Public Safety Minutes 1997 06-18-97 UNITED CITY OF YORKVILLE Committee Minutes - Public Safety Date of Meeting: June 18, 1997 Location: ill W. Fox Time Convened: 6:40 P.M. Time Adjourned: 8:43 P.M. Attendees: Harold Martin Jeff Spang Mayor Bob Johnson Art Prochaska Larry Kot Jim Stafford Discussion: Old Business 1. ) Budget Review FY 96/97 - Overtime Usage Report Reviewed - Currently at 101 hours. Approximately 20 hours of overtime. The Officers had to go to qualify at the range. Graff said they normally try to get it done all at one time in one day. Graff went over approximately 25 hours in one pay period, in the next pay period he made up 33 hours. 2. ) Idot Update - Walnut/Rt. 47 - Bid is out for notice. Hopefully by August it will be awarded. Landscaping is being bidded separately. Might have something by the next meeting. Rt. 34/McHugh - Looks like the City of Yorkville will be doing a formal request with Bristol. Hoping to have something within two or three weeks. If this intersection is not a safety issue then Idot will want a contribution from the City. City of Yorkville is looking to straighten McHugh out along side Inland' s property. Idot could straighten McHugh out and not put a traffic light in at the intersection of Rt. 34 and McHugh. Spang is concerned with that. Mayor Johnson feels that they would put in a light if there is a development there. Preemptive Traffic Signal Grant Project - Graff received letter from Springfield saying it needed to be approved by the County. Probably about three months away from getting an answer on this. Graff will have copies for the next meeting. 3. ) May Police Reports - Graff did a report as a snap shot in time. There have been a lot of car burglaries. Mainly on the north side of the river. There have also been several attempts. The neighborhood watch has been activated. In May there was an .Image grant. There were 194 warnings, 174 tickets, seven arrest and 172 hours. The Image grant was very successful. Offense Report - Retail thefts are up again at Shell. Shell personnel does not seem to be too concerned. Graff had a long discussion with them about six months ago. They got a lot better, but there have been some changes in personnel. Sowinski has spoke with Detmer about having something in place at all the gas stations to go to pre-pay after dark. 4. ) Public Aid Volunteer Program - Job Description - Graff brought job description. There are some concerns. He spoke to T.J. Graff has letter from Jack Magnuson. These people are our employees. Some one can come back and sue if they do something negligent. Job description reads custodian, but the Public Works could use employee for weed control and curb paintidg. Public Safety Page 2 Landscaping is in description. Prochaska would like description to say will assist other departments as time is available. Person will be assigned to the job for six months. Take to City Council on June 26 with resolution. Prochaska would like a draft of the resolution before hand. Have as an informational item tomorrow. 5. ) Weather Warning System - Graff met with the Fire Chief. The fire siren could be converted to a weather siren. The fire calls will go to a pager only system. He would like to have it switched over by August 1. Prochaska would like to know so it could be published in the news letter. It would be a gift from the fire department. We would probably do a short term ownership. There is a generalized map showing where sirens are needed. Should have something by next meeting. The City will need to find a revenue source. Graff is also getting information from other sources and other ways to alert for bad weather. Jones Intercable is now mandated that they have to interrupt all cable channels to alert bad weather. Hoping to have something by August. Bring back. 6. ) C.O.P.S. Grant Award - Problem Solving Partnership - Job Description & Announcement Through Kendall County Health & Human Services - Ordinance to Create A Problem Solving Advisory Board - Problem Solving Grant - For us to run grant, the money needs to go through the Yorkville Police Department. They will have to distribute the funds. We will need to create an executive board to hire. Board will need to include a citizen, Mayor, Chief, and a human service person. We also need to have a resolution. Graff would like it reviewed and to take to City Council on June 26. Wrote a job description. Have an intergovernmental agreement. Human Service has already sent out. Top end of the salary is $30,000 with a Masters Degree. Job description is for a Project Director worded with a Masters degree desired. KenCom will supply benefits. Position may go beyond one year. Need to have a resolution for COW on July 3. To pass at City Council after that. Yorkville Police Department is in partnership with two other entities. Can apply for discretionary funds. Board should expire when contract/resolution ends. Needs to be listed. The governing board will make decision on hiring. Mobile Data Terminals - Received notice of award for squad cars. At preliminary stage. On Copsmore 96, this type of grant we would be able to get five MDTs and a laptop. Having a meeting on July 2. Would use a laptop to search for license plate numbers. The laptop would not be in any one car. A laptop would also be good for surveillance. KenCom is already set up to feed information. Everything is in place. Other Chiefs would like to consider something County wide. Have to use grant within 12 months. We can also ask for an extension. There is a $20 per month fee. We would need about $10,500 from the City. We need the equipment on the tower up about 280 Feet. There would be a procedure the officers need to check. It will take about six months to get cost together if we go County wide. 7. ) Liquor Ordinance Update - Manufacturle/Distribution Classifidation - Need to consider amending the ordinance for mail order liquor. draff asked DAn dnd T.J. to look into soitla Public Safety Page 3 other Cities that allow mail order liquor sales. There is an individual that is looking to put in a mail order liquor place here. He can not get anything from the County because it is a dry County. The liability is with the seller. He has met most of his clients. He has a liquor licenses from the State. He currently delivers a lot of the stuff. St. Charles and Naperville allow this. Graff does not think the liability is much different then it is with over the counter sales. The City would get tax dollars. His sales are over one million dollars. He also sells organic foods. The City needs to get some clarification for him to get a State licenses. He would not be able to sell liquor over the counter. Sales would have to be consummated within the City limits and he would also need to ship from a City location. Needs to be cleaned up and brought back to next meeting. He would also need to be in a business zoned area. Graff would like to have something by August. New Business 1. ) Request for a Representative to the Yorkville School District Task Force - We have sent a letter request this. Mayor Johnson appointed Spang to represent us on the Task Force. Spang accepted. Additional Business Graff received a letter from a Plano resident on what a good job we are doing. Person at Burger King from Elmhurst did the Heimlich maneuver and saved another persons life. Graff would like to give that person an award. Kot asked about the address numbers in Cimmeron Ridge being off. Graff said their recommendation was to leave it the way it is. Kot is concerned with the speed limits in the residential areas and the lack of signage. Kot said in his neighborhood a lot of the cross streets do not have stop or yield sign. People are always driving too fast in the area. Graff said that Idot has found out that signs are not always the answer. Graff will check that area out and bring back. Minutes by: Mollie Anderson
