Public Safety Minutes 1997 10-27-97 UNITED CITY OF YORKVILLE Committee Minutes — Public Safety Date of Meeting: October 27, 1997 Time Convened: 6:40 P.M. Location: 111 W. Fox Time Adjourned: 8: 18 P.M. Attendees: Jim Stafford Larry Kot Jeff Spang Tony Graff Mayor Bob Johnson Discussion: 1. ) Budget Review FY 97/98 - Overtime Man-hour Report and Review Budget Report as of September 30, 1997 - Salaries for Cops is at 30 percent. Overtime is at 51 percent. Graff wants to check with Kim to make sure items are being credited correctly. Overtime should be ok. This does not include this past weekend. This past weekend there were 80 to 90 hours used for an investigation. We will have to absorb the overtime. We can request restitution if there is a conviction. Graff needs to sit down and figure it all out. It may only be 60 hours. Administration asks for a report. Everything was completed on time. Graff is working on a paperless, so it will take less time. The paperwork has been processed. Grants are paid over a period of time.. Paperless will be done by e-mail. On equipment grants, once equipment is delivered and installed then we fill out paperwork. It does not have to be done quarterly. 2. ) September Police Reports and CPAT Quarterly Report - There was a high level of training for some of the cops and Martin was getting some management training. Offenses are in line. Our traffic through Ken-Com is the lowest of any community in the County. Vehicle Report - Mileage is about the same. Average approximately 12,500 miles per month. Looking to purchase two squad cars next year. Car four and five look pretty good as far as miles but car four looks a little rougher then car five. The Dare car will stay until we seize a car or we receive a donation or sponsorship. Graff is hoping to have a five year plan for the December meeting. Working on maintenance and cost. 3. ) C.O.P.S. Grant Updates - Problem Solving Partner Ship Update - Award Letter Received From Department of Justice - Landlord Lease Agreement - Problem Advisory Board Workshop - Received letter for the problems solving grant. We need to decide when we want to accept the grant. Received letter on September 29. Graff signed letter on October 26 . By signing we are agreeing to abide by the conditions of the grant. By their rules. When an award comesin we need to accept it. The problem solving is a full funding grant. $82,000 is the amount of the award. The 82,000 will fund everything accept the work that needs to be done to the office. We applied for the grant in 1996. We finally agreed to fill out the application and send it in. It never went to COW or to City Council. The acceptance needs Mayor Johnson and Graffs signature. If time allows then take it to COW, otherwise take it to City Council. It is a recommendation. to go before Council twice. Once when we apply Public Safety Page 2 and once when we accept the bid. We can turn a grant down as long as we have not accepted any money. It takes almost one year from the time of application to the time of approval . We need to discuss the rent on the apartment. The rent is $575 per month. Weihave negotiated two months free. $795 on additional rent for carpet cleaning and cleaning up. Wally did a letter of intent. Rent will be in next years budget. After June it becomes a month to month lease. We will probably spent about $2000 out of pocket expenses. Grant runs out October 6, 1998. Graff can apply for a six month extension. This will be serving approximately 450 people. 40 percent of calls come from this area. The grant pays for a full time project coordinator and two interns that receive a stipend. Graff would like to take lease to COW. Lease needs to include a 30 day cancellation in writing. Landlord will allow the City to go in and paint, carpet and clean. Some of the work will be done by officers. Mobile Data Terminal - Update - Award letter received from Department of Justice - Received letter. Bring to COW. Undesser agreement is complete. Mayor Johnson thought there was a six month clock. Universal Hiring Grant Application - Graff had projected hiring an officer per year. Now there is no time frame. The grant is our until the funds run out. Light will go out when there is 100,000 officers. Plan was done on projected growth. 4. ) Traffic Signal; Preemption Grant Update - Proposal to Purchase Equipment - We will be purchasing ten under the grant. Price is at $7,000. System does not meet the specifications. The systems that Idot recommends has been quoted for $6,000. Bid will say $50,000. We will have to vote and pass by February 3, 1998. We will have to waive bidding. Needs to be voted on in December. Bring up at COW. Ask Dan for a written legal opinion. 5. ) Weather Warning Siren - Update - Received some quotes. Fulton is at $49,000 and option two was at $54,000. Kot would like to know what the money is covering. Mayor Johnson does not want to add additional fees to new development. It should be in our agreement. Qswego has added it to their annexation agreements. They have a warning system in place. Discuss at next Public Safety Meeting. 6. ) Image Grant- Final Review - Graff did receive letter stating that we have met all requirements for project. Grant is closed out. The grant is for enforcement not a revenue generator. Graff is working on putting together with accidents and seat belts. 7. ) Conflict Through Mediation Program - Update - No update. 8. ) Triad Program Update - Automatic External Defibrillator (AED) Project - Working with the senior citizen. Looking at defibrillators. This is a no cost project. 9. ) Review 97/98 Goals & Objectives - Graff would like to discuss this at the next meeting. Graff will do a small report on what has been accomplished and update. He will also add to the r Public Safety Page 3 list. New Business 1. ) Greenbriar Road Speed Study - Recommended Speed is 40 MPH - Request for Ordinance - Greenbriar Road is classified as a Boulevard with a speed limit at 55 MPH. City had to do a speed study. Pavia-Marting did the study for free. The study prevails that the speed limit should be 40 MPH. It will be posted. We need to pass an ordinance to post 40 MPH. 2. ) Citizen Appreciation for Life Saving Incidents - Mayor Johnson received a call from Mrs Prez. She has asked if there is some way she can publicly thank the people that helped save her sons life. Certificates in a matted frame cost about $20. Plaques range from $25 to $60. Rot thinks we should take that one step further and reward our own. It would need to be a life saving circumstance or above and beyond the call of duty. There would need to be some guidelines. Graff would like to present the Prez awards at the meeting November 20. 3. ) Process to Update the Five Year Strategic Plan - Updating five year plan. Graff would first like to take this to neighborhood watch meetings.. Then ask for input. Graff would like input from the committee. He would like this to go to different meetings and ask to be put on the agenda. Asking for participation. Hopefully we will have something by March. Additional Business' - Idot is going to be upgrading the railroad crossing on Rt. 47 downtown. We will have to reroute traffic through town. We just need to help with traffic. Two officers rescued a goose that had been shot with an arrow. Graff has received several letters. Charles E. Russell - His wheel fell off and Officers Schwartzcoft and Fiddle helped him. Russell needed to meet with a judge and thanks to these two officers he was able to make his meeting. Russell said thesre two officers were the nicest officers he had ever met. Enforcement on leaf burning - Kot would like to know if we are taking it a step further? Graff said we are still doing warnings. The officers do not have the authority to extinguish. The officers are giving out written warnings unless they just recently moved into Yorkville. Next meeting date has been scheduled for December 1, 1997. Minutes by: Mollie Anderson
