Discussion—
1.) Budget Review FY98/99&99/00—Overtime Report—There were 92 hours of full time. Training
hours higher the normal. Dignitary Training was done on Friday and Saturday. Most of the officers
went through this training. Whoever missed this training will go through training in the:fall. Part time
hours for the year was at 1981,we predicted 2000 hours. We are at 2,500 overtime hours. We
predicted 2000 hour there also. Investigation hours were higher then normal. Graff plans ongoing
through this to figure out where things are. We also had a lot of sick time. Year-end is being reviewed
now. Kim will be providing a report. Last payroll out at 58. We are keeping two full time officers at
the high school. We are not using relief officers for that Sometimes there are extra officers there. We
need to separate the revenue for the C.O.P.S grant money. Graff anticipates to be 878,000 over
budget. Kim and Graff have different figures for the revenue for the Cops, Kim shows S 139,000 and
Graff shows$159,000. Money automatically goes into the account,then Kim post by the bank
statement Kot is more concerned with the total budget For a few months we were on target then all
of a sudden overtime shot up. We should look at tracking the funds differently. Is it really money or is
it COPS money? Graff will continue to work with Kim on this. Graff feels that once it is corrected,it
will be$7,000 to$8,000 over.
2.) Monthly Police Reports—April 1999—There were no major expenses on automobiles. We have put
8,000 miles on our refurbished car. It is running great As long as the frame of a car is ok then you
can refurbish it. Cost to refurbish a car is about$10,500. They recommend 80,000 miles for apatrol
car.Once the engine is rebuilt then you can go 140,000 to 180,000 miles. There were 174 man-hours.
Man-hours are in line. Retail theft is back in line. We bad a few small burglaries,nothing big.
Domestic Violence is up. Usually with tax time we have between 8-10 calls and this year we had
eight,but no calls on April 15. Graff talked with Aurora about borrowing their speed trailer. Graff has
a few placed he would like to put it like on E.Main Street once the pool opens,and Colonial Parkway.
The speed limit on Colonial Parkway may be reduced to 25 MPH. If that happens he would like to put
the speed trailer there. The road has numerous driveways. Wywrot needs to do a study and present it
to the Mayor. There is a new parts on Colonial Parkway. Pinewood residents arc using the park and
things are going smoothly. COPS Report—Still need to provide a narrative,but there is usually a
one-month lag. Quarterly report compare last years with this year.
3.) Proposed Massage'therapist Ordinance—Review/Update—Spears got a copy of an ordinance at the
RML in Springfield. We did not feel that we needed to use it We passed an adult entertainment
ordinance last year. Now we would like to address legitimate massage parlors. This ordinance would
exempt any medical professional that is doing massages for medical purposes. We are regulating
massage parlors. Dan is doing some legal research. It could be considered adult entertainment if there
are ladies walking around in bikinis basically giving touchy fcoly rubs. Rot would like to make sum
we have something in place before someone is here wanting to put in a massage parlor, We can
probably refer to the zoning book for the allowable areas. We are not promoting this. Take to COW if
we have some answers from Dan,otherwise table discussion.
4.) Hunting on Fox River Update—Dan is preparing annexation paperwork Some of the residents of
White Oak are pay for the survey. Survey needs to be attached to DNR paperwork. Bring to COW if
we have the annexation agreement. We can annex the river and regulate for safety purposes.

5.) Proposed New Squad Car Purchase for FY99/00—The used Sports Utility Vehicic is off the table.
Under the capital fund we had$54,000 revenue,$23,000 is reserved for a vehicle. Under equipment
there is 56,000 budgeted for equipment Upgrade on the Dictaphone System will Bost$2,250. The
remainder of that money will cover the cost of the emergency equipment for the vehicle. We have
$27,500 to purchase the Ford Expedition. This fits in with our plan. It is a good vehicle, The MDT
will fit in it Joliet has purchased four of them. Kot would like to ask them to bring one to a meeting
for us to look at Canine Unit needs to have something lower to the ground It hurts the dogs hips to
jump that far down. Usually a car is best. Graff needs to find out when the Expedition bid is up. It
might be over at the end of June. The Expedition should be great in the snowstorms. Graff will put
together a memo with how the money will come in. We are only$400 short Graff will have
everything in writing for COW. If the numbers work out bring to COW.
6.) COPS Grant Update—Mobile Data Terminal Project—Operations is getting ready for the software.
Laptops should be delivered in the next two weeks. Graff expects to have everything by August
Financing had to go out to cv cry bank In the County to bid. We will be holding back 10 percent of the
final payment for either throe or sit months. The City of Yorkville does not have to finance. Graff
wrote the grant for the County. We will be able to communicate with Aurora,Joliet,Plano,Oswego,
the State Police etc. We will be getting one free through the grant. KenCom is getting four extra.
Since we have helped them out so much they are giving one to us.
School-Based Partnership Pmjcct—We are receiving more money. We are coord mtiag more from
the University of Illinois. We need to have a way to evaluate our programs. We are at looking money
for a Coordinator and we will use sumo for our website. We need to say where we are going to spend
the money. The school website needs to have a hold harmless agreement. We need 10 add ad&tional
insurance. The agreement is a procedure on how we are going to work together. Most of the language
is included in the original intergovernmental agreement Put on agenda for City Council.The Lids will
probably will not start until June lo. Will not be doing any formal work until contraet is signed We
need to certify the transition cost. Graff left a message for Dan to review it in writing.
Problem Solving Partnership Project—(Pinewood Resource Center)—We have 515,000 in the budget.
Assessment is complctcd. We are going to have a response In place for domestic violence all the way
through the courts. We need to do some training. Everybody will be included such as, clergy,County
and City people
Bulletproof Vest Cops Grant—The grant pays for 50 percent of the vest We have five vests that will
expire this year. The Officers social security number will be Gartered, then they go and purchase and
the money is deposited into the bank account Vest usually last five years. They do last longer but
they are only guaranteed for five years. We have to be carefully giving this type of thing away because
of the liability. Years ago our vest were donated to Russia. They had nothing for protection.
Safe Health School Chant Proposal—Three year grant Up to three million dollars. We are writing
with the school and Health Department Most of the money will go into inter-prevention and making
our schools safer. We are meeting with architects and security people this week
7.) Proposed New Sergeant's Position—Selection Process Update—Everything is in line. There is a five-
member panel that will be doing the interviews. Looking at starting at 3:00 P.M There maybe be
seven candidates. We are looking to promote a third Sergeant Graff selected the people to be on the
panel. There will be a set of instructions. These will be a letter of interest from each candidate. The
panel members will get a packet of information. There will be three scenario situations. The written
part will be the legal part,knowledge of police procedures. The oral and written interview will be
worth different percentages. It will be a cumulative score going into the written part There will be a
20-minute time limit per candidate. Would like to make announcement by July 1.
8.) Review Traffic Pattern on Game Farm Road—School Campus—We have looked at all the reports. AD
the accidents that have happened have happened in the school parking lot. Two of theta were at the
middle school and one at Beecher. There has been one accident at Game Farm Road and Route 34,
Once Somonauk Street is blacktopped it should help with the flow of traffic in that aim The road will
be widened by about two feet Road rage is an issue because there is more congestion. We might be
able to get a five to slut-car stacker tam lane. A small apron at the middle school would help with
turns. Graff is going to meet with Brian Debolt in two weeks to discuss some of the issues. We have
some money budgeted for sidewalks on Somonauk. Pleasure Street is in the County. Talk with Fran
about having the tree on the comer trimmed. Dockstader feels working with the school on this
sidewalk issue is very important There is not an Officer out as traffic control everyday.

9.) Police Pension Fund Information—Actuaries are being done. We need the numbers from the RO L.
We are working on finding out how much money we need so we can be prepared when the time
comes. This is a levied amount
10.)New Facility Update/Review Concerns—One of the things we wanted was a finished locker room for
the Officers. This may not happen right away. We might be able to get some lockers from Retuline or
Lyon Metal. Maybe they would donate some seconds. We need to be thinking of creative ways to do
the locker room. We may be able to get some work or items donated We do not want to create any
hard feelings.
11.)Public Safety Monthly Meeting Date Discussion—Mondays and Tuesdays are bad for Callmer. Kot is
willing to change his schedule. Wednesdays are bad for Spears and Dockstader. Kot will talk with
Callmer,either the fourth Monday or Tuesday,
12.)Additional Business—Weather Warning Device for Sirens—Policy has not been written. Martin is
working with Swithin. The high school has been using it. Dockstader would like to see one. Swithin
has met with the Utapires. Circle Center needs one also. Policy needs to be completed right away.
Bike Patrol—The gays were not able to get into the May class. There is a class coming up in June and
they will be going then.
