Discussion:
1.) Budget Review FY 99100 — Report is dated March 22. Corrections are being done.
Maintenance of Vehicles at about $1,900. Today we were told that one of the squad
cars has a main seal problem, The cost to repair will be $600 to $800. The vehicles
are really hurting us_ Diederich keeps all the bills. Most of the vehicles have
between 40,000 and 70,000 miles. The Ford's have not been as strong as the
Chevy's. There are two cars coming up for refurbishing next year. We are at about
86 percent for the fiscal year overall. We are holding off any expenditures where we
can. Overtime is up there. The sickness is back down, it has been minimal the last
four to six weeks_ Comp time needs to be approved and approval is based on the
schedule. A letter was sent to Undesser with a deadline of April 15. Dan is waiting
for a response from Undesser's Attorney. We will not do anything until Dan receives
a reply.
2.) Grant Updates — MDT Projects — COPS —MDT's are up and running. Training has
been complete. The guys are excited. They fit in the cars well. It has only been oft
day. Safe to Learn Grant—Crisis Management Plan—Ready to go to the next phase.
Request for proposals_ June 28 is the deadline for the Crisis Plan. Also includes
crisis out in the community. This is a spin off of the survey. We have a consultant
coming in for$10,000. Graff will notify when the consultant is coming in_ It will be
intense when he is here. It should be a great tool once it is done. We will be doing
some mock drills. The teachers have been trained for crisis situations but we will see
if they follow the plans that have been put into place. The mock drills will be at the
high school and will last about 15 minutes. Youth Community Policing — Crime
Stopper Project and Recreation Project— The Board is in place, By-laws have been
accepted. There will be two lines that will go into the crime line. If there is an
emergency the caller will be able to go to KenCom or to the Kendall County Crisis
Line. The answering machine will be checked at least once per day. There are three
designated people to check the messages. They are hoping to have up and running by
Vi 1. Recreation is looking for a skate park They have a concept of what they
want. The students are going'to the park board_ No proposals have been made to the
City or to the YMCA- The YMCA is willing to work with them but they also need to
work with the heighhbiing subdivisions. We need to educate the pUblie. It *ill

into consideration such sidewalks, and streets. They really need to design the park
not i ust the area by the pool. They need to put together a plan with sizes and then see
where it will fit The kids are working on a presentation. May want to hold a public
meeting. They plan on walking the neighborhoods and passing out flyers- It may be
a good idea for them to make a presentation to this committee. The kids are taking
ownership. Ottawa has an area where they are doing this. We are looking at a
monitored park.
3_) Glen Palmer Dam Update — The dam is probably going to be here for a few more
years. Kot would like to make sure that buoys are out. Kot would like Graff to reach
out to the D.N.R.to create a hazard area with buoys, maybe a cable, signs, No
Swimming,No Wading, and Illegal to enter the water. Drownings have been mostly
out of town people. We would need to enforce fines. Let KenCom notify the
Conservation people. International signs also need to be posted- D,N.R.feels that if
they post international signs here then they would have to do it everywhere, and they
want to know if they were to do international signs, how many languages? Nobody
knows for sure whom the current sign belongs to. The danger zones need to be
identified.
4_) Monthly Police Reports — January & February 2000 — Vehicle Report — Trying to
keep the mileage on the Expedition below 10,000 miles per year. Manhours — Kot
would like to sec the month for the year before to be able to compare the up and
downs. Graff would like to see a running total. Graff tries to pull the reports out
every three to four months to compare_ Kot would also like to see a Canine report.
Graff said that a canine report is done quarterly. The school officers and community
officers all do a quarterly report. We need to create a media mailbox for anyone to
dial in and get information_ Ticket production is up and so are the complaints.
Assists are up 30 hours_ Part of that is from the bank robbery and could also be when
the canine unit got called out. Truck enforcement report will also be done quarterly
and will include number of stops and fines. We are starting to receive DUI money.
We get$100 for every DUI that goes toward equipment Take to COW.
5_) 1999 Annual Report — Draft — The verbiage is complete_ Includes highlights and
special reports_ It will cover things the officers do, any special training, programs,
degrees, etc. Our crime percentage dropped_ A narrative will be included. We could
do a 15 to 20 minute power point presentation with the officers that were involved.
6.) Personnel Report — Officer Rich Hart — School Resource Officer Trainer — Hart
started training. Most of the training is free- We do have to pay for the travel_ And
there may be some overnight training. Truck Enforcement—Update—Delaney is due
for training. P.leckem is on standby for the next training session. Crime Prevention—
Class is 40 hours long and is held mostly in Louisville, KY. Training for this is in the
budget- Sometimes training is done here in the fall. That would save some money.
Kot thinks we should do some surveying. Graff said surveying is done yearly. We
also,need {raining on how to survey. Graff feels better surveying the banks with a
FBI agency. Diedench is pretty busy right now and he needs the training. Maybe we
can work with another agency that can assist us. Graff feels things work out better if
planned out and training is done. We have 'talked with the Chamber and they are

7.) Solicitor Ordinance Amendment — Update — The ordinance does include
not-for—profit organizations- Organizations within the City maybe be exempt from a
fee. If it through the school we can not charge a fee. If we take someone to court then
we need to let the judge decide on the fine. Some organizations do not care what the
fines are because it is the price of doing business. A $15.00 fine will cover the
administration cost. We can not charge for the officer's time. We can charge for
registration. There are four to five companies that still do door to door sales that are
good reputable companies and people still buy from these businesses. But then there
are those that are bad. We need to establish some hours for door to door sales_ If it is
posted no soliciting, then they are not supposed to go to the door. If we can limit
Sundays and holidays, we would like the hours to be 1:00 p.m. to 5:00 p.m. Take to
COW.
8.) Early Warning Weather Siren — Update— Paul Buck bought the old fire station. We
still have two sirens functional_ Tom Cross is still working finding out what funding
is available in this area. We were told that we had money for a traffic light at
Cannonball Trail but it is for engineering only. Portable lighting Sirens— Graff feels
that they are working. Might have some problems with the settings. Policy is written
for youth baseball. The officers also know that in bad weather they are to go by the
ball fields_ We may need to consider something more permanent. From the
VanEmmon ball field you can not see the south sky very well. May not know there is
a storm until it is on top of you. The portables are good but you still have the human
element. We should be working with the parks and schools on this. We need to
establish a standard in town.
9.) Discussion to Change Meeting Date — We are looking to change meeting dates from
Monday to Tuesday evenings. Starting in April, move meeting to the forth Tuesday
of the month.
10.) Additional Business —High School—Part of the school is not in the City limits.
The north wing and the north drive are out of our jurisdiction_ We need to get this
resolved. Mayor Prochaska feels that there should not be an annexation fee, but they
will need to pick up the fees for the survey. We are not sure what the Plan
Commission will need and we are not sure what the zoning of the property is.
