Old Business
1 .) Li uor Ordinance
AT Regulation - Single can for consumption off premises will not be
permitted. Dan might need to be more specific, hard liquor and
wine should not have to be purchased in six packs. In a strip
mall type area, only one liquor licenses per 100,000 feet.
B.) Adult Entertainment Ordinance - This is being added to the Liquor
Ordinance. This will prohibit any type of lingerie or swimwear
shows. This will also prohibit wet t-shirt contests. This
ordinance states that any liquor licenses holder can not hold
these type of activities. Let Dan look over both items. If
something needs to be changed, have Dan change it.
Recommend to COW on August 1, 1996.
2.) Glen Palmer Dam Update - Graff has spoke with Bill Sheck from the
Department of Water Resources. They are waiting for one
specification on the retaining wall. They have been given September
15, 1996 as a date the project must be started by.
3.) Budget Review FY 96/97'- Only 36 hours of overtime was used during
the flood .
4.) Grant Updates
A.) Copsmore Grant - Dictaphone/Digital Voice Mail System - Update
Graff is expecting the award letter Monday or Tuesday to know
what the amount will be. Equipment has been delivered but it
has not been installed. Need to wait on installation until Graff
knew the amount.
B.) Community Policing - Problem Solving Partnership - This is a
program with the community business and schools to help get
grants. Grants would cover a number of things. A few of the
things it would cover is a Canine Unit. The grant would cover
the cost of the dog and officer training. Yorkville currently calls
Montgomery's Canine unit out four times a month. Another item

is In Car Video, this will help fficers in court appearances
drug and alcohol stops.

5.) Idot Update
A.) Countryside Parkway - Graff had everything set up for the counts
to be done the day of the flood. Rt. 47 should be opened by
Friday July 26, 1996. Idot recommends waiting for about two
weeks once things get back to normal. It usually takes that long
for traffic to go the way it would normally flow.
6.) Human Service Commission Ordinance - Mayor Johnson is planning a
meeting for August 16, 1996.
7.) Police Chief - Job Description - Graff has received several samples.
Looking for direction from the Committee; should he write one for
himself? Graff will write one and attach samples.
8.) Railroad Crossing Safety Program - RE: Funding Update - W wrot sent
letter to Springfield with a map showing the crossings and the
Riverwalk Park. Graff thinks he will hear something within 30 days
or so.
9.) Game Farm House Maintenance Update - Public Works has done some
of the work off Graff's list. However with the Elizabeth Storm Sewer
Project and the floods they have very busy. Graff had requested that
the weeds be cut and they were cut today. Mayor Johnson would
like a list of stuff that must be done before fall. Graff would like
gravel put down going to the trash dumpster. TCD can not drive
back there because they are leaving ruts. The wood for the overhang
was delivered. Graff would like the overhang done. And Graff would
like the drive way leveled. Callmer suggest to Graff to ask around
and see if there is anyone employed by the Police Department that
could possible do the overhang. Graff will ask.
10.) Monthly Reports
A.) May & June - May report needs to go to COW. June Report -
Car burglaries are high. CDs and cellular phones are hot. Doing
new codes for parks and adding new codes for gang related
activities. You have to be able to prove you have a gang problem
in your town to get State help.
B.) CPAT Quarterly Report - New director is coming in. Graff would
like to have something formal to present to Steve for all his help
and everything extra has done. Graff will put copies in everyones
boxes.
C.) Vehicle Report - New car is on the street. Missing strips but the
stripping guy is on vacation. Car will be stripped in August.
11 .) Beecher Center Student Parking - Graff is still working with the
school. Looking for a solution with a low impact with the school.
City could consider doing an intergovernmental agreement with the
school. The school will F�ave to come up with some type of
punishment.

12.? Community Oriented Policing Report - On hold. No Report.
13.} Policy/Procedures - Drug Testing, Complaint Review, Harassment in
the Work Place - Update - There have been a couple of revision
made. Waiting for attorneys to look it over. Graff should have info
by August 15, 1996.
New Business
1 .y Part-Time Police Officers Appointment - One part-time officer is
resigning and another officer has taken a leave of absences. Graff
will start looking at applications. Potential officers must be PTI
certified.
Committee is requesting to waive Hometown Festival Fee.
Recommend to COW.
Recognition Awards - Would like to have some type of award to be
given to people that do outstanding things for the community or
donates money. Something that is embossed that looks really nice.
The Mayor would like to present awards at City Council Meetings.
Walnut Street & Rt. 47 - Idot doesn't want to do anything yet.
Would like to stick with their plan. Idot wants Walnut lead into Bristol
corrected. Graff has spoke with Wywrot on this. Graff to schedule
meeting with Idot, Nanninga, Wywrot and himself.
Gang Meeting - Mayor Johnson has spent two days in Springfield in
meetings on gangs. He feels the Human Commission is the right way
to go.
Tobacco Ordinance - Second violation at Mobil Station. Mayor is
going to fine them $100.
Liquor Ordinance - Amoco sold liquor to a minor. There will be a
public hearing. Mayor Johnson, Dan, Graff and Amoco will need to
be at hearing. Graff will give a report.
Rt. 34 across from KFC/Taco Bell - People having been passing on the
right. Graff will have officers watch this area.
