Public Safety Minutes 1996 05-29-96 UNITED CITY OF THE VILLAGE OF YORKVILLE Committee Minutes - Public Safety Date of Meeting: May 29, 1996 Location: 111 W. Fox Time Convened: 6:36 P.M. Time Adjourned: 8:00 P.M. Attendees: Kathy Jones Bert Callmer Jeff Baker Tom Sowinski Tony Graff Brian Effington Discussion: Old Business 1 .) Street Names for State Routes A.) Rt.126 - The committee is looking to stay away from common names. They do not want to cause a conflict with anyone. They would like to stay with landmarks. Committee recommends School House for Rt. 126 because Circle Center School being off of Rt. 126. B.) Rt. 71 - The committee is recommend Stage Coach Road for Rt. 71. Graff has talked with the Historical Society and Rt. 71 was a stage coach trail that went from Chicago to Ottawa. C.) Rt. 34 - The committee is suggesting Veterans Parkway for Rt. 34. This is a street name the County and other towns could adopt. The American Legion in Yorkville and Oswego is on Rt. 34 and in Plano the American Legion is just off gt. 34. Callmer is not comfortable with the big City association with Ogden Avenue so the Committee would like to stay away from that. D.) Renaming the City - Callmer will recommend to COW to change the City's name to the United City of Yorkville. The City would just be dropping one word. 2.) Liquor Ordinance Update - Packaged liquor sales will be limited to 100,000 square feet. This is in a case of a strip mall a packaged liquor establishment could be at one end but there could not be a second one within 100,000 square feet. This would not include restaurants serving liquor. Single can sales and drive in/drive throughs will be prohibited. Graff will talk with Dan and have for COW. 3.) Glen Palmer Dan Update - Workers were suppose to start already but the river is too high and unsafe. The weather has been a problem for everyone. Graff gave them concerns about completition date of July 4, 1996. If they are not finished, they will be able to move the workers trailer to the end . Jones doesn't feel the Riverwalk will be completed by then. The weather has been a problem for them as well. They would like to start in one and a half to two weeks. - Page 2 - 4.) Budget Review FY 96/97 - Overtime Usage Report Revised - Overtime was down. Callmer said Mayor Johnson was very happy about that. Graff said they will not be able to start working 12 hour shifts until another officer is hired. The report includes the part time help. Part time officers do alot of relief work. 5.) Grant Updates A.) Image Grant - Image is going on know. Today seven tickets were written for people passing on the shoulder when a car is waiting to turn left onto Walnut Street, heading south on Rt. 47. B.) Copsmore Grant - Dictaphone/Digital Voice Mail System Update - Grant will not cover the installation of the phone line. The ggrant is for hard equipment. Graff ordered upgraded equipment. ff the grant does not get approved then the City will be able to lease the on inal equipment and only for the amount of the grant. The City would be responsible for the remainder of the lease. C.) Universal Hiring Cops Grant - Received grant to hire. Looking at September or October to hire. This was already in the budget incase the City was unable to get grant. 6. Idot Update A.) Walnut and Rt. 47 - Idot has plans to put in a left turn lane for Walnut Street at Rt. 47. This looks to be about a year away. Graff will follow up with the State. There will be no left turn heading south on Rt. 47 for Walnut Street. Idot will be requesting Bristol Street realignment. Idot is willing to work with the City on this issue. Fox Street will be blacktopped on Friday weathering permitting. Fox Street should be completed by July. B.) Countryside Parkway - Seniors Citizens are going to the help with counting the cars and turns. 7.) Human Service Commission Ordinance - No update available. 8.) Police Captain Promotion Interview Process Update - Job description has been passed. Positions has been set up. Two of the three Sargents have applied for the Police Captain Position. Officers Sibenaller and Martin have applied for the position. Graff is looking for a date to schedule the essay questions. The candidate have a right to hear the outcome. Graff would like committee to look over information and give some feed back. Graff would like to be able to tell them a date for the interview. If neither candidate is qualified then the City will need to look at outside sources. 9.) Police Chief - Job Description - No update available. 10.) Railroad Crossing Safety Program - RE: Funding Update - Request needs to be sent out by November 11, 1996. 11 .) Game Farm House Maintenance - Update - The Public Works - Page 3 - Department told Graff the would take care of the work that needs to be done. Graff gave them a list, but very few things have been done. The parking lot is so full of potholes that officers are coming in with wet shoes and socks. Committee will recommend at COW that the Public Works Department start doing some of the work that needs to been done. Graff will bring a list of the work that still needs to be completed. New Business 1 .) Beecher Center Student Parking - This is a problem that needs to be addressed. Signs have been put up in the Beecher Parking lot No Student Parking. Some of the student are not able to get a parking permit because the School is sold out of them. One option would be to sell some of the parking spot at the Beecher Building. Another would be to number the lot and sell spots with numbers. The numbers being reserved parking. Update on this at next meeting. Additional Business 1 .) Regular Meeting Days - Baker is requesting a regular day if at all possible. Committee agrees on last Wednesday of every month. Next meeting will be scheduled for Wednesday June 26, 1996. 2.) Public Notification of Sex Offenders - Community notification of sex offenders goes into effect June 1, 1996. The information that will given out on sex offender is name, address, date of birth, offense. There are three registered sex offenders in Yorkville. The procedure to obtain this information has to be consistent. Information will only be attainable during regular working hours. Copies of the information will not be en out. Kane County will be doing a press release on May 30, 196. Graff will have a procedure written up on how the list will be provided. Minutes by: Mollie Anderson
