Discussion - Old Business
1 . ) Budget Review FY 97/98 S FY 98/99 - Fiscal report from the last
audit report just came from Kim. overtime was at $45,545 for
last year. $14,000 over budget. There are some corrections
the will need to be made. Some of the money is for the
resource center. We can transfer funds but there needs to be a
paper trail for the auditors. Money has already been spent and
we are just now getting it in now. We should end up being at
about $30,000 to the good.
2. ) Idot Update - Rt. 47 & Countryside Parkway - Update - Bids are
out.
Speed Study Request for Rt 34 from Cannonball to Eldamain -
Graff spoke to Gireb. They will request a speed study after
the turn lanes are put in at Rt 34 and Diehl Farm Road at Fox
Hill. We can do a speed study ourselves. if we do one between
7:00 and 9:00 traffic is backed up anyway. Once the turn lanes
are put in then the speed limit will be reduced to 45 miles per
hour_ Dresden has not done the first intersection yet and he
may not put in the intersection at Diehl Farm Road unless he
finds someone to develop the property. We will gotta for al
response bask as to why a speed study 1$
Rot is concerned with not moving quickly enough_ One of the
final plats for the pod needs to be signed by Mayor Johnson,
but he will not sign until the intersection is done or at least
started.
3. ) April Police Reports - The new Lumina is hard to get out of by
the larger/taller police officers. The car handles nicely.
M-6 was in the shop for some transmission work for most of
April. Offenses are a little high. Some scuffles in parking
lots. Criminal damage to property was high, damage to
mailboxes. Burglary to autos is down this year.
4. ) C.O.P.S. Grant Award - Problem Solving Partnership - Had a
meeting on Thursday. They are developing more and more
programs. Starting to identify some of the problems. Had
request for more infant swings. There are a lot of toddlers in
the area. The focus group has been going door to door.
Residents have also requested a bike rack. They have very
little storage. Another problem is drinking in public like in

parking lots and common areas. Landlord would have to post no
drinking signs. Cobb park is a public park. Some residents
that have gone there have been told by residents living one
Colony Parkway that it is a private park for
will be getting a pre-assessment report.
Mobile Data Terminals - Update - Graff is applying for another
grant but not as a City. The grant is almost done. Will be
presented on Thursday. This will help get KenCom some funding.

Community School Based Partnership App be
aware of the grants that we are applying for. We have
identified threatening and intimidation going on at the schools
and on the buses. Grant is 100 percent funded. This would
cover addressing problems, training for teachers and
counselors, research, and a coordinator to implement the
programs . Possible restorative justice, this could be an
interview for the victim to find out why the person committed
the crime against them. This often helps the victim a lot.
The judges love the idea of the person committing the crime
going to work for the victim, but then there needs to be a
person there to supervise them. Once the award comes in we can
decide if we want to do it or not.
5. ) Human Resource Commission Update - Orientation meeting will be
held at Beecher on June 30, at 7:00 p.m. The core group will
meet and anyone else that is interested. Going to do an
orientation to inform everyone what is going on so they know
what will be expected.
6. ) Yorkville School District Strategy Plan - Update - Met with the
school district. There are some things that they would like to
have in place in the future. They City did make some
recommendations. We need to have a person at the meetings that
will be an active participant. This person could be the school
liaison person. This person needs to be active with the City
also. Liaison person needs to get copies of all the minutes
from the meetings when they are not present.
7. ) Police Clerk Duties a Responsibilities - Update - Typing test
are ready for the three applicants. Two of the applicants have
Dictaphone experience. Molly has been work full time since
Judy left. We need to either make her a full time yemweomake r
she needs to go back to 60 hours per pay period.
her full time her title would change to Web Coordinator.
Molly is a computer science major at Aurora University. She
would rather have a stipend then the insurance. She would have
to write a letter waiving the insurance but if at later time
she wanted the insurance the City would have to offer it. The
Web Coordinator would receive all information from the
different departments and train other people on how to use the
internet. Molly's time is up in June. Kot would like to see
some figures . Graff will talk with Nanninga about it. We need
to decide who she would be working under. Graff will get some
information together.

8. ) C.O.P.S. Unit Update & Report - only have report from March.
Still reviewing report from April . Bikes are being used for
patrol_ Graff would like to give the people that donated the
bikes awards. Spang suggest maybe offering them a space ar.

to advertise in our market. Prochaska suggest maybe something
through the Chamber of Commerce. Hopefully by June 11
everything will be organized.
9. ) 98/99 Goals and objectives - We want to look at the human
resource commission working with the downtown area for parking
coordinating and railroad safety. The community policing have
implemented the training they have gotten. Working on the new
facility to stay within budget. We will have windows,sbut they
will be above street level with an up g
does provide a better working environment. Security is
important but we do not want to go overboard either. we do
need to be able to increase security if necessary. Files need
to be centrally located, but only certain employees would have
access to them.
New Business -
1. ) Park Program - Music Under The Stars - This is starting on June
12. It will be two Fridays per month. Location is Town Square
Park and will go from 7:00 p.m- to 9-9:30 p.m. People parking
at Pride will be a problem. We can put up signs. We might be
able to get permission to park at Parkview. Once we have the
first one we will have a better idea of how things will flow.
2. ) School Board Liaison Appointment - Richard Sticka has been
appointed to be the school liaison person. You need to have
the desire and interest to do this and he does. Sticka will
need to be fed any minutes related to school issues.
3. ) Vehicle Maintenance Request for Proposals - We sent stuff out
for proposals. Should be getting bids back next week or so.
if we are going to have a squad car redone are we really going
to send it to that location. We might need to consider
replacing/repairing what is in need of repair. At the safety
inspections, the cars are really checked. Spang is concerned
with not doing a full blown rehabilitation. We will be gettinc
bids on both total rehabilitations and repairs. we don't want
our cars looking like they are in really bad shape. Spa. We
would like to see a car before and after a rehab is don e.

communities locally that are doing this. M-7 will probably be
the first car and then M-5.
Additional Business
Vendor Agreements - Would like to get this in place. Looking
at a possible fee of $200 per year. This will help to limit
the number of vendors selling the same thing. The City has to

should go to the parks director. We need to consider the
