Public Safety Minutes 1996 03-18-96 UNITED CITY OF THE VILLAGE OF YORKVILLE Committee Minutes - Public Safety Date of Meeting: March 18, 1996 Location: 111 W. Fox Time Convened: 6:33 P.M. Time Adjourned: 8:10 P.M. Attendees: Bob Johnson Jeff Spang Jerry Lynch Bert Callmer Tony Graff Discussion: 1 .) Glen Palmer Dam Update - No report. 2.) Budget Review FY 95-96 - Overtime usage report reviewed. Overtime hours are up over 100 mainly because of the Image Grant and Dare Training. 3.) Budget Review/Proposal FY 96-97 - In line with last line item budget check. Having journal entries looked at. Electric company is still charging about $200 per month for electric. This should not be O getting charged. Other properties are also being charged on this. nice the department gets a credit back, Kim will apply it to the account where the money has came out of. 4.) Grant Updates A.) Image Grant - Enforcement period - February 11-25, 1996 Report Met goals. 70 percent of people are using seat belts. Graff will make sure everyone gets copies. B.) CopsMore Grant - Request to purchase Dictaphone/Voice Mail System - Would like to upgrade us on the Dictaphone system because of the need. Try to procure more money. Will be asking for $20,000. The Cities part will be $7000. The phone system is a little higher. Will be getting quotes in writing. Graff expects to know something within a month. Graff is requesting approval upon receiving grant. Take to COW. 5.) Police Department Reports A.) 1995 Annual Report - Crime did not increase. Man hours have increased, but staying within $24 per day. Accidents have increased, last year there were 247 accidents. The year before there were 212 accidents. Traffic stops have increased, mainly because of the Image Grant and traffic enforcement. Graff would like everyone to review report and bring any questions back to next meeting. B.) February - Man Hour Utilization & Offense Report - Graff will make sure everyone gets copies. C.) February - Vehicle Usage Report - Approximately 10,700 miles. Graff will make sure everyone gets copies. D.) January & February - CPAT Report - People are going to jail this - Page 2 - time. 6.) [dot Update A.► Walnut & Rt. 47 - Talked with Idot and Nanninga on a multi-year Plan to improve Walnut and Rt. 47. Governor needs to sign, then it will go out on a bid list in April and be back in May. Then it will get done this season. There is no plan drawn up yet. Hopefully by the end of the month. There is an average of one accident per month at Walnut and Rt. 47. B.) Countryside Parkway - Talked with an engineer that works for Idot. They have sent the forms to do study for temporary traffic light. Will need to have two people manually count turns. City will have to do a mid-week count. If our study goes to Idot and they say we do not need a light at that intersection then Graff will be comfortable without putting in a traffic light. Graff will let everyone know when count is to be done. Check with Dan to see if City can put a recapture fee on this intersection. 7.) Human Service Commission Ordinance - Update - Meeting on March 29, 96 with Graff and Mayor Johnson and few invited persons that live in the community. Looking to get some feed back to find out if this is a good idea or not. Use as a advisory board. NEW BUSINESS 1.) Job Descriptions A.) Police Chief - Job description came from a J'ob description software. Graff will put together some drafts for review at next meeting. B.) Police Captain - Can not have a Police Commander until the population goes over 5000. Will call position Police Captain. This position will be exempt from overtime. Sargents currently get paid overtime. Graff is looking to get approval in April to go to COW. Graff would like this adopted in May. 2.) Operation ID Program - This is a Secretary of State sponsored educational awareness seminar for liquor license holders. It would last 1-2 hours. Help educate holders of fake Ids. 3.) Part-Time Police Officers - Request to interview - Graff would like to interview potential part-time officers. One part-time officer has been transferred to County. That person will be sending a letter. Graff has received nine applications. Graff will interview and recommend three people to Mayor Johnson. Then Graff and Mayor Johnson will recommend person for hire to COW and City Council. All potential officers must be PTI certified. Names will be available at next Public Safety meeting. 4.) Additional Business Railroad Safety - Mayor Johnson attended a meeting in Springfield. He made some very good contacts. There has been three accidents in approximately 18 months. There is still only one train per day making four trips through Yorkville. The trains are longer. There is - Page 3 - more traffic crossing the railroad tracks. Graff has requested information from Idot but has not received any. Graff will contact Idot again. Would like to get some options on what should be done with the Rt. 47 railroad crossing. Liquor Ordinance - Talking with Dan. Dan has some ideas on what standards should be. This needs to be looked over a few times a year to come up with suggestions.
