Public Safety Minutes 1996 04-22-96 UNITED CITY OF THE VILLAGE OF YORKVILLE Committee Minutes - Public Safety Date of Meeting: April 22, 1996 Location: 111 W. Fox Time Convened: 6:48 P.M. Time Adjourned: 8:40 P.M. Attendees: Mayor Bob Johnson Kathy Jones Bert Callmer Jim Stafford Tony Graff Discussion: Old Business 1.) Liquor Ordinance Update - Review a.) Standards/Zoning issues - Callmer would like to keep a packaged liquor licenses and restaurants that serve liquor separate. Does not feel it is a good idea to have a restaurant selling packaged liquor. Graff thinks that a pizza place might want to sell both. Stafford feels that they should purchase two liquor licenses. b.) Single Can purchase - Prohibited. 2.) Glen Palmer Dam Update - As soon as the weather breaks Ameritech will be out. They want to work with the Riverwalk workers schedule. 3.) Budget Review FY 95/96- Overtime Usage Report Reviewed - 22 overtime hours. Mainly because there were no holidays and no vacations. 12 hour shifts will start in June. Barry will be released from school in mid June until August. Graff has spoke with Jack Jarred. Jarred is looking into getting a refund for the electric and having it changed. The Police Department should not be getting charged. 4.) Budget Reviews/Proposal FY 96/97 - No change. 5.) Grant Updates A. Image Traffic Grant a.) Next Enforcement Period - May 19 - June 1, 1996. The last enforcement period was very good. Everyone met quotas of two stop per hours. Tickets were objective. 70 percent of people are wearing seat belts. Graff applied for an award due to the seatbelt percentage. B. CopsMore Grant- Prochaska is concerned with the pay out. Perhaps we could wait on payout until later part of June or first part of July. Graff thinks we should be ok. Graff said you need to be able to justify holding grant money. 6.) Police Department Reports A.) 1995 Annual Report - Review - Added graph for three year traffic accident. Traffic accidents are up. - Page 2 - B.) March - Man-Hour Utilization & Offense Report - Graff has been working with the Shell Gas Station on a solution for the drive offs. The last bay of gas pumps will have to pre-pay. There has been some property damage down at the Riverwalk and to a couple of business. Mayor Johnson said the hours look high. Graff will check into them. Mayor Johnson would like to know how many hours are spent in the office. Graff said the could make a new category for station duties. C.) March - Vehicle Usage Report - Graff is looking into a program that would let you know what vehicle needs what service work. Stafford likes this idea. Maybe it is something the Public Works department could also use and split the cost. New car is not on report. New car will be called M9. 7.) Idot Update A.) Walnut Street & Rt. 47 - Still waiting for budget for turn lane. B.) Countryside Parkway - Unable to find volunteers over the spring break to count. Graff would like to do it in June. Someone has to count the turns. Graff recommends two people, there is not a age limit but he would like it to be adult supervised. Senior citizens have always offered to help out. Perhaps this is something Graff could ask them to do. Callmer would like this moved to the front burner. 8.) Human Service Commission Ordinance - Update - Three of the five people invited were able to come. They do see a need for a commission. Mayor Johnson would like to schedule a meeting sometime soon. Passed out ordinance for review. Bring back to next Public Safety meeting. 9.) Police Captain Promotion Interview Process Review - Graff is looking for feed back on essay questions. He would like to have updated copies of resumes from the applicants. Mayor Johnson would like to have a time period at the interview for applicants to answer questions. Position is looking for someone that can run things smoothly when Graff is not in the office. Callmer does not want Graff to be isolated from his employees. Graff does not feel this will be a problem: Questions will be limited to three written questions with a time limit and three oral questions. A point scale will need to be assigned. Oral questions will be answered in front of three people from the Public Safety committee, Mayor Johnson, and Tony Graff. Graff would also like to be able to look outside the department if the applicants that apply do not meet the criteria. 10.) Job Descriptions - Review A.) Police Chief & Police Captain - Add monitoring. Take to COW for approval. 11.) Operation ID Program - Sponsored by Secretary of State RE: Education awareness for liquor licenses holders. Meeting will held on a Monday night. This is sponsored by the Secretary of State. A letter will be sent to all liquor licenses holders. ti - Page 3 - New Business 1.) Railroad Crossing Safety Program - RE: Funding. - City could do a five year plan. Graff has got application from the State. It all depends on need. How much traffic, pedestrians, and recreational area near railroad crossings. 2.) Alcohol Beverage Server Program: There is a program called the Bassett program. TGIF does training.
