Public Safety Minutes 1999 10-25-99 t a CITY OF YORKVILLE PUBLIC SAFETY MEETING OCTOBER 25, 1999 MEMBERS PRESENT: Lary Kot, Burt Callmer, Rose Ann Spears, Richard Sticka, Dave Dockstader,Art Prochaska, Tony Graff, Cindy Green. City Wide Weather Warning Siren-No report available. The plans are still not complete. They feel that a larger service is need than what was first anticipated. Updated maps and costs are still needed. Budget Review 99/00 Overtime/September Police Report-Oct, Nov, and Dec. hours are already listed for the CPAT officers. These hours are set at 2080 per year. They will be added to or subtracted from as hours are worked. Traffic violations are up a little. Speeding and DUI's are up. Approx. 80%of the arrests hold up in court. There were no major issues at hometown days,the CPA helped out at the park and are also helping for after football game traffic. The stop lights have been synchronized. A possible promotion with car pooling. Grant update reviews-Mobile data system to have base station put in today. Should take about 10 days to complete installation and should be ready to go by Nov 10. Officers will be trained through the internet. Chief Graff hopes to be going by Dec. 1. School Based Partnership is progressing. An additional 32 students have been recruited. Chief Graff hopes to have a total of 50 students working with this program. He also wants to get the community leaders involved in this program for support. New Facility Update-Chief Graff presented costs for additional computer equipment needed. He has compared Gateway pricing with the government pricing. Also the fire station will be comparing the costs they incurred with their new equipment. This item will go back to Administration with the cost comparisons. Molly has prepared a spread sheet that will include the needs and costs. Costs for council chamber desk tables and chairs will also be oresented to Administration. Mr. Wywrot has ordered his drafting table and"flat file"cabinets. Illinois First Equipment Grant-The contract for this grant should be coming by the end of the week. It will be reviewed by Atty. Kramer and placed on the October 28 council agenda. If the contract has not been received and reviewed by Oct. 28, it will be placed on the Nov.4 council agenda. Abandoned Vehicle and Non-Motorized Vehicle Ordinance/Solicitor Ordinance-The proposal for abandoned vehicle has been sent to Atty. Kramer and has not been returned to Chief Graff. Non-motorized vehicles ordinance would remove trailers and other types of non- motorized vehicles from being parked along the streets in residential areas. This would include storage trailers, snowmobile trailers, etc. These trailers can be placed on improved surfaces, but would be restrictive to areas behind the building line. Inoperable vehicles or non registered vehicles would not be able to be parked longer than 7 days. Non-motorized vehicles to go to next COW meeting. Additional work needs to be made on the ordinance referring to non registered and inoperable vehicles. Section F&G of the draft to be presented to next COW, as section G is the penalty portion. The Solicitor ordinance will be reviewed by Atty. Kramer. If a residence is posted with a no solicitor sign, a permit can be revoked. Issues with regards to the local groups will need to be reviewed by Atty. Kramer. Personnel Report-Would like to review this report on a monthly basis. This would be helpful for new employees to become better know. Maybe attach a copy of a picture ID with a additional about the individual and what their position is. Sexual Harassment Policy-Waiting for Jim to bring this issue back to the November meeting. New Business: John St. No Parking-Sheriff Randall has requested that there be no parking on John St.west of Cannonball Trail. He felt that with all the emergency vehicles on John St.that it is a safety concern. There was also discussion with regards to vehicles parked on Somonauk St. east of Route 47. The street is narrow and during school hours there is a lot of bus traffic. This item to be placed on the next COW agenda. Portable Sign Ordinance-Concem was raised with a lot of lookers and the signs located along route 47. Sometimes the signs are placed too close to the streets. The Yorkville Chamber stated that they would support the City in the elimination of these signs. It was felt that if there couldn't be some kind of control,that the signs should be removed. The current sign ordinance states that a sign can only be placed on the property where the sale is being held. It was suggested that Atty. Kramer get something put together to help regulate this issue. Crime prevention training-There is a program available to give to local businesses that would allow them to take precautionary measures against crime. It was suggested to meet with Don Duffy with the Yorkville Chamber to get options to put this plan into effect and get cost analysis. Bring any update back to Public Safety. Subdivision Control-Intemet sights for traffic calming. There are several sights on the Internet that shows options and ideas as to what other cities with regards to slowing down traffic. Paintballs-There have been some problems with children and using paintball guns. In 1996 and ordinance was created to control air rifles. It was suggested that the ordinance needs to be reviewed and the verbiage be added with regards to paintball guns. It was suggested that the age restriction be removed from the ordinance and that it would be unlawful to carry such gun in a vehicle. $100 for the first offense, $500 for an additional offense. Also,that the gun could be confiscated on the first offense. This information needs to be sent to Atty. Kramer for review and then back to next COW. US Census 2000-Officer Diettrich has been involved with this before and will continue. This project will not affect his daily duties. The next Public Safety meeting November 22, 1999 @ 6:50 PM.
