Meeting Called to order by: Chairman Burt Callmer at 6:40pm.

No Guests were present.
Chairman Callmer started with the agenda.
Old Business:
I. Liquor License Fees/Ordinance - 1st Draft Presented.
The committee started to review the 1st draft which was prepared by Attorney Kramer.
The discussion items were the following:
A. Definitions of Classifications
B. Limits on types of Licenses available for usage.
C. Restaurant Classification needs to be defined in more detail
D. Entertainment regulations needs to be addressed.
E. Discussion re: Ord. 94-2 Conduct in Taverns needs to be defined
F. Downtown District identified/defined.
G. Legal concerns on removing the following ordinances
a. 3-4-1
b. 3-3-10 a &b
The committee reviewed the language and the above items were discussed extensively.
Chairman Callmer recommended a legal review concerning the above items with the
City Attorney and a second draft should be presented to the committee at the next
meeting.
2. Glen Palmer Dam Update -No Report
Chief Graff stated the Dept. of Natural Resources is still waiting for a starting date for
the signs and painting the side walls. Chairman Callmer wanted Chief Graff to contact
them for an update.
3. Courthouse Area Traffic Review -No Report
Chief Graff stated we are waiting for Adm. Nanninga to review the area and present a
design. Chairman Callmer wanted Chief Graff to contact County Commissioner Cote to
advise him of the progress and to have information for the next meeting.
4. Police Department Reports.
Chief Graff presented the man-hour utilization and offense summary report for the
months of April,May, &June 1995. There was discussion in regards to how to read the
reports and was there anything unusual to report. Chief Graff stated the activity has
increased slightly in areas of thefts and other minor property related crime activity.
Chief Graff presented the Quarterly CPAT report for review. All reports were accepted
and will be presented to the C.O.W. meeting for approval.
There was further discussion by Chairman Callmer in regards to writing a letter to the
States Attorney's Office with concerns about the continue use of probation as a
sentencing alternative. The committee believed the letter should be addressed as a
letter of support for the States Attorney's Office and our Police Department. This letter
of support lays the groundwork towards our community policing efforts. The
committee recommended a letter to be written and presented at the next committee
meeting for review before presenting the letter to the C.O.W. meeting.
5. Budget Review
Chief Graff asked if there were any questions in regards to the bill list and there was
none by the committee after the list was reviewed.
6. Parking control at public facilities &parking lots.
Chief Graff presented a verbal report and stated there is a minor problem at the
Beecher Center parking lot with students parking in the lot who have had their parking
permits suspended or revoked by the school or who never applied for a permit. Chief
Graff will contact Attorney Kramer on how to word the sign to prohibit parking in this
lot for students during normal school hours. The purpose for the building is to allow
parking for the Beecher Center programs and other recreational activity in the area and
not for students to circumvent the rules of the school district. Chairman Callmer wants
the Attorney to review this request and to have the Chief contact him when were ready
to implement any enforcement measure.
7. Neighborhood Watch Update:
Chief Graff presented a verbal report. At this time,we have approx. 440 households
participating in the Neighborhood Watch program and we are growing every week.
There is a Block Captain Meeting scheduled for September 27, 1995 at the Beecher
Center.
8. RT 47&Walnut Intersection Update.
Chief Graff stated there was meeting on 9/26/95 with IDOT and they will present a
letter to the City stating we need to address the intersection and provide alternatives
within the next 12-18 months, if possible, otherwise we need to consider closing off
either Walnut or Bristol. Adm. Nanninga,JT Johnson and Chief Graff will be
reviewing the recommendations and provide alternatives for the City to review
within the next 60 days. Chairman Callmer stated this is a priority and the
committee concurred.
9. Hydraulic &RT 47 Railroad Crossing -No report by IDOT.
10. Hometown Days Police Costs Report.
Chief Graff presented a written report to the committee and stated we were under
budget projections for overtime by$400. Also, attached to the report were the police
related incidents related to Hometown Days. There was no further discussion.
11. Community Policing Plan Update.
Chief Graff stated the police department has completed a workshop on developing the
plan and a plan should be presented to the committee for their review at the next
meeting. Chief Graff reminded the committee we need to adopt a plan within the next
60 days.
12. Other old Business -no discussion.
New Business:
1. RT 34 &Game Farm Road Traffic Concerns by Gary&Susan Kritzberg 1217
Game Farm Road.
Chief Graff presented a letter received from the Kritzbergs which was addressed to
Representative Tom Cross. Chief Graff prepared a written response and contacted
IDOT to begin a dialogue to address their specific concerns. IDOT stated they received
a letter from Rep. Cross and stated they have had previous contact with the Kritzberg's
in reference to the same concerns. When the bridge was renovated to the east of Game
Farm Road on RT 34 there was discussion about a right turn lane for e/b traffic and the
Kritzberg's were contacted about easements to create the right turn lane and a mutual
agreement wasn't reached at this time. Chief Graff will update the committee with any
future information regarding this matter. The police department will be monitoring this
area during the next 30 days. Chairman Callmer requested an update at the next
meeting and if necessary any recommendations by IDOT after they review the area.
2. Halloween Trick or Treat Hours.
Chief Graff recommended the Halloween Trick or Treat hours should be 4PM-7PM.
Chairman Callmer presented concerns by Alderman Kathy Jones of the hours because
of the split shifts and why not have the trick or treat on the weekend instead of
Halloween night. The committee discussed the matter in depth and recommended the
hours of 4PM- 7PM on Halloween Day. This recommendation will be presented to
the C.O.W. meeting on October 5th.
3. A Proclamation for Crime Prevention Month 1995.
Chief Graff presented a proclamation for the Mayor to read and adopt. The committee
recommended this proclamation to be presented to the City Council Meeting on
September 28, 1995.
4. Other Business.
Chief Graff requested to purchase the network version of the Police Reporting system
the police department is currently using, this is an upgrade from the single user to the
network. The cost will not exceed $2,000. This is still within the budget. The committee
agreed to have Chairman Callmer sign the purchase order when necessary.
