Public Safety Minutes 1996 08-28-96 UNITED CITY OF YORKVILLE Committee Minutes - Public Safety Date of Meeting: August 28, 1996 Location: 111 W. Fox Time Convened: 6:35 P.M. Time Adjourned: 9:05 P.M. Attendees: Mayor Bob Johnson Kathy Jones Jeff Spang Bert Callmer Tony Graff Discussion: Old Business: 1 .) Liquor Ordinance Update - Removed the single can restriction. There were several complaints with it. It is illegal to drink in a liquor store or on the premises. Graff has not seen a problem with the single can purchase. The ordinance prohibits drinking on public property. Mayor Johnson would like Graff to visit the liquor stores and find out what their needs are. Spang would like to know it there are any restrictions on liquor licenses holders being so far away from residential areas. There are restrictions on being to close to a school or a church. Graff didn't think there was any restrictions on a residential area. Graff will talk with Dan to find out the restrictions. Beer Gardens - Working with Dan on this. Graff will check with Piggies. Piggies will probably not renew agreement for September. Mayor Johnson would like Dan to do a draft. Schedule meeting with Dan. 2.) Glen Palmer Dam Update - Might be going out for rebid. Contract hasn't met all specifications. if project is not started by 9/14/96 it will have to go out for rebid. Then the project will start next year. U of I will be doing a study. Might redo dam. Yorkville has a test dam. Graff will know more in two weeks. Graff said this is approximately a 30 day project. 3.) Budget Review FY 96/97 - Overtime Usage report Reviewed - Overtime hours are up. Mainly because of vacations. Still used 111 part time hours. At approximately at 21 percent on overtime in the budget. 4.) Grant Updates - Copsmore Grant - Dictaphone/Digital Voice Mail System Update - Phone lines have been delayed. Phone company would like do feeder line with the school. Will put in a 25 liner. Community Policing - Problem Solving Partnership - This has been filed. Should have some info back in approximately one month. 70-80 present of Colonial Parkway calls for family violence. If the City does not get grant, Graff will talk with the county. May be able to fund this with other funding. 5.) Idot Update - Countryside Parkway/Rt. 47 - Graff has it lined up to do the counting on September 11 & 12. Have to do study to get state ZO 'd `dS0 =80 96-£Z-deS r - Page 2 - funding to put in a traffic light at that intersection. Wywrot will check into the cost of a temporary light. The City has lights and control units, but they would need extended arms on the poles because the lights are on Rt. 47. Walnut/Rt. 47 - Waiting for bids. Graff said they are writing more tickets for people passing on the shoulder at on Rt. 47 at Walnut Street. 6.) Human Service Commission Ordinance - Update - Mayor had a meeting with Advisory Group. Everyone thinks this is a good idea to pursue. They are going to have to come up with a mission statement. They will need something concrete. They will need approximately two to three more meetings to come up with something then they will come to the following Public Safety meeting. 7.) Police Chief - Job Descriptions Review - Graff passed this out. Would like to give committee members some time to read it over. Jones and Spang would like other descriptions to compare it with. 8.) Railroad Crossing Safety Program - No Report - Would like to keep Hasterts office updated. Burlington Northern is coming out tomorrow. 9.) Game Farm House Maintenance - Update - J.T. and Nanninga need to get together on this. Everything has been on hold do to the flood clean up and the Elizabeth Storm Sewer project. There are a few things that are high priority. Maintenance is over budget with time of year. It should be at 25 percent. It is currently at 42 percent. Graff said supplies for the overhang are in and they had to have the air conditioning fixed. Graff is expecting some work in September. 10.) Monthly Reports - July and Cpat Report - Some good fines have been handed out. Drug fines are handled by Cpat. It is an agreement of cooperation. A lot of fine money goes to Dare. Everything without a code is lumped together. Working on more neighborhood coding to see where problem areas are. 11 .) Beecher Center Student Parking - There is not a resolution yet. Delayed putting up signs. City will need to put up Student Parking Prohibited signs in neighboring subdivisions. Problem will be self solving when the new high school is built. The problem is not that there is not enough parking. The problem is when a students parking priviiage is revoked for a period of time, then they continue to drive but park in the Beecher parking lot. Spang suggest maybe have the Beecher Center sell parking permits and the money could go to the Rec. Department. 12.) Policy/Procedures - Update - Approximately June. Revamping to attach to man hours to relate to cost. This will be a good program. 13.) Policy/Procedure - Update - Attorney is working on final draft. There has a new court ruling on the harassment issue. Need to do new r £O-d V90=80 96-£Z-des - Page 3 - training. There is an EEOC policy in place but there is not a procedure. New Business. 1 .) Part-Time Police Officers Appointment - Graff is asking for a resignation. He has an officer asking for a leave of absences. This person is a County Deputy. Graff said when you loose an officer then you add one. He has requested a leave. Jones suggest keeping him on the roster. Graff has a part timer he would like hire. 2.) Carnival License Ordinance Review - Graff would like to start reviewing current ordinance. He would like to get some licenses from other communities. Spang recommend compatant operators. Mayor Johnson thinks the Illinois Municipal League should be able to help with this. Graff said Detmer will be checking all the rides. Graff said there will be a safety meeting to explain expectations before this years carnival. 3.) Additional Business - Organisational Flow Chart - Having instructor look at this.
