Discussion:
1.) Citywide Weather Waming Siren System — Update — Fulton is proposing four
additional sirens with the use of the two existing sirens. This will cover the
riverfront Cost is 514,500 per unit. The encoders for CornEd and KenCom cost
about $2,500_ Total we are looking at$64,000 to $65,000. They will also work with
ESDA. This situation is unique. There is another company that does sirens but we
would have to buy special equipment. Kot would like to get moving on this. There
are still funds available in the Illinois First Fund. There are benefits to the
community. Prices have dropped Mayor Prochaska would like to overlap the sirens
more. Graff would like to cover Hams Forest Preserve. Covering the Forest
Preserves will help aid Tom Cross in getting help from the Illinois First money.
Basically we are only covering pre-existing annexation. The committee would like to
know how Fulton looks at the lay out Mayor Prochaska suggests trying for five
sirens, giving us a total of seven with the two existing. Large sirens cover
approximately 5,500 square feet. Four will not cover the entire town. -Wi vo-ald like

2.) Budget Review FY 99/00 — Overtime Report—Update budget reports will be in the
mailboxes on Wednesday. Batterson has been on vacation. Graff did:create line
items for the grants. Expenditures should be in line with most line items. There are a
few line items that look high. Graff will check and make sure they are not grant
items. Overtime is at about 90 percent. We will be over by the New Years Eve.
Discuss revised budget at COW. We need to review the overtime. Last year we were
over and this year we are going to be over. Maybe we need to increase the amount
we budget. Some of it may be a timing issue.
3.) Monthly Reports — November 1999 — Mileage Report — 15,398 miles total for the
month were logged. We have 15,000 miles on the rebuilt squad There have been a
few minor problems and regular maintenance. The body is still in great shape. The
rebuilt squad is passing the safety checks. The Ford Expedition is staying low on
miles. The squads with the in-car videos are getting used a little more. Kot is hoping

5_) New Facility UpdatelRevie
Garage Opener Remotes — Wywrot got some quotes. We need 11 remotes. The
lowest price is $1,030 for a three button commercial remote. Graff recommends
going with the person that lives in Yorkville. Total he is $18.00 higher. Mayor
Prochaska would like to wait until we take possession of the building. Dockstader
would like to make sure that regular maintenance on garage doors gets done. There
was a change order for the computer room to have five outlets but it appears that
there is only three. Graff will ask Wywrot to check into this. We are hoping to move
in by January 17. Cost to move the administration offices is $1,700. We do not have
this in writing.
6.) Personnel Report—Matt resigned. He is going to work for Naperville. We will need
to run an ad. We are looking for certified ofFicers with experience. Run the ad for
two weeks and end acceptance on January 14. We can do a regular meeting and then

7.) Solicitor Ordinance— Update—Waiting for info from Dan. We need to find out what
we can do.
8.) Sexual Harassment Policy—Update—Plan on meeting in January.
9.) Personnel Assignments During December Holiday and Y2K — Martin will be
covering some of Matt duties. There will be six officers on the streets, with the
balance of officers on stand by. Midnight shift is all officers, no volunteers. There
will be someone at the new building and one person st the station.
Additional Business--Kot and Graff have discussed X-rated massage parlors. Kot would
like to make sure we have something in place. Therapeutic ma-Ssage is ok. There may
need to be some exemptions. Bring back.
