1 .) Liquor Ordinance Review Proposed Draft - Regulations, IE: Beer
garden, patio service - 3rd Draft - Hours changed. Hours on Sunday
were listed and the Holidays are listed. Dan added the months that
an Outdoor/Beer Garden type licenses would be allowed. Food needs
to be available on site. Liquor served outside can not be in glass
containers. Liquor must be served by an employee. Person
purchasing liquor does not need to be served outside. Graff will talk
with Dan about G 2. Callmer does not want someone to be able to
bring.their own. Jones asked if liquor can be served anywhere on the
premises as long as it is served by an employee. This needs to be
made into two sentences and maybe clarify. Under Class A - Do not
require food - a tavern type setting. Mayor Johnson is looking for a
recommendation from this Committee to go to COW. Jones is
concerned that since the licenses is onlyy ood for six months that
someone will only want to pa $125. Callmer thinks the Ordinance
clearly states May 1 through Oct. 31 . Take to COW on March 6,
1997.
2.) Budget Review FY 96/97 - Overtime Usage Report Reviewed
Overtime is in check. There was a 100 hours in February. There was
a lot of Court time. Kim has added in a credit of 51100. Graff is at
$40,000 with overtime on the budget. Will be oing over on expedite
for having to go to Florida to get someone and ring them back.
3.) Grant Update - 1997 Cops Universal Hiring Grant Approved - Graff is
working on hiring another Officer. Once you hire an Officer then you
receive the Grant. The five year plan was to hire one Officer per year.
Graff needs to be able to show that Officer is doing extra activities.
4.) IDOT Update - Countryside Parkway/RT. 47 - No Update - Graff spoke
with Wywrot three weeks ago. IDOT is still reviewing. This
intersection does not warrant a traffic signal as a safety issue.
However, it does warrant a traffic signal by the amount of traffic.

5.) Monthly Police Reports - January 1997 - Mileage - Still producing a
fair amount of miles. The mileage on the Dare Care is higher than
normal for the month because of training in Peoria and Champaign.
Glen has been working with the employees out at Shell. They are
enforcing prepayment on the outside pumps at Shell. The hard work
has finally paid off. An arrest was made. Domestics are up.
Accidents are up probably because of the snow. Graff is working on
totals for 12 months. Will be adding graphics. Four years ago the
Police went out and asked people to report crimes. The report will be
a good comparison. Graff would recommend to Undesser to have
customers prepay after dark.
6.) KenCom Intergovernmental Agreement - Proposed Revision Graff met
with KenCom not budget and made some recommendations with his
reasons. KenCom can only spend sur-charge on certain things. The
new law allows them to spend sur-charge money. The City needs to
amend their agreement to meet with State law. A review will be done
if the City request it. Currently a review is suppose to be done
yearly, but that doesn't happen. Tom Cross is working on legislation
to charge a sur-charge on all lines. Currently a sur-charge is only
charged on voice lines. Data lines and cellulars are not charge. Graff
would like to make sure there is a good understanding of the
agreement. KenCom is not asking for an increase. KenCom will be
putting in MDT (Mobile Data Terminal) backbone. If the Police
Department purchases MDT's they will be able to use them.
Microwave technology is very expensive and there have been a lot of
problems with it. That is why almost everyone has gone to Fiber
Optics. Line will not be going a long distance. Motorola has
recommended Microwave. There are some concerns with it. Mayor
Johnson would like to make sure there is a comfort level with this
amendment. Take to COW with recommendation from Committee.
7.) Municipal Systems Inc. - Evaluation Pending - Computer Software for
Parking/Administrative Adjudication Process - Still Pending. Graff did
receive some references and he is going through them. Ma or
Johnson has spoke with Judges and they are a little uncomfortable
with it. The State Attorney promotes it. Dan thinks that they are a
little lacking. Graff said by next meeting he should have the reviews
completed. Will be meeting with Judges. Still need to decide if
Yorkville is big enough for this.
8.) Special Event Ordinance Review - Just starting to go through this
again. Graff will have a draft at next meeting. Will be looking at it as
a risk management. Would like to have something by June 1.
9.) Additional Business - Safety Coordinator - Administration Committee
is looking t a Safety Coordinator. Maybe a Police Officer. Need to
discuss this. The Insurance company has made some
recommendations. They will also provide training. Graff and Mayor
Johnson will work on this.

Letter from IDOT - Graff receive letter from IDOT stating that the
signs would be installed by February 21 . The weather has not allow
this. Idot is thinking.within the next two weeks.
Next Public Safety is scheduled for March 26, 1997.
