Discussion: Old Business
1. ) Budget Review FY 97/98 & FY 98/99 - Overtime Usage Report
Reviewed - There is only one week on here. Overtime is normal
for this time of year. Overtime is reflected because of armed
robbery. Relief is usually time off requested by an officer
and we can not find a part time person to cover the hours. It
is usually vacation time. Occasionally it is sick leave.
Usually the time is offered to part time employees, then COPS
officers because they have flexible schedules, and then as
overtime. A standard uniform is a shirt, pants, shoes and a
light jacket. Cost is $125 to $150. For part time employees
we purchase pants, shirts and jackets. Graff would like to
review the pay structure because it seems to be low. Graff has
just completed a pay study. Tina Baird wants to work here on
the midnight shift. Kot would like to have her come to a
meeting for an introduction_ Spang would like to get more part
time officers. Spang knows a couple that is interested in part
time work.
2. ) Idot Update - Rt 47 & Countryside Parkway - Bids have been
opened. We will be voting on it as it comes through.
Speed Study Request for Rt. 34 From Cannonball To Eldamain -
Looking at applications for the intersection of Fox Hill.
Getting ready to go to bid. Graff is getting ready to do a
preliminary study. It is up to Idot. If Idot does not do
anything in 30-45 days then Graff will send another request_
3. ) May Police Reports - C.O.P.S- Unit Report - Criminal incident
dropped down. Violations have picked up. We have been given
incentives to issue more violations. We write both seat belt
warnings and tickets. 83 percent of the people are using their
seat belts. 754 cars went through the road check. Graff will
getting a report together as soon as possible. Citations were
written for insurance. Take to COW.
4. ) C.0-P.S. Grant Award - Problem Solving Partnership - Resource
Center Update - Having a meeting on Friday. Graff is going to
Boston for Technical Assistant Training.
Mobile Data Terminals - Graff filled out a grant for $312,000
for the County. We went in with the Sheriff's Department.
Graff figures he only spent 8-9 hours and this will help us.

like to decide what system we will all need to use.
Community School Based Partnership Application - Application
Mailed $97,000 (100% Funded) - We are applying for this grant.
Most of Matt's time is spent in the schools. And maybe some of
Tony's time will be spent there too. Graff thinks our chances
of getting this grant are good. We meet every one of their
objectives. We have gotten the student council involved.
Universal Hiring - Received Award for Another Officer - We have
received letter stating that the money is there if we want it.
We applied for this grant on a five year plan, depending on our
growth and need. Under the grant we usually have 18 months to
hire someone once it is awarded. We can request an extension.
We are about eight to nine months behind on the five year plan.
In the long range plan for the C.O_P.S. they become part of the
patrol unit. Graff would like to have one C.O.P.S. officer on
each shift. Graff needs to look at the schedules and the
budgets and see where a person is needed. Graff will bring
organizational plan to the next meeting.
Bureau of Justice Assistant - FY 1998 Open Solicitation
Application - Graff is putting a grant application together.
We are looking for a senior citizen advocate. SoOmetimes when
a senior citizen is abused or violated in a forgery or robbery
they will become shut ins because they are afraid to go out.
Grant was sent off July 2.
5. ) Human Resource Commission - Update - Orientation Meeting
Scheduled June 30, 1998 - 7:00 P.M. - Mayor Johnson has
scheduled a meeting at Beecher. Mayor Johnson just wanted
Graff to remind everyone.
6. ) Police Clerk Hiring Update - Testing went first. Graff is
recommending Trudy Trueberry.
7. ) Present FY 98/99 Goals and Objectives - Graff added to the
Community Policing Initiatives Citizen Police Academy Program.
This will be awhile down the road. Graff gave a report from
last years goals and objectives.
8. ) vehicle Maintenance Service Agreements Recommendations - Graff
did service agreements. Surveyed Wholesale Tires, Automotive
Specialities, Staffords and Gjoviks. We will be using
Precision Lube for regular oil changes because of the cost and
timeliness. They also print out a report. we save $2.95 and
get a report_ Wholesale Tires will prioritize our cars. They
will park our cars inside. Labor is $40. 00 per hour.
Automotive Specialities labor is $39.00 per hour but they do
things much differently. Wholesale can do everything and the
inspection. Automotive Specialities was 20 percent higher on
wholesale price on parts. We will continue to use Stafford' s
for transmission work. Wholesale Tires does not do
transmission work. We have gotten written quotes from
businesses with prices good for one year, but we should pass a
resolution. Graff would recommend that we sign on with
Wholesale Tires. We need to lock in the prices. We will do

request for service quotes yearly. When we send out for bid we
request it for one year. This will also cover other City
vehicles. Take to COW.
New Business
1. ) Proposed False Alarm Ordinance - Model ordinance was just
passed out. We are working with KenCom on how we want to deal
with actual false alarms. We need to wait until we know how
KenCom monitors alarms. We will not adopt an ordinance unless
there is a real problem. Bring back.
2. ) Captial Equipment 5-Year Plan - This is currently being worked
on.
Additional Business
- Full Liquor Licenses for Pride Pantry - Tom Hughes and Mohammad
Kapadia would like to have a full liquor licenses. Kapadia
said that they were promised a full licenses. They do not plan
on turning Pride into a liquor store. Pride is the only store
on that side of town that stays open late. It is a family ran
business_ They have a beer and wine licenses, but they would
like to be able to sell hard liquor also. They will agree to
any friendly agreement with the City. Kot's understanding was
that the Committee will make recommendations to the Liquor
Commissioner, Mayor Johnson. First, we need to get over the
liquor violation of the liquor licenses when they sold to a
minor. It was going to be six months before we would consider
looking at this again. Kapadia runs the store and Hughes owns
the property. Hughes said he was promised a full licenses and
feels that it is an economic stand point. Hughes would like to
see it happen. Hughes feels that he is having to fight for it.
Kapadia and his wife work the store. He works 17 hours a day,
can't we give some consideration to the small business owner?
Rot feels that a lot of people go to that store because people
feel safe sending their children there for milk or bread.
Kapadia said that the first week he was opened a City official
came into his store and introduced himself and said that if he
gets a full liquor licenses that his kids would never go back
in there. It has been six months since the actual violation.
Kot feels that if there was not a violation that discussions
would have been started by now. They have made a mistake just
like everyone else. Hard liquor sells better in the
summertime. They have no plans of putting gas in because
there is not enough room_ Why is no one cooperative? He did
not ask for any tag rebates or anything else. Can't we cut
them any slack? Owsego has all kind of convenience stores with
hard liquor licenses. Now the City allows five full liquor
licenses and we currently have two full line resellers. The
Liquor Commissioner has said he would not review this again
until November 1. Hughes and Kapadia need this economically.
Shell has a beer and wine licenses and make the competition
stronger. We will review a proposal. Hughes feels that
everyone is against him. The store was opened in April. Sting
Operation was in January. Kapadia said we can always

reconsider things. Taxes are approximately $7,000. Kapadia
does not get anything off his rent because Hughes did not get a
full liquor licenses when he was promised one. They have
several request for hard liquor. They are only asking for
equal opportunity_ Kapadia moved here from Skokie. No
officials ever came in to ask if everything was ok of if they
needed anything. Dan could write a friendly agreement that it
will not be turned into a liquor store that can be attached to
the liquor license. They will need to come up with a plan
based on square footage. Spang is not in favor of any liquor
sales because he has seen the effects of abuse, but he does not
feel that Hughes and Kapadia are getting fair treatment as some
others are. Hughes feels he is being treated as if he is
trying to do something wrong. He would not have spent the
money on this property because of the things that needed to be
done to it. They do not figure it will generate a lot of
revenue, but if a Jewel/Osco or a Walgreens comes to town then
we will be giving them a full liquor licenses. Graff will have
Dan start an agreement. Hughes and Kapadia need to bring back
a proposal on a plan. Kapadia feels they have already done
this. Kapadia knows that Prochaska and Jones are completely
against this. Kapadia was told not to pay the fine and just do
community service work, but in five months no one has contacted
him to do anything and he would like to get it done. Spang is
concerned that the we will give someone else a full liquor
license. If the right business comes to town we will give them
anything they want. We need to have some criteria for issuing
a full liquor licenses. Spang will suggest to Mayor Johnson
that no full liquor licenses be issued until this is resolved.
Hughes and Kapadia will bring back plans for isolating the
liquor to the next meeting. They would like everyone to have
an open mind.
- Neighborhood Watch lists need to be updated_
Police Academy\Neighborhood Watch - Radar Monitoring - We do
have a repaired radar gun that could be used. Kot has some
real mixed emotions with this. There could be retaliation.
This would not be advertised and it would have to be discreet.
The letter that would be sent to violators would need to be a
friendly letter of warning. Graff will get a policy and
restrictions together.
Citizens Patrolling the Parks - People in the parks break the
law but no one wants to call the police. Down at the
Riverfront Park people are crossing the gravel and pulling all
the way up to the river. There are kids running back and
forth. Cars are making ruts in planted area.
Storm Management at Baseball Fileds - There was really poor
management in getting the kids off the field with the last
major storm that came through. There is the possibility of
adding to the storm sewer a siren that will go off when there
lighting. It would be put in the parks depending on the cost.
