Public Safety Minutes 1996 06-26-96 JUL 10 IM UNITED CITY OF YORKVILLE Committee Minutes - Public Safety Date of Meeting: June 26, 1996 Location: 111 W. Fox Time Convened: 6:40 P.M. Time Adjourned: 8:40 P.M. Attendees: Kathy Jones Bert Callmer Tom Sowinski Tony Graff Brian Effington John Daurer Discussion: Old Business 1 .) Liquor Ordinance Update - T.J. has added no signle can sales with the exception to taverns. Also added was no drive-through liquor sales. Take to COW for discussion. Committee is looking at beer garden ordinances from Geneva and Batavia. Piggies and the Olive Branch have requested a beer garden type liquor licenses. Callmer would like to handle this as a seperate issue than the Liquor Ordinance. Mayor Johnson, being the liquor commissioner has issued a temporary permit. This will need to be somewhat controlled. There will be restrictions such as you will have to order food, liquor will have to be served by a waiter/waitress, and will only be able to serve liquor until a certain time. The temporary permit will have to be renewed every 30 days. Jones feels this is very good way to keep a hold of it. If Piggies break any part of the liquor permit/ordinance then the City has the right to revoke their license within three days. 2.) Glen Palmer Dam Update - No work has been done yet. Water is still too high. They plan on having a tentative date next week. 3.) Budget Review FY 96/97 - Overtime usage Report Reviewed - Overtime is at 52 hours. The main reason it is up is becasue of the Employee Assistance Training Program. Two peopie were on vacation but hours were filled by part time employees. Callmer feels Graff is going in the right direction. 4.) Grant Updates - A.) Image Traffic Grant Application for 96/97 - There will not be another Image period until Labor Day. Graff is applying grant for next year. IT yyou request more than $25,000 then you need to do an audit. Mff's first request went through at $25,843. A revised request went through at $25,000. An audit can cost between $60041000. B.) Copsmore Grant - Dictaphone/Digital Voice Mail System Update - Equipment is in but not hooked up. Need to wait for award letter on the revised amount. - Page 2 - C.) Universal Hiring Cops Grant - Budget - Graff received a letter stating the department will be receiving $75,000 over a three year period for hiring one officer. Graff said this will probably be over four years. Will not start until September. 5.) IDOT Update - A.) Walnut & Rt. 47 - IDOT is preparing plans. B.) Counrtyside Parkway - Graff has counters. Counting will be done after the 4th of July. Once the City does the count, Council can make a recommendation to IDOT for them to come out and do a count. Graff said it will take IDOT 6 months to one year to come out and do count. C.) Rt. 47 Meeting with Downtown Businesses - IDOT is.looking at making Rt. 47 through downtown four lanes with a possible fifth lane. ]DOT will replace parking for parking. IDOT is looking at year 2001 before they would start anything. Orchard Road could make a difference. IDOT does not like the idea of a bypass. Bypasses usually kill downtown areas. 6.) Human Service Commission Ordinance - No report. Mayor Johnson would like to see what comes from the Community Forum. 7.) Police Captain Promotion Interview Process Update - Will not be doing anything. Perkins litigation is pending. 8.) Police Chief - Job Description - No report. Have a few descriptions coming in. Labor attorney might be able to help but Mayor Johnson will have to request it. 9.) Railroad Crossing Safety Program - RE: Funding Update - Wywrot and Graff are working on a request for assistance. The deadline for requesting federal funds is July 15. This needs to be approved in Springfield. City might want to consider closing the Mill Street crossing. Could ask Burlington Northern to close it. Graff would like to improve that area. Mill Street leads right into the park. 10.) Game Farm House Maintenance Update - Gutters have been repaired and extended. Stone has been put in the drive. Wood for the overhang has been delivered. Holding off on turn around drive. Talking with Aurora Blacktop to see if they might be able to help out. Graff will send an updated list. 11 .) Monthly Reports - April & May - Graff is concerned about keeping man hours on an even keel. There are some problems with report hours. May was a grant period. He is working on consolidating codes. KenCom has put out a new report. This report will tell you how many calls come into KenCom. Yorkville is the lowest in the number of reports. 12.) Beecher Center Student Parking - Graff met with the Rec Director and the School about the parking issue. Rec Director indicated that 35 cars were using the Beecher Center parking lot. Someone - Page 3 - could consider putting up Student Parking Prohibited signs , but then you would need to look at putting up No Signs on side streets. Callmer suggest closing off Beecher Center parking lot, police it and ticket cars parked there. Graff will talk with the school district. 13.) Olympic Volunteer Security Team - Update - They are going. They received letters and destinations. They will be flying. Donations are still coming in. Patches have came in and invoice for approximately $500 will be due soon. They would like to purchase some kind of display case to display the patches they exchange while they are there. 14.) Community Oriented Policing Report - Citizens Police Academy is ready. Would like to start this in September. Glen and Greg would like to come in and present this at the next Public Safety Meeting. Then take to COW. August 6, 1996 is National Night Out. Meet your neighbor type meeting. New Business 1 .) Policy/Procedures A.) Drug Testing, B.) Complaint Review, C.) Harassment in the Workplace - Report needs to be modified to fit the City. Personnel manuel is different. July/August looking at final draft. Right now there is not a Complaint Review in place. Drug testing is in place for CDL License holders. Graff thinks there needs to be an off duty conduct policy. 2.) Request to purchase computer Not To Exceed $2000 - There is $3000 in computer budget. Graff has a quote from Software Performance Specialists for $1759. He would like to purchase the same kind of computer they are currently using Graff will wait to purchase until he gets an ok from Nanninga. Bids are good for 30 days. Additional Business 1 .) McDonald's Resolution - Cruise Night - The City need letter of insurance. This will be at COW on Thursday June 27, 1996. IDOT said they would reopen for 30 days.
