1. ) Budget ReviewlFY 97/98 - Overtime Usage Report Review• - There
have been three pay periods since the lust report dated October
11. Range try ining took place on two staparat'e days. 91 hour3
was used on Ytsco. The FBI or the Atta):ney General will be
doing the inv stigation. The City will not 'et any
reimbursement at a Federal level. The City llectet all the
evidence. We know there was a crime but we i not ha.ve the
expertise to � o an investigation.
FY 97/98 Budget Update Revision - Graff submiItted .a revised
budget to the'Administrator. He lowered expenditure: : There
was a decrease in the Cops grant so he needed to reduce
expanses. Welare now set up on a paperless .system with the
grant request) It is all done over the phone and shculd cut
down on the amount of time it takes to receive the m,.ney. Wi --A
the paperless system it should take 24 to 48 .lours tc receive
payment. Graff is a little concerned -with the overtime
however, he feels we should be ok, but it is ependert upon
other thing. If we have a lot of bad witather or winds, the
holidays or s ething unusual. Graff had several rel-uest for
time. off at C ristmas. 26 days. He did have to den:Y time of c
for a few employees. But it all has worked oat.
2. ) Idot Update - Rt. 47 & Countryside Parkway - Update - We need
to get bid ou and approved by April 1, 1998 for the traffic
light at Rt. 7 and Countryside Parkway.. Werould like to ge=
started in April. Wywrot should have a time table.
Engineering is being worked on.
3. ) October & Nov l�mber Police Reports - Off(mses were do%n for the
month of October. November report is not completed yet- A
lot of sick time was used. Rot is wondering if we offer or
have a sick bunk. A sick bank is were you can donate a sick
day/time, then you can tap into if necefasary.1 Graff will do
some checking on the internet and find out about other
communities. Traffic stops were down •aITSO. here is a
mandated program going on right now that: requ�'res officers to
make to outside car activities so the a ficers are 6.-ing othe
things then pstroll ing. Kot would rather seep a patrc.1 car.

4. ) C.O.P.S. Grant Award - Problem Solving Partner ship - Surveys
have been started. The Project Manager is just about done wi :11
the goals and objectives. There is an open house scbeduled f �::
January 3, 1998. Office should be carpeted on Monday or
Tuesday. Houlis will be more late mornings, Saturday and

Sunday. Saturdays and Sundays wi ll be used for workshops and
one on one counseling. Interns will be doing part of that.
Office will bel opened about 60 hours a week.

Universal Hiring Supplement Grant Request for Additio:ial
Officer for Future Funding - Cops grant out of the De;3artment
of Justice. Originally submitted request in 1993. WWs
requested one officer over our growth and development. Fundir.c;-
is gone then its gone.

Graff needs to fill out one page. if we choose not t.:) hire
then we do not have to accept the money. There are n-D
guarantees that we will even get the grant. But by filling of-t
the paper war it set money aside for us . We can res; rve two
spots. Graff recommends reserving one spot. Bring t:; COW to
authorize that we will hire one more offi cer. There ire
programs for part time officers, but they have to be :aired to
work on speci4l projects. They may only work 20 hours per
week. We could consider this for the Triad program J.-,:)r the
seniors citizens or maybe a domestic violence program. This
would be a permanent part time position. Thee is no

5. ) Liquor Ordinance Review - Sale of Package Liquor - 21 Years
Minimum Age Requirement - State law allows Municipalities to
mandate the age of people selling packaged Ii or. We curren•:
allow 18 year old to sell liquor. McKe:evere. nand Amoco both i io
this. The concern is minors selling liquor to other minors.
Then do we limit an age to just packaged liquor. Minnrs can
serve liquor In restaurants. Graff thinks th�t we shn•ul d keel c
it simple. All packaged liquor must be sold by person 21 yea:%-,
of age or older. Graff will do a survey. KA suggest r,assinq
with a six mo4th leeway. We could make it effective +ghe:n the
next liquor licenses are due. Graff will talk with Dan and t:L-:n
Liquor Commissioner about attaching imne:diateslfines. Graff
will ask Danio do an ordinance. Take to COW.
6. Weather Warning Sirens - Update - Review Funding Option:: - Thy
sirens are a 'eed. We need to figure out some funding option.,c,.
Looking at ad ing to development fees. If weal add it to
development fees, then there will be five fees that developer::
have to pay. We need to do this in a :Fair ar.►d equal manner.
Kot suggest just putting money in escrcaror account, once ure haves
enough money *o purchase a siren, then we put it up. Halton
was the low bidder with four sirens at a bout $12,000 to $14,013
per siren. The quote covers current area only. We can also
redo the siren at the fire station. Spang suggest for the tij la
being using the siren at the fire station andl then put EL sire:i
up on the north side of town. Then add to development fees.
Prochaska suggest looking at the EAV acid the Levy fo:r next
year. We are under a tax cap now. Cable T.Ir�. is mamdlat:ed
starting in the year 2000 to interrupt all programs. Fulton
does the sirens for ComEd. Graff has asked them to let us kn.,r l

Department wild be going to a pager system. Frochaske. has

to EDC if they is funding. We could move siren from the tower
further north. Kot suggest doing our own stu3y. Then miybe
see where we nBed help.
. 7. ) Review 97/98 Gbals & Objectives - Most of the goals and
objectives are on board. Graff is working on updating the fig;e:
year and strategic plans.
8. ) Review Process to Update the Five Year Strata.gic Plan - Graff
is hoping to have something at the next. meeting. Wen uld
know by February if the racetrack is coming i. to town..

1. ) Review New City Wide Street Address Grip Map Zero l:ine. by
ordinance is . 47 and the river. The address for the .AMT or
Schoolhouse R ad will be changed. Rt. 34 is Veterans Parkway.
