Discussion:
1.) Budget Review FY98/99—Overtime Usage Report Reviewed—There were some adjustments made.
Sometimes if pay slips are not turned in then they goon the next pay period. Then it is corrected back
so you know what pay period it actually was far. We use the year before to budget for overtime.
Nanninga and Graff will be doing a six-month review. We are at about 52 percent of our budget.
There are three line items that will need to be credited back and all three are grant related. Once
credited back we will probably go down to about 48-49 percent.
2.) September Police Reports—A narrative will be added to the activity report. Notes will be added.
When an officer works on a special project they will be adding a summery so you get a basic idea of
what they are doing and teaching. September went up because ofthe River Front Festival. We need
to change some of the hours to patrol hours. Not all of the hours are COPS hours. Bike patrol is
considered COPS unit. Graff would like to break out the COPS unit. Graff is concerned with retail
thefts. Under the new format, Shell is in line. There was a robbery on September 1,by a passer
through. Person robbed in North Aurora and a warrant for the arrest is out. We did a line up with
North Aurora and now the person is in jail. Theft under$300 is like stuff out of yards. Traffic
violations are back up. Graff just got traffic accidents coded. He would lace to get violation codes set
up also. There are several areas where there are always traffic complaints. Vandalism stuff is being
posted and it really becomes an awareness issue. Vehicle report,Graff will make sure a copy gets in
everyone's mailbox.
3-) C.O.P.S. Grant Award—Updates—Copsmore 96-Mobile Data Terminals—We just received another
quote from Panasonic because of a price decrease from$250 to$233. Purchase is going into
Panasonic. Hoping to have installations completed by February and everything up and running by
March 1. The tower should be put up in the next 30 to 90 days. All of the technology at KenCom is
Y2K compliant,but we still need to get confirmation on the phones. Graff will ask for an advance on
the grant so the money is here by fiscal year.
Problem-Solving Partnerships—Request Presentation to City Council—They would like to do a 15-20
minute presentation to the City Council on what they have been doing and what is going on,along with
a survey. They would like to do the presentation at a COW meeting. Graff is looking at November 12.
Kot would like to schedule that. The Coordinator will put together packets with information for
everyone. Graff will hand those out at City Council so there is time to review the information We are
requesting that the funds to be replenished. We plan on bringing in a facilitator to do some training to
use up the funds. Also looking to purchase some software. Uwe do not hire an intern then we may
have to return those funds.
School Based Partnership—We lost the sub-teaching funds because they did not feel that it was
completely related. They are also disporting some of the benefits for Officer Fletcher. it is only about
$680. Graff is contesting the benefits.
Universal Hiring Supplement—We did still re a the award. Graff had to write a letter because we
were late getting the acceptance in.

4_) Review Organizational Chart(Draft)—Update—This is a working document. Kot tried to limit
duplication. Citizens' input can go to anybody. lnvestigators needs to be changed to investigations.
This is a communication chart and needs to be added to the title. Graff has a very simple chart that he
goes by for the Police Department only. Kot will make some changes and bring back.
5.) Technology Update—Y2K Plan—Graff met with Nanninga today. They are trying to identify
everything on a flow chart. Some of the computers are compliant and some are not. Dictaphone is
2000 ready. But we will have to purchase a patch. Graff is going to complain because that should
have been explained at the time of purchase. We need a new file server, We are almost at capacity on
the memory, Currently at 82 percent. Graff is working on getting specs with options together. He
would like to be able to get upgrades and upsized equipment to add when we are able to add. He
would like to get/give recommendations at COW to get bids on two file servers. Most likely any
hardware purchased before 1996 is probably not compliant and we do have a few old computers. No
one really seems to know whether the monitors are going to work or not. Most vendors will not give
you an assurance. Spang thinks we should look into multiple hard drives,two smaller drives over one
large one. At least then if one drive dies,then you end up loosing less information. Graff would like
to request to advertise. We need to be able to identify some funds to pay for everything. We do not
want to deal with proprietary hardware. Both Dell and Compaq are proprietary. Kot would like to see
some prioritizing on the list. If we have smaller older computers that are not really getting used very
often then those should be at the bottom of the list. Spang would like to make sure someone oversee
this project to make sure everything is going to work together. We will need two file servers but we
will want them to be able to communicate together,even though everyone will be in the same building,
the two file servers still need to be separate. Spang thinks that we should include in our specs what are
plans and our intentions are. Molly is working City wide on this project and has also offered her
services to the Library. Graff thinks that we should consider hiring a consultant design or have our
vendors come to us,and let them tell us the best way to go about it. Looking to go with Novell file
servers. This list is only what Molly has completed so far. Graff has a few places that he can check
with on where they got their systems. We are probably looking at$10,000 to 515,000 for two new file
servers. Graff will meet with Nanninga tomorrow. Graff is requesting letters from our vendors stating
that our hardware and software is 2000 compliant. Spang thinks we should be able to use Windows
NT. Graff will request quotes from a few consultants. Lucent will come in and integrate computer
systems with the phones. We want everyone on the same page.
6.) 10 Year Vehicle Plan—Expenditure Update—Recondition car is over at Jacob's. We are at$11,000.
That will be our payment for March 1 of 1999. We are getting prices on touch up paint to cover rust
spots and other places. On the financed car we are looking to payback$11,000 per year. Gra$is
proposing to finance a laser radar gun. Revenue from radar guns goes into the general fund. Spang
heard from some of the Aurora Police that they do not care for the laser guns. Graff said that in a
congested area you could point a laser gun at one car and know that is the car you picked up. If we do
not finance there is no line item that will cover a laser gun. Most of our radars are five to seven years
old. With the$912 that is leftover maybe we could put that elsewhere. No one seems to want to
finance a laser radar gun.
Two New 1998 Ford Squad Cars—The stripping was sent via UPS today. That should be completed
by Thursday. Vehicle maintenance,$46,000 if we do loan payment. Have$12,000 left in the vehicle
maintenance.
7.) Ordinance Amendment—RE.Barking Dogs—Everyone should have received a full copy or the
ordinance so we know how the amendment fits into the ordinance. It is our ordinance but we still need
to let the courts know what we want. Take language of disturbing the peace. Looks like it may have
been mixed up with barking dogs and dangerous animals. Graff feels that if a dog barks for more then
15 minutes that then,kind of becomes a nuisance, You need to take into consideration the
surroundings,time of day, neighborhood,etc. Time of day should be added to the ordinance. Usually
calling the police over a barking dog is a last resort for someone. Before a ticket is issued,the police
will try to mediate,but sometimes it will end up in court. The fines are there as a remedial. There
needs to be a medium. Exempt dogs out of the current dangerous animal ordinance. Graff will meet
with Dean. Remove destruction in the barking dog ordinance. Kot thinks the wording needs to be a
little open. _

New Business:
1.) Police Chaplain Program—We do have a chaplain on call now. We will be having a meeting on
November 12th for when officers should call.
2.) Fox Valley Shopper Driveway—Update—Eric Dhuse did some designs to help. Signs should be
posted. Looking at possible posts with a chain for when they are not using,or off-hours. The Shopper
will be out of the building as of May 1. A chain will have to be off the right of way. Graff has not
seen anyone cut through there yet.
Additional Business
School Buses—Signs have been ordered. Idot is coming out to watch the flow of traffic. If there is a
time clock in the traffic light then it will be easy to change. We will do some monitoring. We new to
make sure the lights are still in sync. Spang suggested maybe in the mornings and at night a uniformed
officer stand at the railroad crossing so the buses would not have to stop,or maybe a CSO. Graff said
he does not have enough officers to have one posted at the railroad crossing. Graff needs to check into
State stature.
Crossing Guards—Crossing Guard on the south side of town,Graff had notified three or four different
people to let the Police department know if the south side crossing guard is not there. The person did
follow the policy on what she was suppose to do,but it did not get through the proper channels. There
was one day when no one was there to assist the children in crossing Rt.47.
Sidewalks Around Schools—Mill is a dangerous street. There are no sidewalks. Maybe get Wywrot
to look at this and identify areas where sidewalks are needed. Talk with the schools also.
Junk Cars—We should probably check the ordinance_ It has not been revised in a long time. What is a
junk car? Does that mean expired plates? State stature says no expired-tagged vehicle can be parked
on the street. Graff will check to find out if cars have been stickered or not.
Power Line—There is a large tree branch leaning on a power line on the south side of Fox Street just
before White Oak. ComEd might take care of that. Diederick will call ComEd.
Massage Ordinance—Should have something at next meeting. Need to follow the orthopedic
standards.
Bike Patrol—Kot would like year-end report.
