Discussion - Old Business:
1. ) Budget Review FY 97/98 - Overtime Report & Riverfront Festival
Report - Overtime with grant and details is still at about 75
hours. If you .back out details and traffic grant then overtime
is in check. One officer had almost 10 hours of court time.
Details are like Riverfront festival, and hometown days, etc.
The wrist band sales from the Riverfront festival is about
$1,600. That money is donated to the police department to help
pay for protection and patrol for the weekend. The normal
amount of accidents were down for the weekend of the Riverfront
festival. There were no direct arrest. No alcohol. There was
some gang activity. In one of the porta potties there was gang
symbols painted in it.
2. ) August Police Reports - Cpat is using our format. Cocaine is
more frequent in the area. Yorkville finally received some
money from drug arrest. Cannabis is still in the area. Seized
one half pound from the last bust. Take to COW.
3. ) C.O.P.S. Grant Updates - Problem Solving Partnership - Update
Had meeting with Pinewood apartments landlord. They offered
two free months rent. Will have to do some remodeling.
Monthly rental is $575. The City will still need to come up
with six months of rental fees. Four months would be a good
start. The landlord is trying to clean up the area. Graff
would like to get in the four months because at least by then
it will be established. The grant only allows $700 for office
supplies. That is figured by a percentage. The remaining
money could be used for rent. Graff would like the agreement
for the two month free rent. The next meeting is October 10.
The coordinators need to get started. , Graff will bring back if
we need additional rent money. Might need to go into to next
years. budget. This will not be a shelter. The living room
will be a large office. The two bedrooms will be made into
private counseling offices. There will also be a formal
mentoring program. This will be a working office. We get to
keep the computers once the grant is over, but they need to be
used in the same objectives of the grant.
Mobile Data Terminal - Update - Probably ready for the vendors
to come in. Operations and KenCom Board need to decide what is
best. At the next meeting, Graff would like to bring quotes
from the vendors. Maybe also bring the vendors so they can go
over what is covered and what is not. They will need to agree
with deferred billing. We will need $4000 from next years

budget with the $7500 from Undesser. Undesser has signed.
KenCom is set up to handle MDT' s. All MDT companies are 60-90
days out on delivery. Money for in house MDT is not available.
In house would cost approximately $192,000. $72,000 has been
budgeted. By next meeting Graff should have proposals from
vendors and KenCom should know which way to go.
4. ) Securitylink' s Personal Alarm System Agreement - Legal Review -
Very similar to Medlink agreement. Taking to Council. Put on
agenda for tomorrow. it will be paid for by donations,
offenders, or the person making the request. The States
Attorney will do everything possible to collect the money. It
will be included in the police report.
5. ) Triad Program - Agreement Update - Policy developed. Includes
the States Attorney, the Sheriff and Yorkville Police
Department. Building a relationship with the seniors. Doing
things on crime. Doing senior programs. The seniors brought
this to Graff. They have been promoting it for six months and
Yorkville is the only community to sign on in the area.
6. ) Public Aid Agreement - Final Review - This kind of dropped off
the table. The Public Aide office called and asked is we were
going to do anything with it. Everything was already to go but
it needed to go to COW once again. Bring to COW with job
description.
New Business
1. ) Trick or Treat Hours - Recommendation - 4:00 P.M. to 8:00 P.M.
This is a Friday. There is a Halloween party at Beecher
Center. Graff has had people ask for the hours to go until
8:00 P.M. Graff would like to get it in the news letter.
These are only recommended hours.
2. ) Resolving Conflict Through Mediation - Report From The Illinois
Municipal League Conference - Graff went to a meeting at the
Illinois Municipal League on this. He would like to do a full
report and find out if the States Attorneys office will back
the program.
3. ) Y.H.S. 1997 Homecoming Parade/Activities - J.T. and Graff have
the authority to close the streets for a special use. It will
be the same route and same thing as always.
4. ) Proposed NASCAR Racetrack In Plano ' - Update On Impact Study
Process - Projected Completion Date The Week Of October 6,
1997 - Mayor Johnson has requested an impact study. This is
very hard to do without an actual. Contacted eight different
areas, nation wide. Yes, it will increase traffic and noise.
Also contacted the Motor Sports Alliance, they recommend to
make sure that they can not hold any rock concerts and need to
have enforcements in place. Traffic plan is good. Everything
needs to be in agreement. So far they do not have any land.
They might only be throwing it out there to see what kind of
response they will get. In Areas that have gotten racetracks

homework on this. Graff suspects that everyone in Yorkville
will be able to hear it.
Additional Business - There was an article in the Beacon News
about Police in Schools. The Beacon says that we do not have
police in our schools. This needs to be corrected and
promoted.
Dictaphone/Voice Mail System - Graff received a fax. The price
is only good until October 31. She gave us a $2500 discount.
If we do not have the UPS, then once the warranty is up and
there is a problem, it will probably be passed off as a power
surge. You have to have eight ports to have an information
line. Nanninga said that if the pagers could be cut out then
that would be some of the money. The UPS will cost
approximately $3000. See if Nanninga can find a revenue source
and bring what we really need with prices to COW.
Vehicle Report - The dar care has a lot of miles. Need to
start thinking about a new dare car. Monthly Reports - August
looks pretty quiet. Shell is still having problems with drive
offs.
Rt. 34 - Prochaska is request Idot to lower the speed limit
from 55 to 45 MPH by the jail. Write letter to Idot.
Green Briar - There was a complaint concerning the traffic
control and signs in Green Briar. The construction trucks
drive like mad. There will be a Yield sign placed at Barberry.
30 MPH will be posted at the beginning of the subdivision and
one on Barberry. There may be one more sign put up in the
subdivision. Wherli is waiting to put signs up until after the
speed study is completed.
