Old Business
1.) Liquor Ordinance Update - Regulations, IE: Beer Garden, Patio Service
- Meeting with Dan has been scheduled. Graff talked with T.J. trying
to schedule meeting next week to come up with a draft for Mayor
Johnson and the Committee to review,
2.) Glen Palmer Dam Update - Working on head wall on north side. Graff
has looked at some vandal proof phones. The phone will be at the
block building/control building. Will need to put on an addition to the
block. Have to get permission from DNR to bolt to concrete. Graff
wants to be able to disconnect phone for a short period of time if
someone starts making pranks. He is looking at phones without hand
receivers. Graff ex ects work to be almost done by next meeting.
Phone will ring to KenCom, City will be picking up the bill.
3.) Budget Review FY 96/97 - Overtime Usage Report Review - There
was two day of overtime for Hometown Days. Wrist Band sales
money will go toward overtime. Kim has or will credit the account.
Payroll summery is backdated two months. Kim said it has just
always been done that way. She said it is always paid current. 123
hours of overtime. Overtime is a little high because of cops training.
Training came when the person had two scheduled days off. Up to
10/7/96 overtime usage is at about 42 percent. Still waiting for
Image grant and wrist band money to come in. Graff figures overtime
usage is closer to 38 percent. Callmer wanted to know when Graff
was going to try the 12 hour shifts. Graff said that he needs to hire
one more officer to have enough for relief. Jones has had questions
of concern on why there are two officers in a car. Graff said it is not
normal for two officers to be in a car unless they are doing field
training. Most field training is done during the day.
4.) Grant Updates - Copshore Grant - Dictaphone/Digital Voice Mail
System - Update - Training will be on October 30 and 31, 1996.
November 1, 1996 will start the Dictaphone. All reports will be there.
Minor calls will go into log not on the Dictaphone.
Request for 1996 Application - Graff is asking for more equipment.
Looking for in car computers. City will not need to put up a tower.

Will be able to go into Aurora's system. Graff would like to do as a
County. KenCom is donating two terminals at approximately $5500
each. City will need to budget some money to go into this also.
Graff is asking for seven terminals. Could possible move terminals
from car to car to save approximately $2000.
Universal Hiring Grant - Update - Request to Hire Officer by Dec 1,
1996 - Need to hire someone by the end of 1996 or the grant goes
back in for 1997. Then it would be a possibility that the City will not
get it. Need to make a good faith effort. Graff is requesting to start
looking. There is room in the budget to hire. Could put a Sargent in
as second command when Graff is out of the office. For the Cops
Grant - could hire an investigator to work problem areas. Person
would need to be flexible and could do anything. Graff would need to
be able to assess that that Officer is helping with community
problems. Graff suggest promoting from with in. Graff will have
something by the November COW meeting.
5.) ldot Update - Countryside Pkwy/Rt 47 - Traffic count scheduled.
Wywrot and Dhuse will be doing count. This is on the Priori C list.
Walnut/Rt 47 - Request for Signs Do Not Pass On Shoulder - ity will
need to pass an ordinance to put sign on state highway. Graff will
write something simple. Will have something by the next meeting.
Officers have been writing a lot of tickets. There have been a couple
of accidents lately. On Rt 34 in front of KFC, the right lane is being
used as a passing lane. Graff said Idot has done study and they say
this design is fine.
6.) Human Service Commission Ordinance - Mayor Request for Ad-Hoc
Committee to Participate in the Competitive Community Initiative
Forum in November. Ma or Johnson had a meeting with committee.
They will be made an ad-hoc committee. They will be advisors to the
police on need and things that need to be dealt with. This fits in with
CCI.
7.) Police Chief Job Descriptions Review - Graff made copies and put in
boxes. The darker parts are suggested by Dan or Mayor Johnson.
Few things and words have changed. Police chief should be
responsible for public relations. For education, City prefers a Masters
Degree however, specific training may replace education. Dan is
waiting for recommendation from committee. Should this go to the i
Labor Attorney? Let Dan decide. Send to Dan, if Dan has done,
bring to COW.
8.) Railroad Crossing Safety Program - No report - Still waiting to hear
from Springfield, Wywrot is checking with them. State looks at what
the tram carries, amount of traffic. The arm would affect Hydraulic.
9.) Game Farm House Maintenance - Update - Graff has given a list to
Nanninga. The overhang and grating of the parking lot still needs to
done. Graff will write letter requesting a completition date. Graff will
check with three carpenters to see what it will cost to have the
overhang put up. Calimer recommends doing a letter and carbon

copy it to Mayor Johnson.
10.) Monthly Police Reports - September - Software problem is not fixed
6 et. Will combine with next meeting report.
PAT Quarterly Report - Drugs are destroyed. Fine money goes to
DARE. Money has to be spent on drug enforcement/awareness.
City is averaging one arrest per week for drugs. Approximately 50
percent comes from eyes and ears. Aftercare program is going well.
ommunity Policing - Bowling was a nice program.
Vehicle Report - Graff has two active cars with over 90,000 miles.
11 .) Beecher Center Student Parking - Update - It is being monitored. No
solution yet. Graff thinks the problem will go away in 12 months.
However, the problem is the students that have their parking
privileges suspended. Right now the problem is students that didn't
want to pay the $12, The school could do an intergovernmental
agreement with Beecher, making Beecher part of school property.
12.) Policy/Procedures - No Report - Drug Testing, Complaint Review,
Harassment in the Workplace - Making way on sexual harassment.
Using common language. What is recognized by the courts and
Labor Board. Don t need a policy for training. Training will last
approximately one to one and one half hours. Supervisors will have
a separate training. Employees will be at the second training. This
will be a City wide policy. Graff should have policies by next
meeting.
13.) 7/18/96 - Disaster Update on Funding - Received everything asked
for. Once City gets the money from FEMA, City will need to show
that money is being spent on/for flood stuff. City will get
$11,708 for repairs on Elizabeth Street. Levy damage is still being
reviewed.
14.) Street Light - Update - New survey is to be done today or tomorrow.
Oswego hires a firm to maintain their street lights. Graff is looking
into a policy for this.
15.) Special Events/Carnival Ordinance Review - Graff suggest creating an
ordinance for group activities. Graff has a copy from Fairview Hts.
Graff will get a working copy of current ordinance. Would like to
have ordinance for January. Municipal League will be able to help
with this.
New Business
1 .) Technology Grant Submitted for Speed Monitor Trailer - $13,500
Grant Share - $1,500 Our Share - Graff has applied for grant. If City
receives the Grant, City will need to budget $1,500.
2.) 1996 Copsmore Grant Application Being Proposed for Equipment -
Request for 1996 Application - Graff is asking for more equipment.

3.) Zoning for Adult Entertainment - M-1 zoning will allow adult
entertainment, such as books, and magazines. Dan suggest having
an ordinance in place. This will help to keep control over it. If there
is nothing in place, it is very difficult to keep out. Draft some things
to look at over the winter. Have something completed by April. Graff
expects to have a working copy by next meeting.
4.) Additional Business
Shell Station - Shell is selling alcohol to high school students. Graff
will be working on this.
Development Fees - Police currently get a $150 per development.
Police do not have an impact right away. Graff is going to check into
this. Look at total cost.
Revenue - If you limit revenue from coming in then you have to look
for it in other places. Graff wants to look at all avenues in the next
three to six months.
