Attendees: Tony Graff Mayor Art Prochaska Larry Kc t Rose Spears Dave Dockctader Bob Allen Discussion: 1.) Residential Speed Study Proposed by M.Smith&Associates—There were some residents on Colonial Parkway,Barberry,Park. Somonauk, Church,Icing and W. Center that have requested that we reduce the speed limit to 25 NfPR Smith is charging$30 per hourtO do study. He is just starting his own business. This amount is very reasonable. He is putting together packages of information for us. Signs area concern for the Public Works department. W e could post a sign that the area is 25 MPH in areas we plan on targeting. Someplace may not show a need to lower the speed limit to 25 MPH. Smith would like to pick the streets. You have to take into consideration the width of the street, the number of driveways,etc and it needs to be a residential area Spring,McHugh,VanEmmon,Fox, Countryside Parkway,Center Parkway,Somonaulc S.Main and Game Farm Road would not be considered residential streets. He needs to get all the information together. Wywrot believes it will take about 40 hours. Study needs to last for three horns_ Looking at taking$2.000 from engineering_ Wywrot is going to check the budget. We might be able to tie into seatbelts and get a safety grant. You do not want to do a study at peak times because traffic may be moving faster to make a higher speed justifiable. Bring back. We should have a proposal by next meeting. 2.) Budget Review FY99/00—Overtime Report—69 hours of overtime. We are in the range we want to be in. 80 hours is good so anything below that is a good Officers have regulations on number of hours they are allowed to work We are working on a policy that no officer will be able to wort:a double shift unless it is an emergency. 3.) Monthly Police Reports—May 1999—Domestic battery dropped back to normal- Officers are malting more efforts on traffic stops. Everything seems to be going smoothly. Training for sexual offender registration is coming up. We currently have five sexual offenders registered. The list can be seen at the Police Department. This is for any sexual offender not just a sexual offcme with a child. It could be a 13 year old with a 19 year old or an incest situation. Some communities list names on their web page. It should be a countywide registration. An offender may not live in the actual City but still live across the street. 4.) Hunting on the Fox River—Update—Graff is requesting that Dan update Mayor Prochaska. The Department of Conservation has limited hunting to outside the City limits. They will also honor our restrictions. Bring back to next meeting. 5.) Cops Grant Update—Mobile Data Terminal Project—MDT's are in programming and keyboarding Looking at installing in August. Kot would like a demo once the install is complete. School-Based Partnership Project—We are trying to get training for University of Iilionis. The students should have something within six weeks. Senator Durbin is looking to do a round table discussion with the students on the survey that was done. If that happens Graff will let everyone know. Problem-Solving Partnership Project(Pinewood Resource Center)—No Report. Bulletproof Vest Cope Grant—No Report Safe/Healthy School Grant Proposal—No Report 6.) Police Pension Fund Information—No Report 7.) New Facility Update/Review/Concerns—Proposed Temporary Site for Police Station During Construction—There will be no way the police department will be able to move from current location right into the new building. There is no guarantee that the blacktop will get done. We need to have a - 1 - tarnparary facility in mind. There ma-f be some space in the Zeiter Dickson building coming available with the rent paid until November. Zeiler Dickson would donate that space'IOUs, They would charge us rein for November and December. We would need to have our voice mail and Dictaphone hooked up. We also have the Daley Censer at Beecher_ There would not be any rent but,it would probably be more costly to hook up the voice mail and Dictaphone. There have been daily activities planned there into the fall. Zeiter Dickson has also offered their Community Room for those activities. Our last option would be to rent a mobile office. We need to put a drop-dead date on when the house needs to be moved or bulldozed. The contractor is ok with October 1 to get the parking lot paved. We are probably looking at a temporary location for two to three months. Ideally we want to be out by October 1. Most of the stuff is already in boxes- Would probably only take about two more days to pack There is approximately$28,000 in the contingency fund. The contractor has not indicated any extra charge for the triple basin drain for the sally port. We need to follow our codes. Any wiring we do in the Beecher building will stay there- Brian Debolt has some partitions that we would be able to use. We would need to talk with Dan about accepting anything from Zeiler Dickson. We do not want any conflicts of interest. Dockstader does not see it as a conflict. Most building owners can not rent out space if it has already been paid for unless they refund the money. We would need to see what they put in writing. A mobile office is not an option. Graff will keep everybody updated. We need to put in a cut off date for anyone interested in purchasing the house. Our biggest concern is to have a safe useful facility. 8.) Illinois First Equipment Grant Budget Proposal—Canine PurchaseALJnit—Once we get a Canine Unit our crime or stats will go up until the bad guys know we have a canine unit in town. Pleckum is involved with working with other communities. If an arrest is made we do get some money for it also. That will help offset some of the cost. Pleckwn is on flextime. There is still a lot of paperwork that needs to be completed. We should have more by the July meeting. Graff has reserved a dog. Pleckum has to ok the dog. If everything goes right all the training will be done by Riverfront Festival. Graff is looking for a recommendation from Committee to go to City Council to purchase a dog. Dockstader would like to get more information. Food and Veterinary services arc being donated. We have an officer that really wants to do this. The program may end up paying for itself because we will be getting money from drug bust. One ofthe upsides is officer safety- We bought used equipment from Midlothian because they terminated their Canine Unit There will be an agreement with the Union, City and employee. Invoice needs to be dated after July 1. Kot likes the Canine bait. We have an officer that is very interested and has done a lot of work This reall y In-Car Cameras—We will soon be the only city in the County without in-=cameras, helps keep things in check- You have a back up. Then we have evidence and it is our word against theirs. We only had 24 DUrs because we have no proof. Only two cars will have them. The officer is able to turn the camera on from their belt,but they can not turn them off Camera goes 360 degrees and it also picks up voice. We collect$22.70 pertraffic ticket if contested and 528.00 if prepaid. We get 60 percent of a DUI fine. Our plan would be to try to buy some every year. We would include the cost m with the new car automatically. looking at different speed Speed Control Devices—Road Spikes&Portable Speed Bump We are n g down and devices. Passive road spikes,cost is approximately 5850. This is the type of spike that goes up with a push button. The officer can be up to 50 feet away. Graff would like to get these. Speed bumps,these are on wheels. They could be used at Riverfrout Festival and at the schools. It has signage. Graff is not looking to put them up just anywhere. Would be using them for special events. We would want a hold harmless agreement with the schools. Graff will check with Dan on the liability. Cost of the portable speed pumps is$1,650. Evidence Collection Equipment—We only have one camera Something needed to be fixed and the camera was in the shop for four weeks. The cost of a 35mm is$450. Digital video Camera is$900 and the courts will accept a VHS tape. Police Radios for Citizen Police Academy Alumni—For a one-watt radio the cost is$250- Graff would like to get three to five watt radios and cost is 5300 to$400. Swithin would like to use the radios for special events. to be able to use Ford Expedition Additional Equipment—There is the possibility of adding equipment the Ford Expedition as a mobile command center. You would be able to park the Expedition make phone calls,have additional lighting etc. Price is approximately$6,400. We may be able to get that price down. We do have some equipment in storage. We would need an additional light bar. There -2- would be additional cost involved, lice when things needed to be repaired or replaced. The$6,400 includes new radios and equipment. it would be patrol ready. We would use it for weather related problems. Usually in a snowstorm there are two people assigned to a car. If everything goes smoothly should be installed by August. 9.) Additional Business—Dam—Maybe we could have volunteers help patrol the dam. This would be a good place to use the radios. Grant—Sheriff Randall assisted with a grant. HIDA—in cooperation with Kendall,Grundy and Will counties. Each officer would get overtime, if drug or gang related,we would get reimbursed from the S=t- We will get monthly reports and then quarterly reports. It is a federal grant with a three-year commitment. We are looking to use the Lumina for surveillance. Graff is worldng with the States Attorney's office on monitoring equipment with voiceprint. Helping with crime intervention. Mayor Prochaska and Tony Graff were invited as guest speakers for the Illinois Municipal League. 4!'of July—If someone is caught with fireworks,officers usually warn and confiscate if some one is careless or if it is a kid.
