Public Safety Minutes 1995 10-24-95 City of Yorkville 111 W. Fox St. Suite 3rd Floor Yorkville, IL 60560 Public Safety Committee Meeting October 24, 1995 - 6:30PM. Minutes Prepared by Chief Anton L. Graff Meeting called to order by Chairman Burton Callmer at 6:45PM. Official Attendees: Chairman Burton Callmer Vice-Chairman James Stafford Committee Member Kathy Jones Alderman Jeff Spang Mayor Robert Johnson (arrived at 8:OOPM) Guests: Attorney Daniel Kramer Chief Anton Graff Old business: 1. Liquor License Revisions for Fees/Ordinance was distributed by Attorney Kramer for discussion. This is the 2nd draft presented to committee. The discussion was started on the number of license holders permitted and the classification changes presented. The committee had discussion on the classification titled special event and the determination for this classification was for current license holders only. There was changes needed on page 3, 4, 5, which the Attorney will change. The question on musical entertainment was discussed and the committee liked eliminating the dual license structure but kept the regulations and guidelines as stated in the current ordinance. The committee approved the ordinance with the changes made by Attorney Kramer and to present the ordinance to the next C.O.W. meeting November 2, 1995. 2. Glen Palmer Dam update was discussed in reference to the telephone being placed at the dam site and the State of Illinois will pay the hard costs for the equipment including a light, Ameritech will waive their fees for installation of the telephone line, and the City will pay the monthly telephone charge. This phone will be a tamper proof type phone and will provide instant access to the 911 dispatch center. There was discussion on liability by the committee and the recommendation is to have a daily check of the phone line by an officer to ensure the phone is operative, this should limit any liability exposure problem. Chief Graff will report back to the committee when the State of Illinois commits to this tentative arrangement. Chief Graff stated the study being conducted by the University of Illinois has begun and the Chief will provide a progress report to the committee within 90 -120 days. ' There has been no set date for the new warning signs presented by the State of Illinois as of this date, Chief Graff will contact the State to receive an update for the next committee, along with an update on the telephone. 3. Courthouse Area Traffic Review report. There was a meeting conducted in regards to this request by Commissioner Bill Cote's committee. The conclusion was to change the traffic flow pattern to a one way street for the following street. East Ridge -Eastbound only. Jefferson -Northbound only. West Madison-Westbound only. Also to allow parallel. parking on both sides of the street for East Ridge only. This plan was acceptable by Commissioner Cote and this is what was recommending by Adm. Nanninga. Chief Graff will report back to the committee after legal review by Attorney Kramer and a design has been presented for all to review. Chairman Callmer stated we need to expedite this since we have been examining this request since June 1995. 4. Chief Graff presented the monthly police reports for July& August. The committee reviewed the reports and recommended the reports to be presented at the next City Council Meeting for approval. 5. Budget review was conducted by the committee. Chief Graff presented an accounting of overtime hours used for September and the first pay period of October for the committee to review. Chief presented the salary survey for review and the committee would like to see population and type of shift schedule the other police departments use, ie: 8 hour shifts, 10 hour shifts, 12 hour shifts. Chief Graff will present an updated survey after contacting the police departments who participated in the survey to answer these questions. 6. RT 47 & Walnut intersection was discussed by the committee. The discussion was based on a letter received form IDOT to Mayor Johnson dated October 6, 1995. The committee would like to see other alternatives than a traffic light at Landmark and RT 47 and the costs involved with any alternative. The committee would like see further discussions with IDOT regarding this intersection. Alderwoman Jones would like to see guardrails installed on RT 47 to stop the vehicles from passing on the right. Chairman Callmer would like to see No Left Hand Turn permitted from RT 47 to Walnut/Bristol and No Left Hand Turn onto RT 47 from Walnut/Bristol. Chief Graff will discuss this with the Adm. Nanninga and set up another meeting with IDOT. 7. Chief Graff presented the revised job description for the Community Service Officer's position. The committee recommended the job description to the next C.O.W. meeting on November 2, 1995 for approval. 8. The Community Policing Plan update. The committee accepted the job description as presented. Recommendation is to present the job description for Community Police Officer to be presented at the next C.O.W. meeting November 2, 1995. There was discussion on the community police unit description and the committee accepted the presented document. Chief Graff presented the citizen survey to the committee and advised them the process will begin October 28th and our goal is to . complete the survey by Feb.1, 1996. Alderman Spang thought this was an aggressive time schedule if the officers were only surveying the households on the weekends. Chief Graff stated there will be an ongoing assessment of the survey's progress and if necessary the officers will conduct the survey during the weekdays. Each household will be contacted by a patrol officer while he/she is on duty and there will be no overtime allocated for this project. The officer will make at least three (3) attempts at the household and the survey will be picked up by the officers. Our goal is a 40% return on the surveys and there will be a report completed with the results to be presented to the citizens and the committee. 9. Chief Graff presented an update on the N/E Traffic Study process and public works should be installing the signs and flags within the next 5-7 days. 10. Chief Graff presented to the committee a letter form IDOT stating we have met all our requirements in regards to the IMAGE Traffic Grant for 1995 and the Grant has been successfully completed and closed. Sgt. Martin was complimented on a job well done. Chief Graff will forward the letter to the treasurer's office for the auditors. New Business. 1. Review of the town meeting items directed to the police department. A. Orange St &RT 47 passing on the shoulder. Chief Graff stated the officers will be watching this area and the crossing guards were interviewed and they stated this does occur on occasion and Officer Fuentes has stopped a couple of violators within the last couple of days. B. McHugh speeding has been a problem and the officers will continue to monitor the situation. Sgt. Martin will contact Mr. Routhag and invite him to be a citizen observer during the next traffic grant period in November. C.. E. Somonauk& RT 47 parking problem. The homeowner has been contacted and is aware of the violation. We will monitor the area. D. RT 47 downtown traffic concerns. Chief Graff is trying to obtain the Speed Control Monitoring device for a trial period for one week to review the situation and assist in controlling the speed. Also, the police will provide a police presence in the area to monitor the traffic concerns. E. RT 47 (Hardees&Burger King)trucks parking on the shoulder. Chief Graff is having discussion with IDOT regarding this matter and to request no parking signs to be installed. F. Leisure&Hillcrest neighborhood problem. Chief Graff contacted the neighborhood watch block captains and a meeting is scheduled for October 25, 1995 to discuss the problem. The alleged offenders have been contacted by the Police Department an advised about their driving habits. Chief Graff will provide an update at the next committee meeting. 2. Mayor Johnson requested an update regarding the request to IDOT in reference to the Railroad Crossing on RT 47 at Hydraulic St. Chief Graff will contact Amy Reed at IDOT and report back to the Mayor on the progress of the request to review our safety concerns regarding installing railroad gate at this crossing.
