Public Safety Minutes 2000 05-23-00 THE UNITED CITY OF YORKVELLE PUBLIC SAFETY MEETING MINUTES MAY 23.2000 6:30 PM Attendees: Larry Kot Mayor Prochaska Mike Anderson Rose Spears Burt Calmer Chief Tony Graff Lieutenant Harold Martin Guest list attached to permanent record UNIVERSITY OF ILLINOIS CHICAGO;On Site Assessment Update&Partnership eement Dr. James"Chip"Coldren,Director for Research in Law and Justice from the Department of Criminal Justice gave an ongoing overview. He explained this had initially started with a survey at the Yorkville High School and expanded to the Yorkville Police Department and a review. The review projected goals and areas of strength and challenges. Dr. Coldren stated that the Yorkville Police Department has put their entire operation up against the standards of their organization on Community Policing. The Yorkville Police Department has set a very high standard as this is a very thorough review. This is a Department on the go with forward thinking. There is no way to come out with a perfect score of 10, and there are 3-4 themes coming from research. They have examined all areas. It is challenging to manage growth as new activities tend to formalize which can go against the desire to be open and flexible. You need to balance initiative. Chairman Kot asked if people could feel excluded. Dr. Coldren stated, yes, this is commmon,you have to have a back-up and look at other approaches, look at policing in a larger sense. Chairman Kot asked if this was more commonly the veteran Police Officer. Dr. Coldren stated it was not age related, nor more common in long time or new officers. It is like a new philosophy in a school system. Community oriented policing, problem solving model. Some sergeants take a different approach to problem solving. The Chief wanted them to look at the Police Officer and do an individual review. There are many strengths here. There are very few departments that offer themselves up for this kind of review, and that is to this department's credit. They have good collaboration and have learned how a small Police Department should approach community policing. Dr. Coldren stated they still had 2 or 3 weeks more work and that it would include sessions with Officers, performance evaluation, and strengths and challenges. They would like to stay involved with the Yorkville Police Department. They have a 2 day conference in July with kids involved. There will be two of the leading U.S. experts and perhaps a 2 day seminar. Chairman Kot that the end result is the Officer Evaluation, Process and Procedures. Dr. Coldren stated that the time line is up to the Police Department. Chief Graff stated that the star has been excellent. They have had a good opportunity to vent and express. The officers had thanked Dr. Coldren and his team for becoming involved. Also, all officers were involved with this program ... no one avoided being involved. ADDITIONAL BUSINESS -Undesser Update Mayor Prochaska stated that he had a message from Undesser. The question is the balance owed. Undesser had expected development to happen and nothing has, so the revenue has not come in. Green Organic has compost and there is a tipping fee. They are interested in annexing into the City of Yorkville and the City could collect the tipping fee. This would be approximately $15,000. Per year. Chairman Kot asked if this would be in exchange for the squad car money. People are conscience of how the City of Yorkville is handling this kind of problem. There is an incentive to bring this property into the City, and we have worked and cooperated to resolve this issue. Chief Graff stated that Undesser doesn't want to sign a promissory note unless it contains language that it would start with the start of development on the current piece. We would need a sunset clause. It is the other piece that is generating revenue. Mayor Prochaska stated this revenue is going to Kendall County now. Chairman Kot stated that there is more potential in annexing Green Organics and the additional piece to get the money. Chief Graff stated that the Bank could push the loan to July of 2001, but this would add $1300. To $1400. Per year in interest over 3 years. He would like to mirror the agreement they have with Kendall County and inspections could still be done by Kendall County. He would sign if annexed with tipping fee agreement. Mayor Prochaska stated we need to also look at the adjoining property owners since they want industrial also. Chief Graff stated they are looking at having this for Thursday, Kramer is working on the agreement which will show moving the $6000. payment to next year. He will allow if Undesser likes the other agreement. that the update with the software is getting closer to being hooked up to CAD, and is working well There is 61.5 hours of overtime which is under 80 hours which was the goal to stay below. GRANT UPDATE-MDT Chief Graff stated. More are using it, so there are more warrants and more arrests, and more are interested. SKATE PARK Chief Graff stated that the most recent update on the Skate Park is using Parfection Park. It is the only location available. It would be a public and private partnership. They are pushing forward with it. Chairman Kot asked if Parfection is willing. Lieutenant Martin stated that this is not set in stone, but they have some attractive things to bring kids there and using other equipment there is an incentive. Greenbriar development will help. Chairman Kot asked.if the YMCA was out of the picture. Lieutenant Martin stated yes, the Skate Park wasn't going to happen at the YMCA. This was due to the opposition and it also would have required some money from the YMCA. Their Board wouldn't approve with so much opposition. GLEN PALMER DAM-UPDATE Chief Graff explained that they are reluctant to put up danger signs near the Dam due to the DNR and liability, although the DNA did admit it was a hazzardous area. Since Mayor Prochaska is going to Springfield this could push the issue to resolve the placement of additional sings in hazzardous areas. Chairman Kot stated that since the Dam will be there at least another year, and with no signs below the Dam which we know is a hazzardous area, we are faced with perhaps keeping this area closed. APRIL POLICE DEPARTMENT REPORT Lieutenant Martin reported that traffic violations are up and man hours are down. Alderman Anderson asked for an update on weight violations. Lieutenant Martin stated they would be doing a monthly update on this rather than quarterly. Chairman Kot Asked for a report on the recent burglary at Hallmark. Lieutenant Martin stated they got $5400. Cash, and Officer Klingel is looking present and past employees. Alderman Anderson asked about their alarm system. Lieutenant Martin stated they did not have an alarm system. ADDITIONAL BUSINESS -VEHICLE MILEAGE Chairman Kot asked for an update on vehicles and mileage. Lieutenant Martin stated that the Lumina is going to the City,the rebuild is pretty good, but it is still old. Alderman Kot asked for a recommendation. Lieutenant Martin stated he would check with Officer Deiderich to see what work had been done. Martin stated maintenance is high on the Chevy's,but they are all old. The Fords are working great. Chairman Kot asked if they were looking to get another Ford Expidition as he had heard good things about it. Chief Graff stated it is good for Winter, as well as having investigations equipment on hand ... works well, and some squads need to be looked at for replacement. Chairman Anderson stated they would have to consider that the cost of 2 Expiditions equals 3 cars. Lieutenant Martin stated they would look at the State Bid. Chairman Kot stated they will have to pick a car, a Lumina out of the fleet and give to the City. The City will give the Police Department $2500. ANNUAL REPORT Lieutenant Martin stated That they are close to being able to present, and would probably be ready next month. They are waiting for the FED S, and will do a short presentation at City Council. PERSONNEL Trudy being trained and is helping out, working 8 hours a week. They are getting caught up, and she will fill in for Molly while she is on vacation. August I"the new job will be posted. TRAINING Officer Delaney has been going to Truck Inspection School,but has missed some days. Seargent Schwartzkopf is being trained as well. EARLY WARNING WEATHER SIREN AND LIGHTENING DETECTOR UPDATE Chief Graff stated they had a letter from Tom Cross' office and they would be sending it in. They need the final dollar amount for the project,but expect to have enough money for two projects Chairman Kot asked if the Early Warning needed easements, and would the Lightening Detector System be faster. It should be as soon as possible. Lieutenant Martin stated that he is only waiting on the numbers as we don't want to exceed the $100,000. Amount targeted. Parks and schools should have battery operated portable devices that they can carry. Mayor Prochaska stated he had been out for an event when there was lightening ... Sue Swithin should have had one of the portable devices with her,but didn't. Lieutenant Martin stated they would find out tomorrow where they are and put them to use. RENEW INTERGOVERNMENTAL AGREEMENT FOR RESOURCE OFFICER Alder woman Spears stated they should have approved this last night for$18,200. At the School Board Meeting, Chairman Kot stated this should go to COW. ADDITIONAL BUSINESS - COPS GRANT MONEY Lieutenant Martin stated that Chief Graff wanted the committee to be aware that they are looking at a COPS Grant in schooled for$125,000. Over a 3 year period of time. Officer Hart has the High School position, and we have Officer Groesch,but with this grant we can get another officer in addition tot he current position. After the 3 years is up we would pick-up. We need approval to apply for the grant. Chairman Kot stated there was no problem in applying for the grant. It can't hurt to apply as we can cancel at a later date if the situation changes. PROPOSED TATOO PARLQR ORDINANCE Chairman Kot stated that some Tatoo Parlors are questionable. Lieutenant Kot stated that Oswego has just put an ordinance in place. Alderman Callmer stated that we have an ordinance to govern massage parlors, why not for tatoo parlors. ADDITIONAL BUSINESS Lieutenant Martin asked about feed back from the open house, everything he had heard had been good. Has anyone had gotten any negative feedback. Alderman Anderson stated he had not. Adjourned 8:00 PM
