Discussion - Old Business:
1 .) Budget Review FY 96/97 - Overtime Usage Report Reviewed - Only
27 hours of over time. Graff is staying under amount budgeted by
using part-time help. Overtime will be under. By using part-timer
City saves on pensions. There were some teenage parties and
investigation work had to be down at night because the parents work
during the day. Comp Time is available but it is up to the individual
person to take the time or the pay. Graff does have the authority to
say no to the time requested. Graff will not allow Comp Time if
overtime is created. Part time officers are only allowed to work 1500
hours per year. Graff has used 1862 hours of part time officers.
Graff will have Kim check amounts and make sure everything is
accounted for. Graff salary is off and he is having Kim check into this
as well.
2.) Idot Update - Walnut/Rt. 47 - Proposed Idot Plan - Wywrot has done a
traffic count on Walnut and Bristol before changes are made. Idot
has all the paperwork. Wywrot has an ordinance for the No Parking
sign. Idot will probably start in early fall.
Rt. 47/Cannonball - Request for Traffic/Speed Study - Jones received
a call from a concerned resident about the speed limit and the design.
Since 1994 there have been seven accidents. Reports are being
looked at to try to determine cause. There have been four accidents
since 1996. Graff spoke to Wywrot. Wywrot is going to send Idot a
letter requesting a speed study and a traffic count. Wywrot/Graff
should have something back by the next meeting. Graff will send
letters to area residents to let them know that they will be studying
the area. They will also let Remline and Amurol know.
3.) Police Reports - March 1997 & Annual Report - The Illinois Crime
Report just came out also. Graff found a mistake in the first report.
He inverted 1996 numbers with 1994. Kot asked why money is
budget if the City is receiving a grant? Grants will show up under
revenue. Community Policing goes to school for 40 hours. 98/99
budget year the City will start picking up part of the amount for one
officer. Graff said we onl�r hire what we anticipate we are going to
need. Sick time and Sick Time Paid is for when a person does not
take the sick time, they can take the pay for the time they did not
use. Graff passed out the Illinois Crime Report to help explain report.
There will be a formal press release on Friday. Kendall is for Kendall
County. SO stand for Sheriffs Office. There have been a lot of Auto
Thefts. Kot asked if the area was considering a task force? Graff
said we do not have enough automobiles to warrant a task force.

Manhour Utilization - Graff would like to consider pursuing an alarm
ordinance. There were 18 false alarm calls. None of the 18 call were
weather related. Sometimes a power failure will cause an alarm to go
off. If we do an ordinance, Yorkville would be the first community to
do it. Graff would like to do it County wide. Graff will have Dan or
T.J. do a draft. The Conservation Department is giving authority to
the City to patrol, set rules and regulations on the Island. Island is on
the east side of the bridge. People build fires and party out there all
night. Matt and Glenn are working on away to get to the Island.
The City may also need to consider posting no parking after dusk
signs in the municipal lot. Burning Ordinance - Officers having been
stopping to let residents know that they are not suppose to burn.
Officers are giving a verbal warning. There are still a few builders
burning on weekends. Builders are given a copy of the Burning
Ordinance when they get a building permit.
4.) Municipal Systems, Inc. - Evaluation Pending - This is currently on
hold. it needs to be endorsed by the Judges. Attorney General has
sent letters to everyone using this system and has asked them to stop
until it can be looked into more. Attorney General thinks there are
some discrepancies with the law. Ordinance could also include
equipment failure such as seatbelts, headlight, taillight etc., and
barking dogs.
5.) Special Events Ordinance Review - Draft Pending - The Ordinance is
being cleaned up. The City will also be requiring a $1,000,000
liability insurance bond. Committee needs to decide what a Special
Event is. Right now public speeches, block parties, picnics, etc are all
considered a Special Event. A $1,000,000 insurance bond will cost
approximately $300. This will not cover alcohol. Dan does not think
that the City would be responsible if officers put up a road block for a
block party, documented what they do and go back and check it a
few times throughout the time of the party. Prochaska has asked the
park board to come up with ways to give permission to rent places
out. There needs to be more provisions. Graff will bring back a draft.
6.) Full Time Police Officer Position - Application Update - The Public
Safety committee will do the interview. Need to set up a date for the
interviews. Graff would like person to start working in June.
Committee could either hold a special meeting for the interviews or
they may do it at the next meeting. Once final approval is given then
a physical and physiological exam will be scheduled. Interviews will
be conducted at the next meeting on May 21, 1997. Interviews will
start at 7:30 P.M. Graff will find out if there needs to be a written
test or something written. Last date for acceptance of application
was April 18. Interviews will be scheduled one half hour apart.
7.) Financial Package for Capital Purchases - New Police Squad - Chevy
Lumina & New Copy Machine - Yorkville National Bank wrote note at
4.1 percent locked in. Dan has to do letter giving legal opinion. A
resolution needs to be done and signed by Mayor. Contract needs to
be corrected also. 90 days of interest is approximately $228. Police
Department will be taking delivery May 2 to keep from being charged
interest after May 2. Approximately one week after that will draw
down on copier. Have a purchase order with Kopy Kat. Most places
will not accept a purchase order for a car. Graff said they only have
the copier because their copier quit. Bring to City Council after
Administration. Mayor will amend the agenda and put Administration

on first. Graff will put exact prices together.
8.) Cimarron Ridge Addresses - Addresses are incorrect. Numbers are in
the 1000s. They should be in the 600s. Unit two is coming up and
we need to decide to either leave it the way it is or change it. Mayor
Johnson suggest leaving it up to the residents of the neighborhood.
The post office identifies the addresses so everyone is getting their
mail. Wywrot suggest leaving unit one the way it is. Unit two should
go to the new numbering system. Graff will do some checking in Fox
Hill. Fox Hill may not be a problem. Aldermen will talk with the
residents. Bring to COW if there is a recommendation.
9.) Public Aid Volunteer Program - Looking for areas to send people on
Public Aid to work. City does have some control. They would have
to go through a drug screening and back ground checks. Graff feels
that the person should be assigned to the Police Department and then
can be reassigned to other department as needed. Graff thinks the
Police Department would only need a person for a few hours a week.
The Public Aid person needs to work at least 20 hours per week to
receive their money. The Public Aid office recommends that someone
visit them at their homes. With the Police Department, confidentially
needs to be considered. There is a contractual agreement that needs
be signed. Graff does not have the authority to enter into this
agreement. The City is held harmless and IDEPA provides the
Workmen's Compensation Insurance. If the person is not working out
we just need to call the Public Aid department. Graff will talk with
Dan. Concerns are with our exposure, hold harmless, supervision,
where they live and their appearance.
10.) City Safety Policy This came out of Public Works. This is
something the Workmen's Compensation Insurance company would
like the City to do. The City will need to have a Safety Director.
J.T. thinks that the Police Department should do it because of there
experience with investigations. Graff read the summary and it
requires the investigation to be done by the department head. Safety
Director needs to make sure meetings get done and safety policies
are followed. Graff will make copies for everyone to review. For the
past two years the City has been getting a discount for having this in
place.
Additional Business - The National Police Memorial Week is the week
of May 11 through May 15. Graff would like to present a plaque to
the Kolowski family at the meeting on May 8. He would also like to
present the Moose with a plaque. Graff would like to present a
certificate of appreciation to the YMCA for the swim nights and to
the bowling alley for the bowling night.
Complaints with the Bowling Alley - Several people have complained
about the kids hanging out in the bowling parking lot by the Moose
on Friday and Saturday nights. Some people are uncomfortable
going there. People that live behind the bowling alley said there is
broken glass and trash. Last Saturday night hamburgers were
smeared on cars. The game room has also been a bit of a problem.
Graff thinks there should be more lighting and No Loitering signs.
Graff will talk with Kevin.
McCue Road and Rt. 34 - Concerned with speed coming off Rt. 34.
Prochaska would like to figure our a feasible solution. If McCue is

straightened out then it will be a City road. After the curve on
McCue heading toward Rt. 34 the road is a County and Bristol
Township road. If the road is straightened out, then Inland owns the
property. It have been identified as a problem area. Inland was
concerned that Idot will not help out with it. Graff will check into
this.
No Passing on Shoulder Signs - Signs are still not up. Graff will
check with Idot.
Emergency Sirens - Kot was wondering who is responsible for the
sirens. He can not hear them at his house. Graff said that they are
trying to get funds for additional sirens. A Study for the County has
been done. Graff will check into this.
Spang will be the liaison for the school. Prochaska is the alternate.
Next Public Safety Meeting is scheduled for May 21 . Meetings will
now be scheduled for the third Wednesday of each month.
