Meeting called to order by Chairman Callmer at 6:35PM.

1. Courthouse Area Traffic Flow request by the county, review/update.
First item for discussion was number 3 of the agenda which was the courthouse traffic
flow request. Chairman Callmer started the discussion with the two guests were residents
within the area being reviewed. Mr. Steinhoff had concerns in regards to the one way
traffic plan and how much extra parking spaces were going to be created. Also, if this
matter was going to be temporary can the city reconsider this request. Mr. Hart was
concerned about the effect the change would have with his wife's beauty saloon business
and if this was going to be temporary only can the city reconsider this request. He also
stated the number of new parking spaces isn't going to resolve the parking problem with
the courts.
Chairman Callmer explained the request for the change was presented by the County and
thought there was some merit to the request. Chairman Callmer asked Mr. Steinhoff how
much this was going to personally effect him and his family Mr. Steinhoff said one way
traffic west on Madison could be a hazard when you try to turn left onto S. Main St.
because of the site distance problem created by the hill and he stated he goes to W. Ridge
because of this reason. Chairman Callmer wanted to investigate the source of the original
request and to have Chief Graff contact the County. Also, to have a plan pre-luminary plan

to display how many new parking spaces were going to be created.
Another concern regarding this area was presented by Mr. Steinhoff which was the
parking on Fox St. by the Kendall County Office building. The problem is when vans or
trucks park they limit the view of oncoming traffic traveling west on Fox St. Chairman
Callmer agreed along with Alderman Spang and Lynch and instructed Chief Graff to
review the matter and to have sign posted for no truck or van parking permitted in this
area.
2. GLEN PALMER DAM UPDATE
No report at this time. Chairman Callmer wanted Chief Graff to contact the Dept. Of
Natural Resources to receive an update for the next meeting.
3. N/E QUADRANT TRAFFIC STUDY UPDATE
Chief Graff stated the signs should be removed and Alderman Jones confirmed the signs
have been removed or changed. The officers have been notifying the citizens when doing
the door to door surveys. The extra police presence has started as planned.

Chief Graff stated funds are being requested for the COPSFAST program and the 1996
IMAGE Grant has started and the officers were presented with a procedure explaining
their duties and responsibilities. Chief Graff presented a copies of the procedure to the
committee.
COPSMORE and Cops Universal Hiring Supplement grants have no report and are still
being evaluated by the US Dept. Of Justice COPS office.

Chief Graff presented the CPAT and Vehicle usage reports and will pass out the other
reports at the next meeting. The committee reviewed the two available reports and
accepted both reports.
6. SIX(6)MONTH BUDGET REVIEW&REVISIONS
Chairman Callmer reviewed the salary survey and requested Chief Graff to contact the
Shorewood Police Dept. And explore the 12 hour shift as an alternative and the committee
review the overtime hours expended during the last two pay periods. Chief Graff
presented definitions for the committee in regards to the overtime allocation reports
categories.
7. 1996 OLYMPIC SECURITY TEAM PROJECT -- PRESENTATION
Chief Graff stated three officers have received their acceptance letters from the 1996
Security Team and the employees are still committee to support this venture without any
costs to the City and the officers will use vacation time and compensatory time, there will
be no overtime allocated regarding this project. The officers accepted are Officer Donald
P. Schwartzkopf, Officer Terry A. Klingel, and Officer Sergio Fuentes. The officers are
planning a formal presentation to the committee in January.
8. GAME FARM HOUSE UPDATE
Chief Graff stated winter maintenance is being scheduled and the costs for winterizing the
foyer should not exceed $400 as a quote from Willman& Groesch. Chairman Callmer
stated the back door employee entrance needs to be improved and Chief Graff stated the
public works is planning on installing a sidewalk as planned within the next week. A
screen door and overhang are being reviewed for the back door, too. The budgeted line
item has $1200 remaining. Chairman Callmer emphasis budget restrained is necessary
regarding these items.
9. NEIGHBORHOOD WATCH UPDATE
Chief Graff stated the Neighborhood Watch program is still growing and the block captain
meeting was well attended. The Aurora Gang Unit gave a good presentation. Chairman
Callmer asked about White Oak Estates area and Chief Graff stated their area now has a
neighborhood watch program. Also, Chairman Callmer wanted the Morgan Street area to
be reviewed and an effort to recruit members, if possible.
10. COMMUNITY POLICING PROJECT UPDATE
Chief Graff stated Officer Glenn Calvert was selected as the officer who will be assigned
as the Community Police Officer and Sgt. Sibenaller is the Supervisor. Sgt. Sibenaller will
still be assigned to his patrol duties and only Officer Calvert will be specifically scheduled

as the Community Police Officer.
11. IDOT PROJECTS UPDATE
A. RT 47 &WALNUT
Chief Graff started the discussion on the update with this intersection and the progress has
been slow and we are still waiting for Inland's response on the road improvements. The
committee wants a resolution to be presented if possible at the next committee from Inland
and if their is no mutual understanding then we need to contact IDOT and request a
meeting to address no left turn onto Walnut from RT 47 and no left onto RT 47 from
Walnut as a solution to the problem.
B. RAILROAD CROSSING RT47 &HYDRAULIC AND EAST/WEST
HYDRAULIC
Chief Graff stated IDOT has inspected our crossing and signal and stated they pass the
inspection. IDOT, Amy Reed, stated we should see a report addressing the Mayor's
concerns regarding this crossing within the next 60 days.
Chief Graff stated there is another division which will examine the RR crossing on local
roads and Chief Graff will be contacting this division in Springfield to open discussion on
these crossings.
C. RT 47 NORTH OF RT 34 --PARKING ON THE SHOULDER UPDATE
Chief Graff reported there is an existing ordinance which addresses this issue and IDOT
should be installing signs within the next 30 days.
NEW BUSINESS:
1. RECOGNITION LETTERS RECEIVED FROM CITIZENS, ORGANIZATIONS,
OTHER POLICE AGENCIES
Chief presented letter received from the following organizations and citizens recognizing
the police department:
A. City of Plano - Assistance for the Ground Breaking Ceremony Menards, Chief
Anton Graff
B. Teens Reaching Youth -Red Ribbon Week cooperation and assistance with the
mock accident and mock trial; Chief Graff, Sgt. Martin& Sgt. Sibenaller
C. Hillside Nursing Home - Appreciation for responding when their transformer went
out.
D. Citizen-Phyllis Rodriguez wanted to thank the Yorkville Police Department in

regards to addressing her problem on 3 occasions.
E. A letter from a run-away juvenile thanking Chief Graff, Sgt. Sibenaller, and the
staff for their assistance and time with her personal problem.
F. Boy Scouts of America, Vincennes Trail District thanking Officer Groesch for his
inspirational talk to their Boy Scouts during the Fall 1995 Camporee at Hoover
Educational Center.
All letters will go on file. Chairman Callmer stated the letter were refreshing and
rewarding to see that people care enough to write and thank our officers.
2. HUESTIS STREET TRAFFIC CONCERNS PRESENTED BY CITIZEN, NANCY
BENSON
This issue was brought to the committees attention when Nancy Benson wrote letter
discussing her concerns with the bus traffic and parking on Huestis street. Chief Graff
stated he contacted the Bus Company and they will monitor their drivers and only
two/three buses a day should use Huestis. The parking problem is part of the
neighborhood design and Chief Graff explained this to Ms. Benson via telephone.
Alderman and the Chairman stated to monitor the bus traffic and work with the Bus
Company and the school.
3. TRAFFIC CONCERNS ON RT 47 KENNEDY --DEER CROSSING SIGNS
REQUEST
Chairman Callmer stated the signs have been installed already and notified the citizen who
expressed their concerns since there were three (3) deer related accidents in the area.
4. TRAFFIC CONCERN AT CROSSWALK AT YORKVILLE GRADE SCHOOL
PRESENTED BY CITIZEN, TRINA HAHR.
Chief Graff stated he received a concern in regards to the crosswalk on Somonauk Street
at Yorkville Grade School and the officers have been monitoring this area whenever
possible during their patrol duties. Also, Chief Graff found out the school assist the
students when they leave after school.
