Discussion—
1.) CityWide Weather Warning Siren System — Update — There was a letter sent to
Fulton. Analysis has been done for the siren at the new fire station. They
recommend a 60-foot pole. ComEd said they would give us a 40 foot pole. The
person we were dealing with at ComEd has left that position. The new person needs
to get approval. The 60-foot poles are expensive. Placement does work into the
schemes of things. Kot would like to work with ComEd on this. We need to get
pricing together. Mayor Prochaska wants to try to get some Illinois First Money with
Tom Cross for this. Fulton is also the contractor for ComEd- Graff will get another
quote.
2.) Budget Review FY99/00 — Overtime Report —Little high on overtime mainly due to
illness going through the department. Seems that most anyone who gets it is out for
five days. Hurting relief. Four people have caught it so far. The person doing the
burglaries in town has been caught in T.aSalle County for over 50 burglaries. Safari
will be closed out. He was the suspect from day one. Year to date — we are about
200 hours below last year. New Years Eve will be a big time tu;er.
3.) Monthly Police Reports—October 1999—Traffic stops on Route 47 and in residential
neighbor hoods are up. Officers are putting together an annual report to show target
areas. Word is getting out with the truckers that they are seeing the officers more.
Concern with the truckers is running the traffic light at Van Emmon_ Tag team is
something the police want to do more of. 423 stops last month. We should have a
State Trooper in our general area after Tanuary. Right now they are in training. Man-
hours are up. There were 39 hours of details. Some of it was from the'play& games.
We are at a full staff now.
4.) Grant Update/Reviews—Cops Mobile Data Terminal Project—Update—They should
be ready to go sometime in January. Cops School —Based Partnership Project Update
— They will be sending out invitations to a workshop on December 4. This is to set
up what to do with a bully and violence in the schools. The workshop is from 3:30
p.m, to 6:30 p.m. It is really more for kids and staff, If anyone from the City can
make it that would be great. There will be approximately 35 kids and six to eight
from the school staff. City Council will be doing a focus group meeting. It will
probably happen in January. Chamber board members will also be invited to the

focus group. Illinois First- Update - Mayor Prochaska sent off letter. Everything
has been approved. Money should be deposited fairly soon. Custom Electronics
would like to get paid in December.
5.) New Facility Update/Review/Concerns - Lieutenant's office is in the center. it is
12 X 14. There is no natural light in that office- Looking at putting a window along
side the door. Panels for Administration - We are looking at panels/partitions for
administration from Brian Debolt Debolt said they are in great shape. They have
outlets in them and the cords will go through. We would have to pick them up and
install them ourselves. Moving Cost for big Items - Looking to get cost from a
moving company for moving the bigger items. We will do the packing. Hoping to
move the first part of January. We are also getting prices on static panting for the W
office furniture. The painting will probably be done between Christmas and New
Years. The file cabinets might just get spray painted_ We will have to do the prep
work. Graff is hoping to get some probation workers to do the prep wo-I f
6.) Personnel Report - Training Report Update - Graff is doing a quarterly training
schedule for conferences and educational courses. He is hoping to have four accident
people available. Culvert can not certify. Reconstruction has to be done if there are
severer injuries or a death should there be a possible criminal judgement. If we use a
person from the State we do not get charged. We do have an agreement with
Plainfield and Naperville. Culvert can do the preliminary work but the State needs to
certify it. If we call Naperville or Plainfield in they will not certify Culvert's
preliminary work. We need to have another officer go through the module one and
two training programs, as a back up for Culvert. Graff will find out if anyone else is
interested.
7.) Solicitor Ordinance - Review -• Dan still has a legal question. Graff would like to
incorporate finger printing. You can not solicit if there is a no trespass sign or a no
solicit sign posted_ If someone still goes to the door soliciting then his or her permit
will be revoked. We do have the right to do background checks on groups soliciting.
Graff would like to get a draft from Dan. If it is a religious group, we can not do
anything. We can require them to come in and let us know the areas they plan to be
in. if they ask for a donation, then they are crossing the line.
S.) Sexual Harassment Policy Review- On hold with our liability carrier. Bring back in
January
9.) Portable Sign Ordinance-IJ*We-The press asked Mayor Prochaska -rere we are
with this ordinance. We are having Dan write language for this but we ado not have
anything back yet. Oswego has a permit for this. The Sign Committee should have
some input, The Sign Committee only meets when needed
10.) Personnel Assignments During December Holiday and Y2K - We met with the
Union Stuart for the on-call issue. Currently if an officer gets called back for any
reason they get paid two hours minimum of overtime. We will be restricting them to
stay in Yorkville. This could end up costing about$6,000 in overtime. Weather will
ply a big part. Graff will bring to COW with the plan for scheduling. By December
15 Matt and Berry will be posted at the banks. Cops will be seen more often the last
few days of the year. We iArill use governmental officials as a calming effect We
could possibld opeeme out of the new building on December 30 through Jahuary 2.

New Business
1.) Request to Replace Shredder with New Shredder — The Old Shredder is
Tnoperable/Broke — The shredder went out about four weeks ago. The motor burned
out_ We paid about $550 for it. Looking at a possible joint pure-- ul the City.
Graff called around locally and was referred to purchase direct from GBC. We can
hold of purchasing a little while longer. The shredder that we are looking at has a
three-year warranty and costs $1,280.
Additional Business
John Street — Talked to the residents, Kiddie Kampus, Sheriffs Department —
Everybody is ok with it. Kot feels that we should do both sides. Committee
recommends both sides. Take to COW.
