Old Business
1 .) Liquor Ordinance Update - No report.
2.) Glen Palmer Dam Update - There is a JULIE meeting scheduled for
September 19, 1996. Monday September 23, 1996 is the
anticipated start date. Project should take approximately 30 days.
Phone will be in some type of weather resistance box. The phone is
only for 911 calls. There are some alternatives for the phone if
vandalism becomes a problem. It could be a speaker phone without a
receiver. If there are a lot of pranks, the phone line can be
terminated.
3.) Budget Review FY 96/97 - Overtime Usage Report Reviewed -
Overtime will be added to Image Grant line on report. Graff spoke
with Kim and she might be able to break overtime down by weeks.
Riverfront Festival Salary Report - The proceeds from the sale of wrist
bands went to the Police Department. Overtime is back in line at
about 55 hours.
4.) Grant Updates - Copsmore Grant - Dictaphone/Digital Voice Mail
System Update - Phone lines are in. Getting ready for installation
meeting. Will have a trial in about 30 days. Voice mail will start in a
couple of weeks. All employees will have a voice mailbox number.
Voice mail can hold up to 10 hours of messages. It will also have a
information line. Anyone can call u and get information on
upcoming events or meeting, etc. Request For 1996 Application -
Looking into a grant for In-car video equipment. Police officers would
be able to hook up with the State Police. This grant pays up to
$60,000 for communication system at the tower but they have to
have commitment before spending the money. Universal Hiring Grant
- Update - New officer under Copsmore Grant. Graff should receive
acknowledge within 30 days. There is a time frame on this. Regular
officer must be hired first. Graff will have more information on this by
the next meeting.
5.) Idot Update - Countryside Parkway - Graff spoke with Idot. Wywrot
is going to get some cost together to hire someone to do the
counting. Wywrot thinks it may only cost a few hundred dollars. If a
firm does the count it may hold more weight with the State. Take to

COW with cost from Wywrot. Walnut & Rt. 47 - Officers have been
doing more enforcement at that intersection for driving on the
shoulder. Graff has made a request for signs to be put up stating No
Passing On Shoulder.
6.) Human Service Commission Ordinance - No report.
7.) Police Chief Job Descriptions Review - Graff would like Mayor
Johnson and Chairperson to review description and make
recommendations first and then bring back to meeting with
recommendations. Graff would also like the labor attorney to review
it. Graff will recommend to Mayor Johnson to speak with the labor
attorney. Organization Flow Chart - Graff has simplified flow chart.
Take to COW.
8.) Railroad Crossing Safety Program - No report.
9.) Game Farm House Maintenance - Update - Graff and J.T. are going to
have a meeting. Graff would like J.T. to come to the station and go
through the maintenance items. The pot holes in the parking lot are
bad again. Graff will put it in writing. Graff would like J.T. to let
him know what the cost are going to be and when things will be
done.
10.) Monthly Police Report - August - Uninsured motorists violations are
up. The State Police have been called in on a sexual assault. The
person no longer lives in the area. City is averaging 20 accidents per
month. Image Grant creates a lot of seat belt tickets. Riverfront
Park is only showing three checks. Graff think there may be some
miscoding. Riverfront Pond was checked 286 times. Molly is going
to do audit of codes. Vehicle Usage - Averaging 11,500 per month.
Trying to preserve three good cars. Graff would like to keep the
maintenance cost down.
11 .) Beecher Center Student Parking - No report.
12.) Policy Procedures - Drug Testing, Complaint Review, Harassment in
the Workplace - No report.
13.) 7/18/96 Disaster Update on Funding - There is one more report that
needs to be signed off. Overtime and storm sewer reports have been
signed off. Debris pick up for TCD was $3794. City will get
reimbursed for 75 percent and TCD will accept the 75 percent as full
payment. Report will be done by Friday. 10/11/96 is the target
date.
New Business
1.) Street Light Policy - Graff said that the midnight shift does write down
all street lights that are out. He has been giving them to J.T. Graff
would like the officers to fill out a triplicate form. These will be
turned into Nanninga.

2.) Burning Ordinance Enforcement/Awareness Policy - Officers would
like to have a copy of the ordinance and pick up dates in their cars.
First call will be an awareness visit. A second call will get a written
warning. Repeat offenders will be ticketed.
