Our bathroom is not adequate for the officers. We need this. ADDITIONAL, BUSINESS Alderwoman Spears stated the concern over the public safety in regards to the trails. Chief Graff stated that they'd discuss it at the school with Ron. 10' paths are inviting problems. Alderman Anderson agreed. Alderwoman Spears stated documentation would be good. Chief Graff stated that Leno Garcia was arrested for the Plano shooting. C-PAT helped. Chief Graff then stated until the annexation is recorded, there is no jurisdiction on route 34 up to Hammonds. There are 40 accidents per year on that border, and it will cost us additional, but it is a good annexation. He also stated the bids were opened this week for the Cannonball light, and the target is for fall. Alderwoman Spears discussed the paving issue, and Chief Graff discussed putting landmarks on the roads. Meeting adjourned 8:20 p.m. Minutes by Lisa Sleezer 10
