Public Safety Minutes 1998 03-30-98 UNITED CITY OF YORKVILLE Committee Minutes - Public Safety Date of Meeting: March 30, 1998 Time Convened: 6:40 P.M. Location: 111 W. Fox Time Adjourned: 8:50 P_ri_ Attendees: Larry Kot Jim Stafford Jeff Spang Tony Graff Art Prochaska Discussion - Old Business: 1. ) Budget Review Fy 97/98 - Overtime Usage Report Reviewed - Review Line Items Over 100% - The overtime hours are about where we want them to be. We are tight in the budget. We are: at about 88 percent for the year. Graff is making up by not spending in other places. Graff is having the ammunition ordered in April. We have to range qualify in April. Spang asked if we could put a person on regular hours to avoid going over in the budget: Graff said we need relief. Someone goes on vacation and there is not a relief person to fill in. This also includes if someone is sick or there is training. In the! past hiring has cut down on.overtime usage. The school officers are able to fill in during the summer time. There are no more than two officers scheduled off for vacation at one time. Barry works during spring break. This year he will be helping with the high school move. Maintenance of Computers - Tape back up quit. Graff thought they would be able to replace it for a few hundred dollars, bL;t he had to go with a different system for about $700. Once the COPS grant comes in then Kim will need to make some adjustments. Lab fees are way down. We have been lucky this year and we have not had to pay. Ameritech has redone the cellular phone plan and we should save about $80 to $90 per phone. Graff is averaging 316 minutes this year. Last year he was at 260 minutes. Dhuse started checking into Nextel. Graff will check to find out what Dhuse found out. 2. ) Idot Update - Rt 47 and Countryside Parkway - Update - No update. Everything should go to bid. Graff still anticipate:; September. 3. ) February Police Reports - Sex offense was with a juvenile with inside the family. DCFS was called in. Everything is pretty much in line as usual. Mileage Report - 11,500 miles logged. That is normal. Squad M-1 would be a good refurbished test car. Stafford looked at it and will make a list of the repairs the car needs. Then send it out for bid_ Once we get the bid back then we can compare apples to apples. The two companies that do refurbishing will not send out a price list. They charge 15 percent above the cost of parts plus labor. You serLc them the car and they will send back a list of what needs to lie done with a total cost. You can trade a car in to purchase art Z00[m %V3 9r:6T 96/CT/V0 Public Safety Page .Z already refurbished car. Graff would like to send out a request for proposal. This is a fairly new program and the life expectancy is not really known- But we should budget to keep the car for at least three more years. This does not mean that we will not need to purchase new cars. Need to find out if the transmissions are new General Motors or if they are rebuilds. Motors and parts are new from General Motors. There is a warranty on parts and labor. If we traded in the car we would probably get $2,500 or so. Rot, Prochaska, Stafford and Spang feel we should give it a try. Do a car or a couple of cars and see how it works out. Kot would like to know more about a. take home program. Graff will get some information together. We could also considering leasing. There are leases available with the police packages, complete with emergency lights and sirens. They do not include cages or striping. We would need to plug in radios. Graff is working on getting prices together on leasing also. 4. ) C.O.P.S. Grant Award - Problem Solving Partnership - update - There was a resource tour in Downers Grove and Woodridge. We have a women group, and an after school kids group- The firEt time 30 kids showed up the second time about 12 kid showed up. There are more drop ins and activity is picking up. Mobile Data Terminals - Update - Bid will. be posted in the paper tomorrow_ Hoping to have MDT's in cars by September. Graff is working on getting grant money for this to help with the cost. 5. ) xuman Resource Commission - Update - Request For Letters of Interest From Citizens - So far Mayor Johnson has not receivee any letters. Request did go out in the newsletter. We should consider posting in the newspaper. 6. ) Yorkville School District Strategy Plan Update - Tabled. 7 . ) White Oak Estate Sidewalk Discussion - Graff has not received legal opinion from Dan yet. Graff does not recommend a sidewalk. Graff did get information from the Illinois Railro<<c: Association and with a rural area with only one train it would only be a nuisance. ' The preliminary plat show sidewalks. Noir it is a legal issue. Dan should have gotten everything from Wywrot. The city will either need to change the plat or enforce the sidewalks. This does bring up other areas in towel with a railroad and a sidewalk. The city can not really go onto railroad property with sidewalks. We need to decide when sidewalks are needed or not. The City could vacate Riverbrich completely. it is a very picturesque area. If we are going make that area accessible to the public then Spang feels that there needs to be a sidewalk. if we vacate Riverbirch then we need to make sure that it is tied to each deed. Graff has a meeting scheduled with the railroad on Wednesday. wywrot doer feel that there is room for a sidewalk. Mayor Johnson would like to get this to the second COW meeting in April. The Committees recommendation will depend on Dan' s legal opinion- coo XV3 9b:6T 86/CT/60 Public Safety Page .3 8. ) Special Event Ordinance - Review - Liability Insurance Requirement $2,000,000 Minimum - Looking at increasing the insurance for liability for carnivals, etc. to $1,000,000 per accident. We already require a certificate. The Hometown Days Committee carries $1,000,000 of coverage also. $20000,000 per each incident. Insurance needs to include the City of Yorkville. Recommend this to COW. Graff will get a new copy. This increase will cost approximately $1,000 more. We need to find out from Dan if Riverfront needs to be increased. Spang is wondering if we 'really need to do this. if the carnival people agree to this then they will want more out of their profits or they will want the City to pay for it. The City should really consider increasing the City' s amount of coverage to $5,000,000. Do we need to identify the officers that cover Hometown Days? Need to get Dan' s legal opinion. We need to find, out what the Cites coverage is. 9 . ) Review Proposed School Traffic 'Plan - Game Farm Road Area - Tabled. 10. ) Update on Liquor Violations from the Alcohol Sting - Meetball„ is closed. All liquor violations have been paid except Go-Tar.e and they still need to take their five day suspension. 11. ) Policy - Access to the Internet - Graff is still working on the policy. This will be a City wide policy. 12. ) Discuss FY98/99 Budget - Break down by dollars. Budget will be put on display on Monday. Cars are in the budget_ We need to purchase radios also. 13. ) Rt. 34 a Eldamain Intergovernmental Agreement - Tim McCann asked about the letter to Tom Grant. Dan said that he will do something up and sent it over to' him. Jurisdiction has been turned over to Plano, but they do not touch the intersection. We could annex up to and including the YMCA. Put this back on the agenda once there is an agreement. 14. ) Intergovernmental Agreement Between the Yorkville Police Department and Kendall County Health and Human Services - Everything is basically locked in because of the grant. The award letter was signed in August or so. If Mayor see any problems with it at the COW meeting then bring it back here. New Business 1. ) Illinois Railway Net - Speed Concern in Downtown Area - Graff has received some concerns with the speed of the train throug'hL town. The Illinois Railway Net is going to do a study. Graff can radar the train. Graff has requested a meeting. We have to write an complaint with the ICC. Graff will update Once it is complete. Safari Department and Illinois Conversation will also be here. V00["n %V3 9t:6T 96/CT/60 Public Safety Page 9 2. ) Request to Hire Part-Time Police Officer - Replacement - We have a person that is leaving. Graff received a verbal resignation. He really does not have enough time to work for the City. We do have a person that applied at an earlier date:. Has an Associates Degree. Is interested in working here. There is also a second candidate. Graff recommends hiring two people. We do not have to guarantee them a set number of hours. Uniforms cost approximately $200. Graff has the officer pay for them and after six months he reimburses them. One person does have a trained police dog. For training for the dog and everything, that cost is about $6,000 per year. Part time pay is $9.00 per hour. Part time people will help out during the summer and holidays. The second person was a full time officer for Sheridan. He is very qualified. He would probably need eight hours of refresher training. Graff will present both before everyone at COW. 3. ) Request to. Hire Part Time Police Clerk - Replacement - Judy Johnson resigned. Graff has a person that worked through a temp service that is looking for a part time position. We can advertise or we could hire someone that has some knowledge o_° the City. We would have to do a psychological evaluation because of the sensitivity of the position. She would not be able to start until June. Advertise but* Graff can go ahead anti hire her if he wants to. 4. ) C.O.P.S. Unit Update - Calvert was resigned back to the streets. Senior Citizen, and schools work closely with the COPS unit. School is looking to have an officer in the Junio_- and Senior High Schools this year. They do see a benefit to having a police officer there. Barry' is also going to be reassigned. Barry has kind of out grown the position. Additional Business - School Intergovernmental Agreement We need to try to mirror a percentage increase each year. ' Cost would go up about $500 per year which is about four percent. If officer is added to Junior High School then we will need to amend. Graff wants to try to get grant money to help fund this. Maybe just a few hours per day. Church and River Street Stop Sign - Spang feels that the stop should be just for the north and south. The stop sign for the east and west directions should be taken out. Prochaska feels that if we are going to remove the stop sign then we should also look at King Street because most people do not stop them: either. wywrot is going to talk with J.T. on the studies on where these stop signs are. Graff will explore and talk with Spang. Prochaska asked if there has ever been an accident or problems there? There is a sight problem there. Review Neighborhood Watch Programs - Need some ideas on what to do. Some units are inactive. There needs to be some activity. Maybe do some weekend walks with cellular and also at the parks.
