Discussion:
1.) In Car Video Camera' roposaMemonshaticn—Oswego has in car video equipment. Equipment is
mounted in the car. It can not be moved from car to car. Timmy Jenson came from Oswego with
videotape for a demonstration. Jenson said they get a lot of gutlty pleas by having the video. He does
not think a VHS tape has ever been beaten. Tt someone tries to beat it they would be spending a lot of
time and money. It records audio and video both. Oswego has four cameras and they are mostly used
in the afternoons and at nighttime. Basically used for drugs and alcahoL They also use it for domestic
cases. When the officer goes into the home it is recording. They feel it is very cost effective. If you
can save court time then it cuts down on your cost. Oswego has had them for three to four years.
When they decided to get them they solicited bars and insurance companies and got$5,500 in
donations. Once they advertised it in the newspapers,people started sending donations.
2.) Budget Review FY 99/00—Overtime Report—Vacations are the major reason for overtime this pay
period. We are in line with last year. We want to stay under incase we have an investigations.
3.) Monthly Police Reports—June 1999—Traffic violations are up. Officers have not been giving tickets
for loud radiostcar stereos. State law says that if you can hear it 75 feet away then it is in violation.
We have written tickets for that in the past. It is not considered a moving violation so a person can get
as many tickets as necessary because their licenses can not be revoked. We had an officer that went to
the sexual offender training class. Property Crime is high. This is basically higher in the summer
time. Sticka is wondering if we have any kind of report that shows what gets solved? it would be
really difficult to have this type of report because it may take two years to solve a case. A conviction
can take six-months to one year. A DUI can take well over one year and a traffic ticket can take six
months if the person wants to drag it out. Callmer suggest maybe a report that list arrest,convictions,
and pendings,basically just to see how things flow,not to judge our officers. The officers do get a
result from their tickets. Kot does not want the report to be used as a gage for the police department.
To be viewed as something positive and he does not want to see it by officer. it needs to be done as an
overall group. Traffic would be good for this. Traffic monitoring is down. Rebuilt car is running
well.
4.) Hunting on the Fox River Update—Kot talked to Graff. There is no update except what was in the
paper. Still working on annexing the river that is in the City limits.
5.) Cops Grant Update—Mobile Data Terminals—We are looking at September 1. There were some
problems with the keyboards. They are also a little behind. The City and the County are using the
same installers. School-Based Partnership Project—Finishing up. Have not heard back on e big
grant. Molly is worldng on paperwork from Matt.Problem Solving Partnership Project(Pinewood
Resource Curter)—No update.
6.) New Facility Update/Review/Concerns—Pro posed Temporary Site for Polio Station During
Construction—There is 3,000 square feet at the old Brenert Eye Care building for$1,000 per month
and they plan on repainting. The Daly Center at Beecher could be used,but it has already been tinted
out. Countryside has space,cost is 51,500 per month for 1,500 square feet: Cb ecked into the Shopper
building,cost is$2,800 per month for 2,800 square feet. There are placep that we cart move into with
photit lines already ran to the building. The hirrem facility needs to be sold acid moved by September
15. At Worst eAl6 we will hav6 tb rent a piacd for five moi ih ,best case&V6 inoAs. Everydhe 1t
` aware that this is short term. Graff suggest the Brenert building. Mayor Prochaska does not want to
spend any money on a location that we are moving out of He does not want to be putting up doors
and walls etc. Hoping to get some donations/vol mteers to help with the move. This is probably not
going to be real comfortable. Mayor Prochaska does not want us to move any sooner than we have to.
The Brenert building is the best-priced location. We will need a sign. Calimer is wondering if anyone
conwed Sheriff Randall to see if there is any space available at the County Public Safety Center?
They are looking to add on. There is room for 60 people and they are full. They are not housing for
any other Counties. We need to find out if Graff has talked with Sheriff Randall to make sure all our
bases have been covered. if there is not any space available then recommend the Brenert building.
7.) Blinois First Equipment Grant Budget Proposal—Update—Speed Control Devices—Road Spikes and
Portable Speed Bumps—Speed bumps are out because of the cost Mayor Prochaska would like to sec
the Illinois First Grant to clarify what is corning from the budget. Evidence Collection Equipment—
DigiW Camera and 3 5m camera,would like to see the money spent on each item. Police Radios for
Citizens Police Academy Alumni—No discussion.
New Business
I-) Police Commission Research/Planning information—Kot talked to Graff A census will be taken next
year_ Population will be over 5,000. We will have to have a Police Commission. Mayor Prochaska
would like to keep working on this so we are ready for it when it happens.
2.) Police Officers,Liability Ordinance—Informational—In light with what happened in DuPage with the
DuPage Seven,we need to get some input from the Illinois Municipal League. Read over and bring
back next month for further discussion
3,) Seatbelt Ordinance—Information—If we adopt an ordinance for seatbelts then we can stop people just
for that. State law does not allow us to make a stop because someone is not wearing a seatbelt. There
are a number of communities that have already done this. it is a law and if someone is breaking the
law then we should not have to look for other reasons to stop someone for doing something else. We
would only be stopping for seatbelts, Kot feels that we need to allow our officers to enforce the law.
We need to do some more research. We need to get a sample ordinance from a community that does
this. We need to find out how often it is enforce. Maybe we could do a warning on the first stop,then
if someone gets stopped a second time within a year then we ticket them. It would be nice to do this
Countywide.
Additional Business
Mot Out—Kot has asked Graff to supply us with schedules.
Weather Warning Sirens—We have received a quote for moving the siren from the old fire department,
south on RI.47 by the new fire department on our pump. Cost with pole is$2,700,if we supply the
pole S 1,800. Kot would like to have a map outlining the area this siren will cover. We are going to be
looking at grant money for sirens in the spring. People to the north and west can not hear anything.
This is a concern. We need to figure out the greatest need and we need to figure out where the money
is coming from. Kot asked if we have considered getting together with Plano to cover the area by
EIdamine Road. There would be a startup cost of approximately$25,000. We need to work on this.

Department of Natural Resources—Mayor Prochaska received a letter that said they are going to
continue to study to remove the dam. Mayor Prochaska and Nanninga are going to send a letter.
There are a lot of concerns. We need to get our concerns out now. We do not know if it is a good idea
to remove the dam or not. It does need to be safer. We are still looking at the radium issues. At least
we have a reservoir of water there. Kot feels that a public statement needs to be made. Mayor
Prochaska will crake a copy of the letter for everyone.
