Budget Review FY 99/0 year on- Kot would like to make sure the committee members get a copy once it is updated Overtime is starting to drop. The sickness is starting to. Gr6$woulld like does the overtime schedule. Overtime has to be approved by him. to get it down to 75 hours. a shop in 3.) Grant Updates-NOT Projects—COPS—MDT installations dri tthem to Blue Blue Island_ They come down around 8:00 a.m., pick up two cars e Island,do the install and then return their around 2:00 p.m.,then the yl take two more cars and return them around 8:00 am the following-morning. 1 Pre- E-mption Grant—Kane County Council of Mayors—The pre-emption signals are to make intersections safer for emergency vehicles. We have to have a certified traffic engineering come in The cost to the City is approximately 520,000. Kane County Council of Mayors want to know if they should eliminate this project Pff their five year plan. Originally we anticipated this would only cost approximately$8,000. The engineering cost alone will be about$8,000. Kot thinks we need to my to keep this in the budget Graff feels we should put it in our own five-year plan in order to keep the money allocated to Yorkville. Graff also suggested that the Public Safety chairmen speak with the Public Works chairman and request it to be put on their five-year plan. IDOT has approved the pre-emption project_ The emergency vehicle till needs to follow the guidelines- Graff has discussed this with the fire department and they do not have funds to contribute to the project right now. Kot would lie Ito recommend to Public Works to add this project to their five-year plan. Dockstader agrees. We got more money that expected �'he tads have recommended surveillance cameras. if everything was approved at the school board meeting then the cameras should be installed in the entryways of the schools. Youth Comrrlunity Policing—Crime Stopper Project--Crime Stopoets is rol Hoeing to have a line up and running by May. Money has to��p6,t by June 30. Glen Palmer Dam Update—Kot feels that the DNR will recommend�e�novmg the dam- He would like everyone to start thinldng about the decision that tI City may their presentation. DNR owns the dam_ 5_) Personnel Report—Crime Prevention Through Environmental Design raining—Sg. Diederich—This is to remove obstacles to prevent crime. When you drive down a residential street you want to be able to see the front doors- You would not want a business parking lot surrounded by large trees to obstruct the view into the parking lot- We may want to redesign problem areas. You would not want lar bushes in front of small windows. Diederich would like to be able to go to Plan Commission with the information- Callmer thinks that Planning Council would be a better place to go because this is before the plans are drawn up. Everything is still in preliminary stages. There is a need to have a good policy in place. Also need to consider how the inside of a budding is laid out. Kot feels it would be a good idea to educate the businesses and employees on what to do if someone walks in with a g> A lot of our local businesses employee high school students. ICPA has a model cgming out for educating people in the workplace, guidelines on what to look for. Minicipalities do not require alarms or cameras. There is no ordinance in place_ Kot feels that we need to educate. We do not want to put an added expense on the small business owners. Business insurance will usually give discounts on insurance for different things. Neighborhood parks—Some say they are better because more people are looking out their back windows and are more enclosed from the street. You haven go through the side yards to get into the parks. Pedophiles do not want to attract attention to themselves or be seen- With a neighborhood park,they can not get right in and out. Diedrich still needs to go to the training- There is 40 hours worth of t!aining and classes are held twice a year. Send memo to Park Board and Plan Commission- Truck Enforcement—Update—We are stopping trucks. We had a cas�that west to trial today. Truck was in safety violations and was overweight Fines are between $20,000 and$50,000 after pleabargns. We should get approximatelX$$11,000. Scales that are certified by the State have to be available to any City official. We would like to purchase portable scales with fine money. The cost is abut$7,000 per set We want to purchase two sets_ The scales will fit in the tnmk ol'a car. We do get a sixty-day trial,if we*do not like them then we can return them. Will bring back plan for budget in March and April. It is recommended that a Canine Officer does truck enforcement Dan Plackem is signed up for the next training class. Part-Time Officer Bill�Iolman Tempbtary Assignment Stiliend—It will pro bably be April befote we Eve an officer stmt I o001d►►g at a tel'porary full'LThe 00 si ion It bvotild 4 be for about two months. It will save money in overtime. We are saving$11,301 in the salary of the officer that resigned The temporary full time person;delay uld not get any added pension because it is identified as a temporary position. If hiring then there would be a problem_ We also need to put a second officer back at the schools. By doing the temporary position with a stipend we would sti be saving $1,600. Graff has checked with the union,if they have a problem with it they will let him know within a few days. Graff would like to take this to City Co 'I. The money was already budgeted. The stipend is for the salary only. This should be ok with the Mayor's consent and committee recommendation- If Mayor Prochaska feels it needs to g o to City Council then he will address it. 6.) Budget Proposal for FY 00101—Full time secretary—Now there is only one part time secretary. Cost to increase part-time to full time is about$12,000. We need to create a job description Molly would be the supervisor and web coordinator. Spears suggest maybe hiring two part time people and alternate ful l days. Pension fund has been increased from four to eight percent We will have to put m approximately$160,000. The money from Undesser should come in this year. The canine seizure money needs to have a line item. $2,000 will pay for maintenance of the dog. Vehicle purchase— Bid process is running out Have a bid lower then the state bid. They need a commitment letter from us that we will purchase the vehicle by May. IITndessees money is due to us in ApriL We need a squad car_ Transfer$36,000 f otn police budget to police fund. If we do not get$25,000 we will not be able to pay off the MDT"s. Looldng at getting prices on a copier,having problems with current copier. There will be a second year of Illinois First money. The Lumina did not work as a squad.car. The auctioneer feels we can get$4,500 for it. Graff is going to rework We are starting to absorb the full salaries of the Cops we have hired V 7e have two Pinewood grants,one is for rent and one is for operations. ICJIA money goes to Aunt Martha's. We only get so much per kid. It is just a pass through account. Additional Business - Snow Storm—Graff applied for a grant to help assist us with the snow storm. It needed to be certified through the budget. We will be getting S 10,500 with in three to four weeks. Traffic Study Data—We recommend to use 97 data_ Salaries—3.5 percent increase approved by the FOP_ Request to hire fifth officer. If we get grant we have a target date of August. Certification—Graff is now a Certified Chief of Police. There are on1j 20 in the State_ Physical Fitness—Looking at have some type of workout room in the basement Looking for equipment. It needs to meet some standards. We need to get some policies from other communities. Is there something we could work out with the YMCA?The YMCA gives the officers and firemen discounts.
