Old Business
1. ) Budget Review FY 96/97 - Overtime Usage Report Reviewed and 90
Day Loan Payment Due - The police department is in line with
the budget. There has not been a correction to the vehicle
line item. Tony also needs to do some checking on the $2500 90
day loan payment. The loan is due to be paid. Graff needs to
get an ok to make the payment. Graff said that in the past it
would just show up on the bill list. There will be two
payments to the Yorkville National Bank. One payment will be
for the copier and the second one will be for the car. Graff
will show the interest amounts. No action is needed, the two
payments will just be on the bill list. Both items will be
paid in full . Overtime - If you take out the traffic grant
then they are right in line where they should be for this part
of the year. In the past relief is what has the cost up.
Relief hours are used when someone is on vacation. It is
scheduled time off. You have to use overtime hours when you
can not find a part time person or someone on flextime to fill
those hours. There are times when overtime hours are used when
someone is at training. Average should be about 70 hours a pay
period. Administration meetings are held bimonthly and then
there is also overtime.
2. ) Idot Update - Walnut/Rt. 47 - Bid has been awarded to Aurora
Blacktop. Utilities are being moved now. The target date to
start is after Labor Day, after school begins. By then the
trucks traveling to Menards should be through. There will be a
construction meeting in approximately two weeks.
Rt. 34 & McCue - Letter from Mayor Johnson has been sent to
Idot requesting to have the road straightened out. Bristol has
voted to support the City on this. They City also has Inlands
support. Idot wants to make sure that this will still be a
through road and not just a collector road. They want a true
intersection.
Rt. 47 & Cannonball - There have been two more accidents since
the last meeting. Idot went over the last five years. Idot
does not think it is a safety issue. Graff will be meeting
with Idot in a few weeks. Wywrot has submitted a request for
the counts that Idot just did. Idot does counts yearly. The
State governs the speed limit there and they did not think that
there is a speed issue. There is an engineering person coming
from Idot to check the intersection in person. The City could
put rumble strips in on Cannonball or maybe a dangerous

intersection sign.
Rt. 47 & Countryside Parkway - There is all indications on
appropriations. Everything indicated that Idot will put in
$50,000. Then the City will need to put in approximately
$50,000 plus we have to do the engineering. A lot of the work
has already been done. The railroad tracks will be fixed after
August 31, 1997. They will try to get this done before the
Walnut Street project.
3. ) June & Semi-Annual Police Reports - There were 30 auto
burglaries. 24 criminal damages to property. Graff said there
are always a lot on criminal damages to property around the
fourth of July. Everything else in pretty much in line.
Criminal damage to property includes mailboxes getting hit or
blown up, broken windows, lawn ornaments, etc. Three suspects
were picked up on other charges, however since they were picked
up the auto burglaries have stopped. There is a lot more time
spent on problem solving. The new report is very nice and easy
to read. it is up a little this year mainly because of the
auto burglaries. Vehicle Report - Over all cars are in good
shape. Not looking at any major repairs. They are doing
average miles. The Dare car is showing some rust. Y-Body is
going to do some work on it. Spang would like to check out the
Caprice and the Lumina to see them. Graff said that the
officers like the Lumina but it is a little difficult to get in
and out of with all your gear on. Celozzi Ettleson has the
97 ' s in stock. Graff spoke to them about the seats. They said
it is a sport seat and they can put in a regular seat.
4. ) Weather Warning System - Graff is anticipating getting some
cost on changing the siren over. It needs to be a longer tone
and there needs to be a different line. Graff is hoping to
have it usable by August. The firemen have discussed it and
they do not want to go to a pager system only. They want to
hear the siren. Spang thinks that we should get some cost on a
type phone system where the phone will ring continuously.
Oswego spent approximately $160,000 on sirens. Graff has two
vendors that he would he would like to talk to. Oswego was
able to get some assistance for some developers. It has been
mandated by the State that all cable companies have to
interrupt the cable channels to alert bad weather. That should
be in place within a year. It has to be done by 1999. Graff
has a message into Dan on this. Could increase the police
development fees by $100 for help fund. Graff needs some
clarifications on this. Can you go back to existing lots?

5. ) C.O.P.S. Grant Awards - Problem Solving Partnership -
Intergovernmental Agreement With Kendall County - Ordinance to
Create a Problem Advisory Board - Received grant for problem
solving. Need to have time frames that should dissolve when
the contract/grant expires. We will need to set up a board for
this. Graff would like to have at City Council. The City will
need to have an intergovernmental agreement with the County,
for the County to supply the City with a prevention person.
The person is paid with the grant. Kendall County pays for the
benefits. It is a 40 hours per week position. Hours are
flexible. Grant is a one time shot. The position that we want

created is through the Kendall County Health Department. They
want to create this position as well. Once the one year
contract is up then the employee could be converted to a
permanent full time employee. At that time the person would be
a County employee.
Mobile Data Terminals - Graff is working with KenCom on this.
He should know something within approximately 70 day if it will
be County or State wide. Depending on how it is done, it may
take three months to get up and running. It will cost the City
approximately $10,000.
Dictaphone/Voice Mail - Update - Graff tried to change the
message but was unsuccessful. Graff has been having problems
changing. There are a few problems that need to be checked
into. Graff will call tomorrow. There are four ports at the
police station that are not being used. We could purchase an
expansion. They are offering a $2400 discount plus a $600
credit. It would cost $6100 to expand the Dictaphone system to
be able to have an information line and make it an actual voice
mail system with a menu driven option. Nanninga said he
probably would be able to find the money in the budget. Graff
suggest at least purchasing a UPS for $1000 for the voice mail
system if the City can find the money. Graff would like to get
the system up and working the way it is suppose to be working.
Graff needs to get all the fees together and make copies for
Nanninga and the Administration committee. He will present to
the Administration committee. Prochaska would like to wait
until the audit is completed. Graff said there is a procedure
on how a call is dictated. Any report that needs to be written
is now dictated.
New Police Officer - Starting Date July 14, . 1997 - Cops Unit
Structure & Operations - Update - New officer started on
Monday. He will probably be out in a car on Friday. He may be
stopping by some Aldermen' s homes to introduce himself.
6. Liquor Ordinance Update - Manufacture/Distribution
Classification - Talked to individual person, he has no
intention of moving his food business into the City. Graff
talked to the florist to see if they would be interested. Most
of the florist were concerned with the insurance. They do not
seem to have a lot of request for gift baskets. It may not be
worth our time to create an ordinance for this. Table until
there is a request.
7. ) Carnival/Special Event Ordinance Review - Get draft to COW on
August 7 with changes. Graff will request a copy of the State
permit and do a back ground check. We need to make sure we get
it to the carnival people. Graff will get a draft on
application and try to bring to COW. Graff thinks the operator
should also fill out an application. Profits go to down town
area, street lights, etc.
New Business
1. ) Personal Alarm System - Agreement - This is a domestic victim
alert and also a medical alert. There is an $18 per month
activation fee. If there is an order of protection the person
would get a box. If the person violates the order then a
button is pushed and the conversation is recorded and the
police are dispatched. This will be County wide but we will be

the first to use it. The person would only have the device for
a short time period. They are very portable. There would need
to be some provisions for false alarms. There would be an
agreement that the user would need to sign. Graff would like
to have a five minute demonstration at COW tomorrow. May enter
into an agreement with Mutual Ground. Once the service
agreement is signed, it can be implemented by September I. It
is a homebound situation.
2. ) Renew Intergovernmental Agreement with the Yorkville School
District - RE: School Liaison Officer - School has the
agreement first. We have been trying to get at a 50/50 split.
We want the officer there. The cost to cover the officer that
works there is approximately $1000. Approximately two thirds
of his time is spent on school functions. Graff recommends a
three and one half percent increase. Approximately $560.
Mayor Johnson thinks this is ok. Prochaska suggest rounding
up. Spang would like to increase it $1000 per year until we
get to the 50/50 split. Graff said the school is loosing their
grants slowly. Spang agrees with the $600. We need to have

3. ) Solicitor Registration Ordinance Review - Itinerant Merchants -
RE: Sale of Fireworks - When we passed the Boca Laws, it left
the City with the discretion to inspect fireworks. There were
fees for this. The City can charge for the sale of fireworks
to cover the cost of our inspections. Detmer did not charge
the City for inspection. He could go into and inspect any
store selling fireworks and they would have to pay for it.
Graff would like to clean up the ordinance to include fees for
inspections.
Additional Business Two
Special Use Ryan - Mayor Johnson wanted to bring this up.

that is needed. Detmer is just enforcing the ordinance. Graff
should have by tomorrow night. The door will be take out.
Staircase will be closed off with a wall. Dan needs to look at
this.
Somonauk Street Parking - Maybe parking on one side. Prochaska
was approached again. A person parks on one side another
person parking on the other side. Graff will ask for an
engineering opinion.
Image Grant - Do not get amounts until it is paid.
Rt 34 and Eldamain - Questions on jurisdiction. Need an
intergovernmental to find out how it is covered. Graff with
copies to Council.
Riverfront Park - The park is a attracting more and more
people. There are also a lot of people taking chances with the
dam. Kot would like to see better signs. The signs that are
posted now are the signs that were recommended. There might be
a pay phone put in for out going calls only. Kot suggest maybe

a sign at the wall. There is an officer that should be
patrolling the area somewhat. Prochaska suggest having the
officers walking all the way to the end. The officers have the
right to inspect any containers. The bank needs to be
stabilized to put up a fence, but you still need to have access
to the water. Northern Illinois University has been working on
a new dam structure and construction. A drown proof dam. Once
the study is done they want to use our dam as a pilot dam.
